How Data Centers Affect Local Electricity Demand and Grid Reliability

Data centers increase electricity demand, but they do not automatically make a community’s grid unreliable. The local result depends on the size and timing of the new load, the utility and regional grid, available generation and reserves, transmission and distribution capacity, weather, fuel supply, and whether the facility can reduce or shift consumption during stressed periods.

National forecasts show rapid growth, while a specific community’s outage risk or household bill cannot be inferred from those totals alone. That answer requires the project’s interconnection study, utility planning data, rate case and regional reliability analysis.

How much electricity do data centers use?

The strongest recent U.S. baseline comes from the Department of Energy’s December 20, 2024 announcement summarizing a Lawrence Berkeley National Laboratory report. U.S. data centers consumed an estimated 176 terawatt-hours (TWh) in 2023, about 4.4% of total U.S. electricity.

The same report estimates U.S. data-center consumption could reach 325–580 TWh in 2028, or approximately 6.7%–12% of U.S. electricity. Those are estimates across a range of scenarios, not measured 2028 usage and not a prediction for every state or utility.

The International Energy Agency’s 2025 Energy and AI analysis is global rather than U.S.-specific. In its Base Case, electricity generation serving data centers rises from about 460 TWh in 2024 to more than 1,000 TWh in 2030. Global figures should not be substituted for a U.S. forecast or a local project assessment.

Why annual electricity use is not the same as reliability risk

Energy measures volume over time

A terawatt-hour adds up electricity consumed across an entire year. It is useful for estimating fuel needs, emissions and long-term infrastructure requirements, but it does not show whether the system can serve customers at the most difficult hour of the year.

Demand measures the instantaneous requirement

Grid operators must balance supply and demand continuously. A data center that operates around the clock can add a large, relatively steady requirement. Several facilities may also reach high demand at the same time as homes, offices and factories. That coincident peak, rather than annual energy alone, can determine whether generators, transmission lines, substations and transformers have enough capacity.

Ramping and interruptions matter

Some computing workloads can be moved to another hour or another facility; others cannot. A sudden increase in demand, a rapid restart after an interruption or a large block of servers returning simultaneously can create operating challenges even when annual consumption is modest. The project’s expected ramp rate, minimum operating level and ability to curtail are therefore important interconnection questions.

Resource adequacy has a specific meaning

The IEA describes resource adequacy as the ability to balance electricity supply and demand in an area under normal weather and generator-outage conditions, while noting that jurisdictions define it differently. Reliability is broader than adequacy: it also includes the performance of transmission and distribution equipment and the operator’s ability to withstand disturbances.

Extreme weather can affect several parts of the system at once. Heat raises air-conditioning demand and can reduce the efficiency of some equipment. Cold can increase heating demand and create fuel-delivery constraints. Drought, wildfire, low wind or low solar output, generator failures and restricted transmission transfers can compound the problem. A data center can be a significant additional load during exactly the hours when the rest of the system is under stress.

Where a large data-center load can strain a local grid

Generation and operating reserves

If new demand arrives faster than generation is built, the system may have fewer resources available for planned maintenance, forced outages and unexpected demand. Operators maintain reserves so that a failed generator or transmission line does not immediately require customer interruptions. A large new customer can consume part of that cushion, particularly in a small balancing area.

The issue is not simply the nameplate capacity of nearby power plants. Planners must consider whether the units are dispatchable, available during the relevant season, connected to the right transmission area, able to ramp quickly and supplied with fuel. Wind and solar can contribute energy and capacity, but their output depends on weather and may be low during a particular peak.

Transmission constraints

Generation somewhere in a region does not guarantee that power can reach a new facility. Long-distance lines have thermal limits, stability limits and contingency requirements. A project may require a new high-voltage line, substation expansion or network upgrades before it can receive firm service. Construction schedules, permitting and equipment lead times can make those upgrades the critical path.

Distribution equipment

Even when the regional transmission system has capacity, the local utility may need larger transformers, breakers, feeders, protection systems or substations. A data center’s concentrated load can be much larger than the demand of a typical neighborhood. Distribution equipment must be rated for the load and for credible failures, not merely for average consumption.

Fuel, weather and transfer exposure

Wildfires can disable lines or generators and limit transfers between regions. Extreme cold can disrupt fuel supplies or freeze equipment. Heat waves can produce simultaneous demand peaks across neighboring utilities, reducing the help available through imports. These conditions explain why a system can appear adequate in an average-year study yet face tight availability during an unusual event.

Interconnection queues are not available power

FERC’s State of the Markets Report for 2024, released March 20, 2025, reported 2,289 gigawatts (GW) of active interconnection-queue capacity at the end of 2024, down from 2,368 GW in 2023. Queue capacity represents proposed projects moving through an interconnection process; it is not immediately available generation and does not guarantee that projects will be built. A local reliability study must distinguish operating resources from proposals, speculative requests and projects without completed agreements.

What the recent U.S. reliability outlook actually says

FERC’s May 15, 2025 release covering the June–September 2025 summer assessment said all regions were expected to have enough generation to meet summer demand and operating reserves if normal conditions prevailed. It also warned that margins were tightening as generation retired and load increased, with hyperscale customers such as data centers contributing to the growth.

FERC identified NPCC–New England, MISO, ERCOT, SPP and PJM as having a higher likelihood of tight generation availability under combinations of above-normal demand, low wind and solar output, wildfire impacts on transfers or generators and generation retirements. This was a dated seasonal outlook, not a statement that every host community would experience outages and not a forecast of conditions in October 2026.

FERC Chairman Mark Christie used strong language in that release: We a re losing dispatchable generation at a pace that is not sustainable and we are not adding sufficient equivalent generation capacity, followed by his statement that the assessment would inform a technical conference. The quotation expresses the chairman’s viewpoint; it is not, by itself, a measurement of every region’s capacity balance.

In its March 20, 2025 market report release, Christie described the combination of rapidly increasing electricity demand, driven by hyperscale customers such as data centers, paired with the alarming rate of base load generation retirements and lack of new dispatchable generation as unsustainable. That is an official policy concern, not proof that a particular project will cause an outage.

What national projections can—and cannot—tell you

DOE’s July 2025 Report on Strengthening U.S. Grid Reliability and Security modeled a 50 GW midpoint of new data-center load additions by 2030. The agency allocated that national midpoint among states using state-level growth ratios. In the same modeled case, average coincident peak load rose from 774 GW to 889 GW by 2030; DOE estimated 826 GW in 2030 when data centers were excluded from that case.

These numbers are modeling assumptions and projections. They are not meter readings, guarantees that 50 GW will be built or site-specific forecasts. DOE also noted that the contribution from AI and data centers already embedded in North American Electric Reliability Corporation forecasts is difficult to determine, so different studies may not be additive.

A national total cannot answer whether a town needs a new substation, whether a regional operator has enough reserve margin or whether a household’s bill will rise. Those questions depend on the local utility, balancing area, project design, interconnection agreement, cost-allocation rules and current planning documents.

How to evaluate a proposed data-center site

Residents, local officials and businesses can use the following sequence to separate a national growth story from a local reliability claim.

  1. Identify the responsible entities. Name the serving utility, balancing area, regional transmission organization or independent system operator, state regulator and transmission owner. Reliability rules and planning studies differ by jurisdiction.
  2. Get the project’s load profile. Request expected megawatts, annual energy, seasonal peaks, minimum load, ramp rates, commissioning stages and the date each phase is expected to operate. A campus that is built in stages has a different planning impact from one that starts at full size.
  3. Review the interconnection study. Look for affected substations and lines, contingency results, stability limits, required network upgrades, cost responsibility, construction milestones and any assumptions about generation or transmission that has not yet been built.
  4. Check peak coincidence. Compare the facility’s hourly profile with the utility’s summer and winter peaks and with the regional operator’s coincident peak. Ask whether the customer is obligated to reduce demand during emergencies or merely encouraged to do so.
  5. Examine supply and reserves. Identify existing and planned generation, reserve margins, dispatchability, retirement schedules, fuel-delivery risks and dependence on imports. A reserve margin based on resources that are not yet deliverable is not equivalent to dependable local capacity.
  6. Map the network upgrades. Review transformer, substation, feeder and transmission requirements, transfer capability and expected completion dates. Delays can leave a project relying on temporary arrangements or constrain other customers’ connections.
  7. Test stress scenarios. Ask how the plan performs during heat waves, cold snaps, low wind and solar output, wildfire-related outages, drought, fuel restrictions and simultaneous generator failures. Reliability studies should state which events are included and which are outside the study.
  8. Follow the money and the rules. Read the tariff, rate case and development agreement to see who pays for interconnection facilities, network upgrades, standby service, demand charges and emergency service. National consumption forecasts do not establish a household bill effect.

Options for reducing reliability pressure

DOE’s December 20, 2024 announcement lists several approaches. None is automatically sufficient or least-cost in every location; the appropriate combination depends on the utility and project.

Onsite generation and storage

Generation or batteries located at the facility can reduce the amount of power drawn from the grid during constrained hours. Their value depends on fuel availability, emissions controls, charging arrangements, duration, interconnection rules and whether the equipment is actually available when needed. Onsite resources should not be treated as a grid asset unless operating obligations, controls and performance are defined.

Flexible computing demand

Some workloads can be shifted to another time or location, and some cooling systems can be managed within technical limits. A useful program specifies notification time, maximum curtailment, duration, frequency and compensation. “Flexible” should describe an enforceable operating capability, not a marketing label.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Infrastructure reuse

Retired coal-plant sites may offer transmission connections, industrial land or existing electrical infrastructure. Reuse can shorten some development steps, but it does not remove the need for current interconnection, environmental, equipment and reliability studies.

Rates and contracts that reflect system conditions

Innovative rates can encourage customers to avoid local or regional peaks and can allocate infrastructure costs more transparently. The details matter: a time-of-use rate, interruptible tariff, minimum bill, standby charge or special contract produces different incentives and different risks for other customers.

More supply, storage, transmission and efficiency

Utilities may combine new generation, grid-scale storage, transmission expansion, distribution upgrades, efficiency and demand response. Building only one category can leave another bottleneck unresolved. For example, additional generation does not help a constrained substation until the network can deliver it.

Energy Secretary Jennifer M. Granholm said in the December 20, 2024 DOE release, We can meet this growth with clean energy. That is the secretary’s stated objective, not evidence that every project will be served without reliability or permitting challenges.

What communities can reasonably conclude

A data center is a large new electricity customer, and multiple facilities can materially change a utility’s forecast. The reliability effect is most concerning when load arrives in a constrained area, coincides with seasonal peaks, requires substantial network upgrades, depends on uncertain generation or cannot reduce demand during emergencies.

The effect may be manageable when the utility has deliverable capacity and reserves, the transmission and distribution system is upgraded before service begins, the project is phased, and enforceable flexibility or additional resources cover stressed hours. Those conditions must be demonstrated in local studies rather than assumed from the facility’s technology label.

Claims about outages, rates or economic benefits should therefore be tied to a named project and document. Ask for the utility’s load forecast, the regional operator’s adequacy assessment, the interconnection study, the tariff or rate case and the schedule for every required upgrade. Without those materials, national percentages can show why the issue matters but cannot predict a particular community’s outcome.

Bottom line

Data centers add concentrated, often continuous demand to the electric system. U.S. use was estimated at 176 TWh, or 4.4% of electricity, in 2023, with a wide 2028 estimate of 325–580 TWh. Whether that growth harms or coexists with local reliability depends on timing, location, reserves, generation, transmission, distribution equipment, weather and the project’s ability to manage load. National forecasts describe the scale of the challenge; only local planning and operating evidence can establish the result for one grid or community.
