How Crude Oil Prices Affect Gasoline, Diesel and Household Inflation

Crude oil is a major input to gasoline and diesel, so a change in crude prices can move pump prices. But there is no fixed crude-to-pump multiplier: refining margins, distribution, taxes, local conditions and the timing of retail adjustments all affect what drivers pay. Fuel prices also feed directly into U.S. inflation measures, while their effect on prices across the wider economy is more indirect, delayed and generally smaller.

The figures below describe the United States. “Gasoline” is used for U.S. petrol data; pump prices, taxes and household energy costs vary by location and country.

How crude oil becomes a pump price

Crude oil is the principal feedstock for gasoline, but the retail price per gallon includes several costs and margins. The U.S. Energy Information Administration (EIA) separates the components into crude oil, refinery costs and profits, distribution and marketing costs and profits, and taxes. When taxes and retail distribution costs are comparatively stable, changes in crude prices and refining costs account for much of the movement in gasoline prices—but that pattern is not guaranteed in every week or region. EIA explains the factors affecting gasoline prices.

The refinery component reflects the difference between the wholesale value of refined fuel and the cost of crude. EIA calculates distribution and marketing as the residual after accounting for crude, refining and taxes. Because retail prices generally take time to adjust to spot-market changes, those components can shift temporarily: during a crude-price upswing, refining can appear to account for a larger share before pump prices catch up; later, distribution and marketing can appear larger as retail prices adjust. EIA’s pump-component methodology and data describe these monthly variations.

The shares are snapshots, not a permanent formula. EIA estimated crude oil’s share of the U.S. regular-gasoline price at 47.3% in November 2025, 57.1% in April 2026 and 51.9% in May 2026. In May 2026, the average retail price was $4.479 per gallon: refining accounted for 21.7%, distribution and marketing 14.8%, and taxes 11.5%. These are U.S. monthly estimates, not local price quotes or a forecast of how a later crude-price move will pass through. See EIA’s historical gasoline price components.

Why diesel can move differently from gasoline

Diesel and gasoline share crude as an input, but they are separate refined products with their own supply, demand and wholesale pricing. A product-specific refining margin—often discussed through a “crack spread,” a measure used as a proxy for refinery profitability—can push diesel prices up or down independently of gasoline. Distillate demand, including demand for diesel and heating oil, affects that margin.

EIA says U.S. diesel has generally cost more than regular gasoline since September 2004. It identifies increased global demand for distillates and the costs of producing and distributing ultra-low-sulfur diesel in the United States as contributing factors. This describes a long-running pattern, not a rule for every station or date. EIA’s explanation of diesel prices.

Market conditions can widen or narrow the gap. In an analysis dated September 18, 2026, EIA said tight distillate supply and elevated crude prices raised diesel prices, with a high diesel crack spread adding to retail prices. It also noted diesel’s role in on-road and rail freight, as well as seasonal agricultural and northeastern U.S. heating demand. Those statements describe conditions on that date, not a standing forecast. EIA’s dated analysis of diesel prices and distillate markets.

How taxes and location change what drivers pay

U.S. fuel taxes are generally charged per gallon, so their contribution does not rise and fall in the same way as the crude-derived portion of the price. EIA’s January 2026 figures show the following federal and average state taxes and fees:

Fuel Federal tax and fees Average state taxes and fees
Gasoline 18.40 cents per gallon 33.27 cents per gallon
Diesel 24.40 cents per gallon 35.50 cents per gallon

The state figures are averages and exclude county and local taxes. They are not a statement of the tax bill in any particular state; local taxes, sales taxes and market conditions also differ. Because per-gallon taxes are largely fixed charges, the same absolute increase in the crude-related portion can represent a different percentage of the final price in different places or for different fuels. How fuel prices enter household inflation

The direct effect on a household’s energy bill

Higher gasoline prices directly increase the cost of motor fuel for households that buy it. Higher prices for home fuels such as heating oil can also affect household energy costs. In the U.S. Consumer Price Index (CPI), motor fuel is part of private transportation within the transportation group, while household energy is measured within fuels and utilities under housing.

For context, gasoline of all types had a 2.895% relative importance in the U.S. CPI for All Urban Consumers (CPI-U) in December 2025; household energy had a 3.402% relative importance. These are weights in the average CPI basket—not the share of any individual household’s spending, nor a forecast of how much CPI will change after a crude-price shock. Household energy also includes electricity and utility piped gas, whose prices depend on their own fuel sources, rates, regulation and fees. Fuel oil alone had a 0.083% relative importance. The indirect effect through businesses and prices

Fuel can also affect prices indirectly when businesses pass higher fuel, freight or other energy-related input costs on to customers. Higher diesel costs may matter to road and rail freight, for example. The size and timing of any pass-through depend on how long the cost increase lasts, companies’ costs and pricing choices, substitution options and broader economic conditions. A rise in oil prices does not mean that every consumer price will rise.

Federal Reserve research supports a limited, indirect interpretation rather than a one-for-one rule. In a 2017 study, revised as an accessible note in April 2019, Federal Reserve economists Cristina Conflitti and Matteo Luciani concluded: “Our results show that the oil price passes through core inflation only via its effect on the whole economy.” Their estimate found the pass-through small, statistically different from zero and long lasting; a separate Federal Reserve summary describes energy pass-through into core inflation as generally small, with long and variable lags. That evidence concerns estimated U.S. economic relationships, not a guaranteed result for each oil-price move. Federal Reserve study on oil-price pass-through into core inflation.

Why pump prices may not fall as quickly as crude

Crude prices, wholesale fuel values and retail prices do not adjust at the same moment. Retailers and distributors take time to respond to spot-market changes, while refinery margins and other components can move in the meantime. As a result, the shares of a pump price attributed to refining or distribution can change during an adjustment, even when the underlying crude price has already moved. EIA’s component methodology explicitly notes these month-to-month changes. This explains why a crude-price drop does not translate into an immediate, identical drop at every pump; the exact timing and size depend on market and local conditions. How to check current fuel prices and inflation data

  • For U.S. regional pump prices: consult EIA’s weekly Gasoline and Diesel Fuel Update. Check the reporting week and whether the series is a regional or national average before comparing figures.
  • For consumer-price changes: use BLS CPI indexes, which track changes in price over time. BLS average fuel prices per gallon answer a different question—the price level—and should not be confused with an inflation index. BLS notes that gasoline prices are sourced from a secondary dataset; its other motor-fuels index includes automotive diesel and alternative fuels. BLS motor-fuel factsheet.
  • For household energy categories: BLS identifies fuel oil, propane, kerosene, firewood, electricity and utility gas in its household-energy categories. BLS household-energy factsheet.

These data and CPI weights are U.S.-specific. Other countries have different crude benchmarks, refining systems, fuel taxes, retail rules, household energy mixes and inflation indexes.
