The actual effect at a particular home cannot be predicted from the facility’s size or generator count alone. Distance, equipment, controls, operating hours, terrain, weather, background noise and enforceable permit conditions determine what residents experience.
What creates noise at a data center?
Data centers are industrial buildings designed to run continuously. Their servers produce heat, so cooling and electrical systems usually operate around the clock. The main sources a neighbor may hear include:
As an Amazon Associate I earn from qualifying purchases.
- Cooling equipment: chillers, cooling towers, fans and pumps can create a steady broadband sound or a distinct hum.
- Heating, ventilation and air-conditioning (HVAC): rooftop units and air handlers may add fan noise, especially when demand changes.
- Backup generators: diesel or gas engines are substantially louder while running than most routine mechanical equipment. They may operate during tests, maintenance, outages or certain grid events, subject to local permits.
- Onsite energy systems: fuel cells, turbines, battery cooling systems or other generation equipment can add different tonal or low-frequency components.
- Construction and deliveries: these are generally temporary, but piling, earthmoving and truck traffic can dominate a neighborhood during a project’s build-out.
Mechanical noise can be persistent even when its average sound level is not high. A narrow, steady tone may be more noticeable—and more disturbing at night—than a changing sound with the same average decibel reading. Low-frequency energy can also travel differently through buildings and is difficult to characterize with a single A-weighted number.

Sound is measured with different frequency weightings and at specific locations and times. A-weighted decibels (dBA) approximate human hearing sensitivity, but they can understate low-frequency sound and do not fully describe tonal annoyance. Loudoun County says residents’ complaints frequently involve tonal noise and notes that additional octave-band and C-weighted measurements may be useful. Those methods require specialized equipment and training. The county also says its current rules do not specifically address tonal or low-frequency noise and that policy work is underway; this is a Loudoun County situation, not a nationwide rule. Loudoun County’s noise and air-quality page explains its approach.

Sound level at the equipment versus sound level at a home
An engine or fan’s manufacturer sound rating is normally taken under specified test conditions near the equipment. It is not the same as a measured level at a property line or inside a bedroom. Sound decreases with distance, but reflections from buildings, barriers, terrain, vegetation and weather can change the result. Several sources operating together may also produce a different tonal pattern than any single machine.
For context, Loudoun County’s zoning ordinance sets a maximum allowable sound level of 55 dBA at a residential property line, according to the county webpage accessed October 13, 2026. That limit applies in that jurisdiction and should not be treated as a national standard or as a prediction for another facility.
When do backup generators run?
There is no universal data-center testing schedule. The fuel, number of engines, grid connection, permit language and local reliability requirements all matter. Loudoun County says most data centers in its jurisdiction run diesel generators for one hour once per week for testing. It also says generators may provide backup power during outages or certain grid events. That description is local, not an industry-wide schedule. The county’s explanation gives the local context.

Other projects illustrate why counting generators is not enough to estimate exposure:
| Project or jurisdiction | Configuration or operating statement | What the example does—and does not—show |
|---|---|---|
| Falls Township, Bucks County, Pennsylvania | A proposed project involved 280 natural-gas-fired engines and three diesel emergency engines. Pennsylvania DEP said the emergency engines would provide backup electricity during a main utility interruption and for limited testing and maintenance. | A proposal-specific configuration and operating assumption, not a general data-center practice. |
| Port Washington, Wisconsin | Wisconsin issued permits for 45 diesel emergency generators at one campus. | A permitted campus count; it does not establish how often those engines run or what a neighboring home measures. |
| Loudoun County, Virginia | The county describes typical mandatory diesel testing among most data centers as one hour weekly. | A county description and local requirement, not a national schedule. |
Pennsylvania’s July 13, 2026 announcement states: “These generator engines will only provide backup electricity to the data center in the event of a main utility power supply interruption and for other limited testing and maintenance purposes.” Read the Pennsylvania Department of Environmental Protection announcement for the proposal’s specific assumptions.
What pollutants can generator exhaust contain?
Diesel exhaust can contain nitrogen oxides (NOx), particulate matter, carbon monoxide (CO) and sulfur dioxide (SO₂). Natural-gas engines also emit NOx and CO and can emit other combustion products. The quantity released depends on engine size and type, fuel, exhaust controls, load, maintenance, hours of operation and whether the permit allows non-emergency operation. A pollutant’s hazard is not the same as a demonstrated exposure at a particular house.

| Pollutant or group | Why it matters | What determines a nearby resident’s exposure |
|---|---|---|
| NOx | Contributes to ozone and fine-particle formation and can irritate airways. | Engine technology, catalyst or selective-reduction controls, fuel, operating load, meteorology and hours. |
| Particulate matter | Fine particles can penetrate deep into the lungs; diesel soot is a major concern near combustion sources. | Engine and fuel, filtration, stack design, wind and distance. |
| Carbon monoxide | Interferes with oxygen transport at elevated concentrations. | Exhaust concentration, dispersion, building location and whether emissions enter enclosed or poorly ventilated areas. |
| Sulfur dioxide | Can irritate the respiratory system and is associated with sulfur in fuel. | Fuel sulfur content, engine operation and atmospheric dispersion. |
Natural-gas engines are not automatically pollution-free, and diesel engines are not identical to one another. Controls and permit limits must be examined for the actual equipment. Stack height, exhaust velocity, nearby buildings and weather determine how a permitted mass of pollution translates into concentrations at receptors.

Noise, air pollution, construction, cumulative industrial activity and community vulnerability are related but distinct pathways. A complaint, a modeled concentration and a health study answer different questions:
| Evidence type | Question it answers | Limitation |
|---|---|---|
| Resident report or complaint log | What people are noticing, when and where. | Important for identifying patterns, but not a calibrated measurement or proof of causation. |
| Equipment rating | How loud a machine may be under a specified test condition. | Not the sound level at a residence. |
| Noise study | Predicted or measured levels at property lines or modeled receptors. | Results depend on methods, weather, operating mode and selected locations. |
| Emissions inventory or air permit | Allowable pollutants, equipment and operating hours. | Maximum permitted emissions are not necessarily actual emissions. |
| Dispersion model | Estimated concentrations under stated meteorological and operating assumptions. | A modeled estimate, not continuous monitoring at every home. |
| Ambient monitoring | Measured pollutant or sound levels at a specific time and place. | May miss short events or conditions outside the monitoring period. |
A 2026 summary of a Pima County Health Department–Johns Hopkins Bloomberg School of Public Health framework organizes review across siting, construction, operation and decommissioning. It identifies backup-generator emissions, operational noise, cumulative impacts and vulnerable communities as issues to evaluate. The framework’s numerical examples are study-derived, not measurements that apply to every facility. The framework summary reports several modeled estimates with that qualification.

Putting commonly cited figures in context
- The summary reports a Texas modeling study estimate of about 12 metric tons of NOx per large facility per year. This is a modeled estimate reported in the framework appendix summary, not a measured universal value.
- It reports data centers accounted for 4–4.4% of total U.S. electricity demand in 2023. That is a national electricity-consumption figure, not an exposure measurement at a neighborhood.
- Modeling studies summarized there project approximately 600,000 asthma-symptom cases and 1,300 premature deaths annually in the United States by 2028 by tracing data-center energy demand to power plants. These are projections, not observed cases attributed to nearby facilities.
Those figures can inform regional planning, but they cannot establish that a particular resident’s symptoms came from a nearby data center. A site-specific assessment needs the facility’s permit, operating profile, receptor locations and monitoring data.

Noise and air pollution are often handled by different authorities. A county noise office may investigate property-line sound complaints while a state environmental agency issues an air permit and sets emission limits. Planning, building and public-health departments may have separate roles. The applicable standards depend on the jurisdiction, zoning district, permit date and equipment.

Noise requirements may include a baseline survey, predicted levels at residential receptors, limits by time of day, tonal corrections, construction-hour rules, complaint-response procedures and post-construction testing. Air permits may specify engine models, fuel, control devices, stack parameters, maximum annual or hourly operation, emergency-only use and recordkeeping. A permit limit is enforceable; a marketing description or preliminary estimate is not.

How to investigate a data center near your home
- Identify the responsible agencies. Ask the local planning or noise-enforcement office which ordinance applies to your address. Contact the state or regional air regulator for the facility’s air permit and inspection contact. Do not assume one office handles both.
- Obtain the complete equipment list. Look for generator fuel and model, rated output, quantity, cooling equipment, onsite generation, stack height and control technology.
- Read the operating limits. Separate emergency operation from routine testing, maintenance, demand-response or other non-emergency use. Note allowed hours, annual limits, seasonal restrictions and required logs.
- Review the noise study. Find modeled or measured levels at the nearest property lines and homes, the operating scenarios, nighttime assumptions, weather conditions, meter locations, dBA or C-weighting and any octave-band or tonal analysis.
- Check air modeling and monitoring. Determine whether concentrations are modeled or measured, which receptors were selected, what background concentrations were used and whether post-construction monitoring is required.
- Document events consistently. Record date, start and stop time, weather, apparent source, sound character, visible exhaust or odor and whether windows were open. A calibrated measurement with location and method is more useful than an unverified phone-app reading, but a detailed log can reveal patterns for investigators.
- Use the formal complaint process. Ask what evidence is needed, whether anonymous complaints are accepted, how inspections are triggered and how corrective actions are tracked. Request the case number and written outcome.
- Escalate unresolved issues. If the facility appears outside its permit or ordinance, provide the agency with the specific condition, dates and supporting records. For health concerns, consult a clinician; regulators and doctors answer different questions.
Comparing two proposed power configurations
When a project offers alternatives, compare the documents rather than relying on the number of engines. The relevant questions are:
- Is the equipment diesel, natural gas, turbine, fuel cell or battery-supported, and what controls are installed?
- What are the routine testing, maintenance and emergency-use assumptions?
- Which pollutant limits are enforceable, and are they hourly, annual or event-based?
- Are air results modeled, monitored or both, and at which receptors?
- What sound levels are predicted at the receiving property line, using which weighting and frequency bands?
- How are nighttime conditions, tonal penalties, cumulative nearby sources and vulnerable populations addressed?
- What complaint, monitoring, reporting and corrective-action provisions remain enforceable after construction?
Without the project’s actual permit and technical analysis, it is not possible to rank one configuration as safer or quieter. A smaller engine count can still have high permitted hours or weak controls, while a larger installation may operate only for emergencies under strict limits.

What residents can reasonably expect
Residents may notice a continuous hum from cooling equipment, brief periods of much louder generator operation during scheduled tests, or unusual events during a grid outage. Some homes will hear little because of distance, barriers and background traffic; others may experience a prominent tone because of line-of-sight, low-frequency propagation or nighttime quiet. Odor, visible plume and symptoms are not reliable substitutes for monitoring, but they are useful details to report with time and location.
The most defensible conclusion is site-specific: determine the equipment, permitted modes, modeled receptor results and measured post-construction conditions. Generator counts, a single sound rating or a national projection cannot by themselves establish what reaches a particular household.
