A trail’s visitor total shows how often it is used, but not whether people are exercising, meeting others, or using it to reach school, work, shops, or transit. To understand a bike path or park’s full value, communities need to ask who uses it, what destinations it connects, and why people travel there. The answers can reveal benefits that a single count misses—but they do not, by themselves, prove that a project caused better health, stronger businesses, or lower emissions.

What a trail count can—and cannot—tell you

A visitor count is a measure of activity at a particular place and time. It is not a measure of every benefit the path creates. The same person may use a route for a weekend ride one day and for a weekday commute the next. A count that records only total crossings cannot distinguish those purposes, identify destinations, or show whether trips are new or have shifted from another route.

That distinction matters because a route can serve multiple roles. The Forest Service’s study of Chicago’s 2.7-mile 606 describes an elevated trail connecting six ground-level parks that was used both for recreation and as a cross-town transportation connector. The study’s example shows why managers may need to understand how people share a path—not that every park trail functions as a transportation route. Forest Service study of the 606.

Active transportation is broader than cycling. The National Academies defines an active transportation network as “trails, sidewalks, bike lanes, and roads designed for walking, bicycling, or rolling.” Its 2026 guide describes 40,000 miles of multiuse trails in the United States and explains that gaps in a network can make active trips less appealing or safe. Why connectivity changes the picture

A path’s usefulness depends partly on where it goes. A comfortable route that links homes with schools, jobs, shops, transit, or other destinations may support everyday trips as well as recreation. A route with a gap, difficult crossing, or inaccessible entrance may be less useful even if it is attractive once someone reaches it.

Connectivity can be assessed by mapping the destinations a route reaches and the gaps or barriers along the way. The National Academies guide discusses estimating the benefits of closing gaps using public data and research-based multipliers. Such estimates depend on the input data and assumptions; they are not a substitute for reporting how the estimate was produced.

CDC notes that people are more likely to walk or bike to parks or recreational facilities if they live nearby. Proximity, however, is only one part of access: transportation connections, safe street crossings, and routes that work for people with different abilities also affect whether a park is reachable and usable. What benefits may be overlooked

Physical activity and health

Parks and trails can provide places for walking, cycling, and other physical activity. But building infrastructure alone does not reliably establish that activity levels will rise. Healthy People 2030, summarizing a Community Preventive Services Task Force review last reviewed in 2021, states: “Researchers found insufficient evidence to determine whether infrastructure improvements alone, without other interventions, are effective.” The review supports considering infrastructure alongside community engagement, awareness, structured activity programs, and access improvements. Social connection and access

Public green spaces can be places to socialize as well as be active. Whether people can benefit depends on safe, accessible routes and on whether they feel welcome using the space. CDC recommends community engagement and attention to transportation links and crossings; it also identifies displacement, rising property taxes, and inequitable allocation of resources as concerns that can accompany park investments. CDC: Parks, Trails, and Health.

Economic and environmental effects

Some trail evaluations estimate effects on local businesses, health-care costs, travel, or emissions. Those figures are specific to the project, study design, and period. For example, a Massachusetts study of four paths used data collected from July through October 2019 and estimated local-business impacts ranging from $378,000 to $9.2 million per path during that four-month period. It also estimated $2.8 million in combined health-care savings across the four paths in 2019, more than 90,000 active commute trips, more than 700,000 fewer motor-vehicle miles, and $2.2 million in social-cost savings from greenhouse-gas and other emissions. These are estimates for those paths and that study—not expected results for every new trail. Massachusetts Trails Benefits Study.

How to count use more meaningfully

A useful evaluation pairs counts with information about trip purpose, route connections, access, and local context. The right mix depends on the project; no single count or method captures every outcome. When comparing projects, use comparable time periods and explain how estimates were produced.

  • Record who is counted. Where feasible, distinguish pedestrians, cyclists, and other users, and note what the counter can and cannot classify.
  • Ask why people are there. Surveys can help separate recreation from trips to work, school, transit, shops, or other destinations.
  • Map connections and barriers. Identify the places a route reaches, gaps in the network, crossings, entrances, and access for people with different mobility needs.
  • Cover relevant times and seasons. A short count may miss weekday commuting, weekend recreation, or seasonal changes. State the dates and conditions represented.
  • Document equipment and uncertainty. Report counter placement, calibration, user classification, and any adjustments or extrapolations used to produce totals.
  • Separate existing users from new users. A project may improve safety or comfort for current users without creating additional trips. Do not count every benefit as a newly generated trip.
  • Check who benefits. Community input and access reviews can reveal groups whose use is not reflected in a counter total or who face barriers to the route.

Why counter methods and assumptions matter

The 606 study illustrates why a raw counter reading is not always the final estimate. Researchers used automated active infrared counters and FHWA Traffic Monitoring Guide procedures. Screenline calibration tests found occlusion varied with user type and traffic volume, so the researchers applied a 1.239 adjustment factor. Their model included weekday versus weekend, counter location, and temperature, and explained 80% of daily-use variation.

At two 606 counter sites, average daily traffic in the first half of 2016 was 3,500 and 3,000; peak daily traffic exceeded 10,000. The study estimated annual volumes of 1.46 million and 1.3 million at those sites by extrapolating from six months of use and historical average weather. Combined annual miles traveled were estimated at 3.7 million. These are modeled findings for the 606 and the stated period, not a benchmark for other trails. Forest Service study of the 606.

How to interpret claims about a project

Counts are evidence that people used a route. On their own, they do not show that the route caused more physical activity, reduced emissions, improved safety, or increased business revenue. Those claims require outcome measures and a method that can connect changes to the project while accounting for other influences.

Appraisal guidance from Australian Transport Assessment and Planning emphasizes that benefits vary by intervention and context. A route connecting residential, education, and employment areas may serve a wider range of travelers throughout the week; widening an existing park path may primarily improve safety for current users. Potential effects can include health-system costs, crash risk, noise, air pollution, congestion, travel time, and vehicle operating costs, but some depend on actual changes in travel behavior. Analysts should distinguish existing from new users and avoid counting the same benefit twice. Australian Transport Assessment and Planning: Active Travel.

For a specific project, interpret the numbers alongside surveys, network analysis, safety and accessibility reviews, and locally relevant outcomes where available. Consider coordination across parks, public health, planning, transportation, development, and housing, as well as safeguards against displacement and unequal investment.
