When crude oil gets more expensive, Indian households may feel it at the petrol or diesel pump, through LPG costs, and in the prices of goods and services that depend on transport or energy. But crude prices do not translate directly or instantly into every household bill: the rupee, freight, refining and distribution costs, taxes, and policy decisions all influence how much of a global change reaches consumers.
India’s crude import dependency rose from 77.6% in 2013–14 to 88.2% in 2024–25, according to the Reserve Bank of India (RBI). That exposure makes global oil prices important, while domestic pricing and policy determine how the impact is distributed and when it is felt.

How does a change in crude oil reach Indian prices?
Crude oil is a key input for transport fuels, but the price households pay for petrol or diesel includes more than the cost of crude. The Ministry of Petroleum and Natural Gas lists the crude purchase price, exchange rate, shipping and inland freight, refinery margins, dealer commissions, central taxes and state VAT among the factors that affect retail fuel prices.

A weaker rupee, for example, can make imported oil costlier in rupee terms even if its dollar price is unchanged. Taxes and other components can also mean a percentage change in crude is not the same percentage change in the final pump price.

The ministry describes petrol and diesel as market-determined, respectively since June 2010 and October 2014. That is the formal pricing framework; it does not mean retail prices must track crude one-for-one every day. Taxes, costs and decisions by oil marketing companies affect observed pass-through.
Why can petrol and diesel prices stay high when crude falls?
A decline in crude removes only one source of cost pressure. The rupee may have weakened, or freight, refining, distribution and tax components may offset some of the reduction. Retail prices can also adjust at a different pace from international crude prices, depending on decisions by oil marketing companies and government policy.

Historical figures illustrate why the relationship is not one-for-one. The Press Information Bureau reported that the average Indian crude basket rose 102%—from USD 43.34 to USD 87.55—between November 2020 and November 2022, while petrol and diesel prices rose less over that period. This is an example of incomplete pass-through during those dates, not a guide to current prices or a rule for how quickly prices must fall.
How does oil affect inflation beyond the pump?
The RBI identifies a direct channel and an indirect one. Fuel prices can affect the consumer price index (CPI) directly. Higher transport and other input costs can also put pressure on prices elsewhere in the economy, including through the cost of moving goods and producing services.
Rank #3
CPI measures changes in retail prices for a selected basket of household goods and services. It is not a measure of any one household’s personal inflation rate: individual effects depend on what a household buys and how its costs change.
What the RBI’s estimates do—and do not—say
In a July 2025 analysis, the RBI estimated that a 10% increase in global crude oil prices could raise Indian headline inflation by around 20 basis points, or 0.20 percentage points. The analysis draws on data spanning 2009–10 to 2023–24 and notes that active government intervention has kept retail-price pass-through contained. The estimate is a conditional, economy-wide model result—not a forecast that every fuel price, household bill or CPI item will rise by 0.20%.
Rank #4
An earlier RBI Mint Street Memo shows how assumptions change the result. In its 2019 scenario, a USD 10-per-barrel increase from a USD 65 baseline was estimated to raise inflation by about 49 basis points under an assumed 66% pass-through. Under a zero-pass-through assumption, the memo estimated a fiscal-deficit impact of 43 basis points of GDP. These figures use a different date, model and scenario from the 2025 estimate; they are not directly comparable current forecasts.

Petrol and diesel
For someone who buys petrol or diesel, a pump-price increase raises the direct cost of using a vehicle. There can also be indirect effects if transport or production costs feed into fares and the prices of goods and services. The size of those effects depends on how costs pass through; the available evidence does not establish a single monthly bill increase for a household.

LPG
LPG is a separate household exposure. The ministry says domestic LPG prices are based on the Saudi Contract Price, while government modulates the effective consumer price. As a result, a change in the international reference price does not by itself determine the amount every household pays.
Why there is no single household-impact figure
Households differ in fuel use, travel, location and spending patterns. CPI inflation also tracks a basket rather than a specific family’s purchases. Without household-level spending and price data, it is not possible to infer an individual household’s total impact or rank which income groups or states bear the largest one.

When higher international costs pass through quickly, consumers face more immediate fuel-price pressure, with possible knock-on effects on inflation. If prices are cushioned instead, consumers may see a smaller near-term change, but some of the burden can shift to taxes or subsidies, oil marketing company finances, or the government’s fiscal position.
That is a trade-off, not a fixed response rule. RBI’s 2019 scenarios illustrate the possible inflation and fiscal consequences under particular assumptions; they should not be read as a current forecast of government policy or spending.
