How Cybercrime Helplines, Banks, and Police Coordinate to Freeze Fraud Money

If you have just sent money to a suspected fraudster, contact your bank or payment provider immediately using a phone number or website you already trust. Say the payment is fraud-related and ask what urgent steps are available to stop, recall, or trace it. Report the incident to the official cybercrime or police service for your location as well. A report can support investigation and coordination, but it is not itself a freeze order—and neither a freeze nor a refund is guaranteed.

What to do first if you have sent money to a scammer

  1. Stop contact with the suspected fraudster. Do not send another payment for a supposed release fee, tax, or recovery service.
  2. Contact the bank or payment provider immediately. Use the number on your card or statement, or reach the provider’s official website independently. In the UK, government guidance also names 159 as a safe way to reach a bank. Explain that the payment is fraud-related and ask what urgent options apply to that payment method, such as stopping or recalling it, notifying the recipient’s institution, blocking a card, or securing the account. These are questions to ask, not actions every provider can take in every case.
  3. Give the provider the transaction details. Have ready the time and amount, recipient name and account or wallet details, transaction reference, and how you paid. Note when you called and keep the case or reference number.
  4. Make an official report for your location. Use the relevant intake or police route below; do not rely on a search-result ad, unsolicited caller, or social-media account claiming to be an authority.
  5. Preserve evidence. Keep payment receipts, messages, emails, phone numbers, account details, and a timeline. Share them with the bank and authorities, but do not post sensitive account information publicly.

The UK government’s Stop! Think Fraud guidance says to tell a bank or payment service provider as soon as possible after losing money or suspecting account access. The US Consumer Financial Protection Bureau (CFPB) likewise advises using trusted official contact details.

Who to contact: reporting routes in the United States and UK

Bank contact and official reporting serve different purposes. Contact the provider about the payment; report the crime to the appropriate authority. These routes reflect the US and UK guidance described here, not a worldwide directory.

Location Official reporting route Important qualification
United States Report cyber-enabled crime to the FBI’s Internet Crime Complaint Center (IC3). For an emergency, contact 911 or local police. IC3 is a reporting and intelligence intake, not a promise that a case will be acted on or money recovered. The CFPB also lists the FTC, a state attorney general, and local police as possible contacts.
England, Wales, and Northern Ireland Report fraud and cybercrime to Report Fraud, identified by UK government guidance as the national reporting centre. These routes apply to the named UK nations; they should not be treated as universal routes elsewhere.
Scotland Contact Police Scotland on 101 to report fraud or financial crime. The UK guidance distinguishes Scotland’s route from Report Fraud.

If you live elsewhere, contact your bank through a verified channel and use your country’s official cybercrime or police reporting service. For immediate danger, use your local emergency number.

How a report can help—and who can act on the payment

The bank or payment provider handles its payment process

Your provider is the first contact for urgent transaction and account-security steps. It can tell you what is possible through the payment method involved and may contact another financial institution. You can ask it to try to stop or recall a transfer, but it cannot promise that funds remain available or that another institution will freeze an account.

A reporting service collects information for investigation

An official intake such as IC3 records reports that can inform intelligence and investigations. Reporting can help authorities identify patterns or coordinate action, but filing a report is not the same as directing a bank to freeze money. The FBI says IC3 reports may support recovery in some cases; it does not promise action on every report.

Law enforcement and financial institutions can coordinate

In the United States, IC3’s Recovery Asset Team (RAT) streamlines communications between financial institutions and FBI field offices. The FBI’s 2024 IC3 Annual Report says RAT was established in 2018 and describes the Financial Fraud Kill Chain as a partnership between federal law enforcement and financial entities intended to freeze funds wired by victims. This is a coordination mechanism, not a guarantee that every report qualifies or that a transfer can be stopped.

The FBI’s Cyber overview page says RAT has assisted in freezing “over a billion dollars” for victims of cybercrime. The page does not give a date range, denominator, or individual-case success rate, so that cumulative figure should not be read as the odds of recovering money in a particular case.

UK government guidance also describes a system-level effort to bring agencies and banks together to disrupt fraud. An announcement published on 9 March 2026 said an Online Crime Centre was intended to bring government, police, intelligence agencies, banks, mobile networks, and technology companies together, with operations planned for April. That announcement alone does not establish the centre’s current operating status.

Why payment method and authorization matter

The available options depend on how the money moved and whether you made the payment after being deceived or an attacker made it without your authorization. Tell the bank which situation applies; the routes are not interchangeable.

Payment type What the UK recovery guidance says What to do
Bank transfer to a suspected fraudster Contact the bank immediately, provide the recipient account details, and ask it to try to recover the funds. The guidance describes an attempt, not a guaranteed recovery. Call the sending bank or provider urgently and give it the recipient and transaction information.
Debit or credit card The UK guide describes possible chargeback for card payments and protections for some credit-card claims. Eligibility depends on the circumstances and applicable rules. Contact the card issuer and ask which dispute or protection process applies to your transaction.
PayPal or another payment service The UK guide treats PayPal separately from bank transfers and cards; the available route depends on the service and transaction. Contact the service through its independently verified official channel, as well as your bank if a bank account or card was involved.
Cash, vouchers, or wire-service transfer The UK guidance says these payments are difficult or unlikely to recover. Contact the service or seller promptly and report the fraud; do not pay anyone claiming they can guarantee recovery.
A transaction you did not make or authorize This is distinct from a transfer you personally made after deception; the handling and protections may differ. Tell the provider clearly that the transaction was unauthorized and ask how to secure the account and dispute it.

The payment guidance in this table is UK-specific. Protections, deadlines, and complaint routes vary by country; elsewhere, ask the relevant provider and local regulator what rules apply.

If the bank mishandles your claim

Ask the bank for its formal complaints process if you believe it has handled the claim poorly. In the UK, government guidance says an unresolved complaint may be referred to the Financial Ombudsman Service (FOS). The FOS may ask a provider to reimburse or compensate a customer if it failed to follow the relevant rules; a referral does not guarantee a refund. Outside the UK, check the complaint and escalation route set by your local regulator or ombudsman.

Protect yourself from a second scam

  • Independently verify anyone who contacts you claiming to be a police officer, bank investigator, or recovery agent. Do not use contact details they provide as your only means of verification.
  • Do not send money to “protect” funds or to unlock a refund. The CFPB warns that real government agencies and financial institutions do not ask consumers to send money for that purpose.
  • Be wary of paid recovery promises. IC3 says it does not work with non-law-enforcement entities such as law firms or cryptocurrency services to recover funds, and that it will never directly contact victims for information or money.
