How Data Center Growth Can Affect Electricity Bills—and Who Pays for Grid Upgrades

Data centers can put upward pressure on electricity costs, but there is no single nationwide rule that determines how much appears on a household bill—or who pays for every new power line. The effect depends on local grid conditions, wholesale-market prices, utility rates, contracts and regulatory decisions. A modeled increase in wholesale prices is not the same thing as a forecast of your retail bill.

Will data centers make my electricity bill go up?

They can contribute to higher costs, but the effect on a particular household is not established by a single national figure. More electricity demand can affect wholesale energy prices and the need for generation and capacity. A large load concentrated in one area can also prompt transmission and local distribution upgrades. How those costs reach customers depends on the rules and agreements in the relevant region.

The scale of the demand is significant. Lawrence Berkeley National Laboratory’s 2025 update to its U.S. data-center energy report estimates that U.S. data centers used 192 terawatt-hours (TWh) in 2024, or 4.7% of U.S. electricity consumption. Its 2030 reference case is 649 TWh; the report’s combined uncertainty range is 521–843 TWh. These are estimates and projections, not a guarantee of future consumption. The report excludes cryptocurrency mining, and its projections are sensitive to deployment, hardware and utilization assumptions.

Wholesale-price modeling illustrates why region matters. In an analysis based on its February 2026 Short-Term Energy Outlook, the U.S. Energy Information Administration (EIA) modeled higher 2027 wholesale prices under a high-demand scenario. The modeled changes are not observed price increases or estimates of what a household will pay.

All the buttons will quit working and can only be workable when you lower or remove the load power. The default overload power is 3680W and is adjustable from 0 to 3680W. In general, you need to set the overload power to 1800W before using. Just press the "function" button for more than 3 seconds to enter the setting
  • Data Memory Function: The wattage meter will record your power consumption data when you remove it from socket, or remove appliances from the electricity monitor. You can directly see the last data when you use it next time. This function can also automatically save the data when there is a sudden power failure
Region Modeled 2027 wholesale-price change What the figure represents
ERCOT, Texas $37 per megawatt-hour (MWh) higher EIA’s high-demand scenario compared with its February 2026 STEO forecast.
PJM $2.60/MWh higher, or 4% EIA’s high-demand scenario compared with its February 2026 STEO forecast.

Both estimates come from the EIA’s March 12, 2026 analysis. Wholesale prices are one input into retail electricity rates; they do not translate directly into a fixed dollar increase on a residential bill. The EIA modeled a larger effect in ERCOT than in PJM under these assumptions and notes that ERCOT has limited connections to neighboring grids. The result depends on demand and available generation, and should not be read as a universal bill forecast.

Who pays for new transmission lines and other grid upgrades?

There is no single nationwide rule assigning every data-center-related upgrade to either the data center or residential customers. Cost responsibility can be shaped by the applicable utility tariff, transmission rules, customer contract and regulator. Some costs may be assigned to the large customer; other system costs may be recovered through rates paid by multiple customers. The treatment depends on the project and service territory.

Transmission is only part of the picture. A new facility may require changes to the local utility’s distribution system as well as transmission facilities or new generation and capacity. The fact that a project triggers an upgrade does not, by itself, establish who ultimately pays for it.

A regional example shows the scale of some transmission work. In a 2026 concurrence, FERC Commissioner Chang cited a study reporting that 130 transmission projects totaling more than $4.3 billion were approved in PJM in 2024 to interconnect data centers. That is a region- and year-specific figure cited in the commissioner’s concurrence concerning PECO Energy Company and Amazon Data Services. It is not a national total, and it does not show that households had already paid that amount.

What determines whether a large customer pays its share?

Rate design and contract terms are the mechanisms that can allocate costs and risks. The Department of Energy’s January 17, 2025 brief on electricity rate designs for large loads identifies fair allocation, avoiding cost shifts to other customers, and limiting stranded-asset risk as issues utilities and regulators are addressing. Stranded-asset risk arises if infrastructure is built for expected demand that does not materialize.

  • Cost responsibility: A tariff or agreement may assign some costs of connecting or serving a large load to that customer. The details are jurisdiction- and project-specific; no single mechanism applies everywhere.
  • Commitment to take service: Regulators and utilities must consider what happens if planned demand arrives later than expected or never arrives, after infrastructure has been committed.
  • System reliability: New demand can create a need for adequate generation and capacity, not just wires. DOE identifies resource adequacy as part of large-load rate design.
  • Supply arrangements: DOE also identifies onsite generation and matching load with carbon-free supply as options under consideration. Their existence does not establish who pays for the wider grid or how a particular utility accounts for those arrangements.

In a separate 2026 concurrence, Commissioner Chang discussed a possible “higher of” transmission-pricing approach under which a new large load could pay an incremental rate for upgrades instead of shifting their cost into an embedded rate paid by existing customers. The concurrence presents this as a policy approach in connection with a particular agreement, not an automatic rule for all data centers.

What is FERC doing about large-load cost allocation?

On June 18, 2026, the Federal Energy Regulatory Commission (FERC) said it had issued show-cause orders to six regional transmission organizations or independent system operators. It directed each operator to justify its tariff or propose changes. The issues listed included transmission application and study processes, cost shifting and transparency, co-location, flexible large loads, and generation serving nearby loads.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The orders are a review and rulemaking step, not a finished retail-rate rule for every state, utility or customer. FERC Chairman Laura V. Swett described the action as a way to advance grid reliability, consumer safeguards and investment certainty. That is the chair’s stated position, not an independent finding that consumers are already protected against every possible cost shift. The agency’s announcement is available in FERC’s June 18, 2026 release.

Can data centers reduce their effect on the grid?

Demand flexibility can help during periods of system stress, if it is available and the arrangement allows the operator to use it. EIA’s October 3, 2024 analysis of Texas power demand describes voluntary curtailment agreements for some large loads: participating customers reduce demand when the grid is under strain. Reducing demand at those times can help mitigate effects on ERCOT.

Flexibility is not a guarantee that a project will avoid upgrades or lower household rates. Its value depends on whether the load can actually curtail when needed and on the terms governing that service. The EIA article was a forecast discussion of 2025 demand, not a later measurement of what ultimately occurred; it also noted uncertainty over whether proposed capacity would come online.

How to interpret claims about data centers and your bill

  • Ask whether the number is wholesale or retail. A modeled wholesale price change does not tell you the dollar change on your household bill.
  • Check the geography and scenario. ERCOT and PJM produced different modeled outcomes in EIA’s high-demand case, and local system conditions matter.
  • Look for the actual tariff or agreement. That is where project-specific cost allocation, customer commitments and upgrade responsibilities may be defined.
  • Separate approved investment from payment. A reported project cost or approval total does not establish which customers will ultimately fund it.
  • Check whether demand is firm or flexible. A large load that can reduce consumption under defined conditions may affect grid stress differently from one that cannot.

For a household, the practical answer is therefore local: data-center growth can contribute to system costs, but the sources do not establish a universal household-bill increase. Who pays for a particular upgrade must be determined from the applicable regional rules, utility rates, contracts and regulatory decisions.
