When a currency loses value, buyers need more of it to purchase the same amount of foreign currency. That can make imported fuel, goods, and production inputs more expensive in local currency—but it does not guarantee an immediate or equal increase in pump prices or household inflation. The result depends on import exposure, global prices, exchange-rate policy, taxes, subsidies, fuel-pricing rules, and how businesses and policymakers respond.
How depreciation reaches fuel prices and household budgets
Currency depreciation means the local currency has weakened against another currency; devaluation usually refers more specifically to an official reduction in a fixed or managed exchange-rate peg. In everyday discussion, both terms are often used for a weaker currency. The cost effect is similar for importers: if a fuel shipment is priced in foreign currency, they need more local currency to pay for it, even if its foreign-currency price has not changed.

- Foreign-currency costs change. A weaker currency can raise the local-currency cost of imported crude oil, refined fuel, food, consumer products, and intermediate inputs.
- Importers and producers adjust. Companies may pass higher costs on, absorb them in margins, change suppliers, or reduce purchases. Local businesses can also face higher costs for imported parts, packaging, machinery, and transport inputs.
- Retail prices respond under local rules. Fuel taxes, subsidies, regulated prices, and the schedule for revising pump prices can change how much of the higher import cost reaches drivers—and when.
- Household costs may spread beyond fuel. Higher fuel and transport costs can affect distribution and production costs. Imported finished goods can also become more expensive directly. How far these changes feed into broader prices depends partly on firms’ pricing decisions and monetary-policy credibility.
These channels can overlap, but their percentages should not simply be added to produce a household inflation forecast: they refer to different prices, periods, and economic mechanisms.

A retail fuel price reflects more than the exchange rate. It also depends on crude or refined-fuel prices in global or regional markets, shipping and refining costs, local taxes, subsidies, and the domestic pricing formula. A government may delay or limit retail price changes to cushion households and businesses; that changes the timing or visibility of the cost rather than necessarily removing the underlying import bill.

An IMF working paper examining 109 developing countries from 2000 to 2014 found that domestic pass-through varied with pricing flexibility and market conditions. The authors found greater pass-through when international price changes were moderate and less volatile, and lower pass-through when retail pricing was less flexible. They also found that currency depreciation and lower fuel prices in neighboring countries were associated with inhibited pass-through. Results were consistent across gasoline, diesel, and kerosene. These are findings from a country-and-period-specific working paper, not a universal rule for every market. IMF, 2020

| IMF Brazil Article IV report, 2025; monthly data from January 2005 through April 2025 | A 10% nominal effective exchange-rate depreciation was estimated to raise the CPI level by about 0.9% after 12 months and 1.2% after 24 months. Estimated food and energy price increases after 12 months were 2.5% and 4.0%, respectively. | Model estimates for Brazil using local projections, not forecasts for other countries. The report also found stronger transportation-fuel pass-through after Petrobras moved in 2016 from state-controlled pricing to a price-parity system. IMF, 2025 |
| IMF Sri Lanka working paper, 2008 | The paper found low and incomplete pass-through of exchange-rate, oil-price, and import-price shocks to consumer inflation. In its analysis, external shocks explained about 25% of the variation in consumer-price inflation. | A historical, country-specific result. The paper identified administered prices, a large food share in the consumer basket, and low exchange-rate persistence and volatility as relevant factors; the 25% estimate is not a contemporary or global share. The separate effect of world oil prices
Fuel prices can rise because of a weaker currency, a higher foreign-currency oil price, or both. Those are distinct parts of the cost chain. An IMF study using monthly retail-fuel data for 162 countries estimated that a crude-oil price increase of one cent per liter translated, on average, into a 1.2-cent increase in retail gasoline at the peak, around six months later. The estimated peak ranged from about 0.5 cents in Middle East and North Africa countries to two cents in advanced economies. The study found larger effects from positive than negative oil-price shocks. These estimates concern crude-oil-price shocks, not exchange-rate depreciation alone. IMF, 2016

Why similar currency moves can produce different inflation
Countries differ in how much fuel and other goods they import, how they price fuel at the pump, how large taxes and subsidies are, and how much imported content local businesses use. A flexible exchange rate may allow currency depreciation to amplify a global commodity-price increase for an importing economy. A fixed exchange rate can buffer that particular amplification channel, but it does not guarantee that import costs disappear; maintaining a peg can involve intervention that affects foreign-exchange reserves or foreign-currency debt. Broader inflation also depends on how businesses set prices and whether higher costs feed into wages and other prices. An IMF working paper decomposing exchange-rate pass-through into import border prices and other domestic prices found that price stability and central-bank credibility were associated with a smaller response in non-border prices. This helps explain why countries with similar import exposure may see different broader inflation dynamics; it is not evidence that credibility can quickly erase an import-cost shock. IMF, 2016
