How Data Centers Affect Local Electricity Bills, Water Supplies, and Tax Revenue

Data centers can put pressure on electricity systems and, depending on their cooling design and location, local water supplies. They can also generate substantial property-tax revenue. None of those outcomes is automatic for every community: household bill effects depend on utility rate design and who finances new infrastructure; water effects depend on cooling technology, withdrawals and local capacity; and tax benefits depend on assessments, tax rates, incentives and public costs.

The most reliable way to judge a proposed facility is to separate measured use from forecasts, gross tax collections from net fiscal benefit, and a national scenario from what a particular utility or municipal system must actually provide.

What determines a data center’s local impact?

A data center is a large, continuous electricity customer that houses servers and networking equipment. Its local effect is shaped less by the label “data center” than by four design and policy choices: the size and timing of its electric load, the way cooling is provided, the capacity of nearby water and power systems, and the taxes or incentives negotiated with the host locality.

Issue What drives the outcome What residents should examine
Electricity bills New generation, transmission and distribution; rate classes; special contracts; protections against stranded assets Who pays each infrastructure cost and how costs are allocated if projected demand does not arrive
Water supplies Cooling system, computing density, facility size, source of water, consumptive use and seasonal availability Peak withdrawals, water returned to the system, drought limits, wastewater needs and utility capacity
Tax revenue Land and building assessments, server and equipment values, tax rates, exemptions and abatements Annual receipts minus public-service and infrastructure costs, plus the duration and quality of jobs

These factors vary even among facilities in the same region. A large, densely computing site with water-intensive cooling can have a different profile from a smaller site using mostly air cooling, and a locality with a lower personal-property tax rate can collect less from the same equipment value.

Do data centers raise electricity bills?

They can, but a new facility does not automatically increase every household bill. The immediate question is whether the utility’s approved rates charge the data center for the generation, transmission and distribution capacity it requires. The longer-term question is whether rapid growth forces the utility to build additional resources whose costs are shared with other customers.

Current charges and future system costs are different

Virginia’s Joint Legislative Audit and Review Commission (JLARC) found in 2025 that current Virginia rates appropriately allocate existing costs to data-center customers. The same review concluded that projected demand could require new generation and transmission, raise energy-market costs and increase costs for other customers. For a typical Dominion Energy residential customer, JLARC modeled an additional $14 to $37 per month in generation and transmission costs by 2040, stated in constant dollars. This is a scenario forecast for one utility territory, not an observed increase and not a national estimate.

Fairfax County explains the distinction in plain terms: residents do not directly pay for the electricity consumed by data centers, but they may pay some costs for infrastructure improvements. Approved rates, customer classifications and utility contracts determine how much of those improvements is assigned to the large customer.

Why large loads can require new investment

A facility that operates around the clock can exceed the spare capacity of nearby substations or transmission lines. The utility may need to add transformers, reinforce lines, build substations or procure additional generation. Those projects can benefit system reliability, but they also create financial risk if a planned campus is delayed, downsized or canceled. A line built for one customer may leave other ratepayers carrying costs for years.

The U.S. Department of Energy’s Office of Policy identified three central rate-design issues in a technical brief published January 17, 2025: fair allocation of electricity-system costs to large-load customers without unfair shifting of costs to other customers; protection against stranded assets when expected demand does not arrive; and maintaining adequate resources for the whole system.

What to look for in a utility tariff or contract

  • Demand charges: whether the data center pays for its highest measured load, not only the energy consumed over a month.
  • Minimum bills or take-or-pay terms: whether the customer must pay for reserved capacity if construction or operations are delayed.
  • Contribution-in-aid-of-construction: whether the customer pays some or all of the dedicated substation, line or interconnection cost up front.
  • Exit and default protections: who pays if the customer leaves before the infrastructure is fully depreciated.
  • Reliability rules: whether the facility can reduce load during emergencies and whether backup generation complies with environmental and safety requirements.

A proposal that supplies only an annual energy-use estimate is incomplete. Regulators and residents need the expected peak megawatt load, ramp-up schedule, interconnection point, construction milestones and the allocation of every major system upgrade.

How large is data-center electricity demand?

Lawrence Berkeley National Laboratory’s 2026 national projection estimates that data centers could account for 11.8% of total U.S. electricity use in 2030. Its modeled scenarios range from 9.5% to 15.3%. These are national scenarios, not a prediction that any one town’s load or bills will rise by the same percentage. They illustrate why utilities are planning for a rapidly growing class of large customers, while leaving the local outcome dependent on geography and rate design.

A Washington JLARC review provides a useful local-scale example rather than a national average. Four eligible centers used about 427,000 megawatt-hours in 2024, equal to 1.4% of the relevant utility’s power sales. For that group and period, the review judged the likely cost impact on other customers to be minimal. That finding should not be generalized to a different utility, a larger cluster or a future year with substantially more construction.

How much water does a data center use?

There is no single “typical” water use. Virginia JLARC reported that most data centers it reviewed used about as much water as, or less than, an average large office building. Some facilities used substantially more, while some used less than a typical household. Facility size, computing density and cooling technology explain much of the variation.

Cooling technology changes the water profile

  • Air-cooled systems reject heat with fans and heat exchangers. They can reduce on-site water withdrawals but may require more electricity, particularly during hot weather.
  • Evaporative or water-based systems use water to remove heat efficiently. They can lower electricity demand for cooling, yet consume water through evaporation and require treatment to control mineral buildup.
  • Hybrid designs switch between modes as temperature, humidity, water availability and operating conditions change. Their annual average can conceal high summer peaks.
  • High-density computing can produce more heat per rack than conventional enterprise equipment, making the cooling design and expansion plan especially important.

Withdrawal is not the same as consumption

Ask for both the volume withdrawn from a municipal, groundwater or surface-water source and the volume returned through wastewater. Evaporated water is consumptive use; water discharged after treatment may return to the watershed but can still impose treatment and permitting costs. Peak-day and peak-month demand matter because a system can have adequate annual supply but insufficient capacity during heat waves or drought restrictions.

Regional supply does not guarantee local capacity

A water-rich state or watershed may still contain municipal systems with limited treatment, pumping or pipe capacity. Virginia JLARC noted that some localities have less water available, including areas with groundwater-management constraints, and less oversight of how available water is shared among competing uses. A community should therefore compare a facility’s demand with the specific utility’s firm capacity, drought rules and other committed customers rather than rely on a regional label.

Fairfax County reported that precise county data-center water-use information was private when its FAQ was accessed. Additional state reporting requirements were scheduled to take effect in 2027. Until comparable public reporting exists, project disclosures, permits and utility records may be the only way to establish actual withdrawals.

Water questions for a project application

  • What cooling technology will be installed at each construction phase?
  • What are projected annual withdrawals, peak-day withdrawals and consumptive use under normal, hot and drought conditions?
  • Which source will supply the water, and does the utility have capacity after accounting for existing commitments?
  • How will wastewater, blowdown and treatment chemicals be managed?
  • Can the facility switch to a lower-water operating mode, and what electricity penalty would that create?
  • What data will be reported publicly, how often and to which agency?

How much tax revenue do data centers bring to a community?

Local governments can tax the land and buildings occupied by a data center and the business personal property inside them, including servers and other equipment. The resulting revenue depends on assessed values, local tax rates, depreciation rules, exemptions, abatements and the size of the local market.

Revenue varies widely among localities

In five Virginia localities with relatively mature data-center markets, JLARC found data-center revenue ranged from less than 1% to 31% of total local revenue. That span is evidence that one locality’s experience is not a standard return for every community. A large cluster, high equipment assessments and a favorable tax structure can produce a major budget share; a smaller market or lower personal-property rate can produce much less.

Gross receipts are not the same as net benefit

Officials should subtract the public costs associated with roads, substations, water and wastewater expansion, emergency services, permitting and debt service. They should also account for tax exemptions or abatements and the period over which they apply. Job claims need similar scrutiny: report the number of permanent positions, construction positions, wages, shift patterns and expected duration rather than citing a single construction total.

Why incentives complicate attribution

Washington JLARC reported that properties in its review gained at least $111 million in additional assessed value and paid about $1.2 million more in property taxes between 2022 and 2025. The review said it could not determine how much of that increase was attributable to the incentive itself. Without a counterfactual—what would have been built and taxed without the incentive—officials cannot treat the entire tax change as an incentive-created gain.

A sound fiscal analysis therefore presents at least two cases: the receipts and costs with the proposed incentive, and the receipts and costs under the locality’s ordinary tax rules. It should disclose which assumptions are measured, estimated or negotiated.

How to evaluate a proposed data center step by step

  1. Define the project precisely. Record campus acreage, building phases, expected peak megawatts, annual megawatt-hours, backup generation and the date each phase could reach full load.
  2. Map the electricity allocation. Obtain the tariff, interconnection agreement and cost estimates for generation, transmission, substations and distribution. Identify customer contributions, minimum-payment obligations and protections if the project is delayed or canceled.
  3. Test reliability and alternatives. Ask whether the utility has adequate resources without the project, what upgrades are dedicated to it, and whether demand-response or phased energization can reduce system risk.
  4. Account for water in operating conditions. Require projected and, for existing sites, actual withdrawals, consumptive use, peak demand, source, cooling mode, drought response and wastewater requirements.
  5. Build a net fiscal model. List assessed real and personal property, tax rates, depreciation, exemptions, abatements, expected annual receipts and every public infrastructure or service cost.
  6. Separate jobs from tax effects. Distinguish temporary construction employment from permanent operations roles and state the wage, shift and duration assumptions.
  7. Grade the evidence. Label each number as measured use, a project estimate, a utility forecast or a national scenario. Keep local observations separate from national projections.
  8. Set reporting and review conditions. Require periodic disclosure of load, water use, employment, assessed value and incentive performance, with clawbacks or renegotiation if agreed milestones are missed.

A comparison framework for competing projects

Axis Questions to place beside every proposal
Electricity What is the peak and annual load? Who pays for generation, transmission and distribution? Are there special rates, contracts, minimum bills or stranded-cost protections?
Water What cooling system is used? What are withdrawals, consumptive use and peak demand? What is the source, drought exposure, utility capacity and wastewater plan?
Public finances What real and personal property is taxable? What rate applies? Which exemptions or abatements reduce receipts? What are infrastructure, service and debt costs?
Employment How many jobs are permanent versus temporary, what do they pay and how long are they expected to last?
Evidence quality Which figures are measured, estimated or forecast? Can the incentive’s effect be separated from growth that would have occurred anyway?

Common mistakes in public discussion

  • Turning a national forecast into a local bill claim: a U.S. electricity-use scenario does not specify a town’s rate structure or infrastructure plan.
  • Confusing current allocation with future pressure: a tariff can fairly charge today’s costs while future expansion still creates system-wide expenses.
  • Using annual water totals alone: peak withdrawals, consumptive use and drought conditions determine whether a utility can serve the site.
  • Calling all tax receipts a windfall: incentives, public costs and attribution determine the net result.
  • Comparing unlike facilities: cooling technology, computing density, scale and operating schedule must be aligned before water or electricity figures are compared.

What residents should ask before approval

  • Which ratepayer class pays for each proposed power-system upgrade?
  • What happens financially if the facility never reaches its promised load?
  • How much water is available in a drought year after existing commitments?
  • Will actual electricity and water use be reported publicly, and on what schedule?
  • What is the annual tax payment after every exemption, and what public costs are deducted?
  • What jobs remain after construction, and what enforcement applies if employment or investment targets are missed?

Data centers can be valuable customers and important sources of local revenue, but their benefits and costs are site-specific. A defensible decision uses utility-level cost allocation, facility-level water accounting and a transparent net fiscal analysis rather than assuming that growth automatically helps or harms every household.
