A construction order book is a company-defined measure of contracted or highly certain work that remains to be performed. It can make future revenue more visible, but it is not revenue already earned and does not guarantee profit, cash collection, project completion or a rising share price. Investors need to examine what the issuer includes, when work is expected to convert, and the margin and delivery risks attached to it.
What a construction order book means
In construction, an order book (also called backlog) is the value of work still to be delivered at a particular reporting date. The number is not governed by one universal industry definition. Each issuer sets its own inclusion rules, scope and measurement basis, so two companies can publish totals that look comparable but represent different things.

Heijmans, for example, describes its order book as the outstanding part of work in progress plus projects still to be executed at the balance-sheet date. It includes a project only when there is a high degree of certainty that the work will be carried out and will generate revenue for the group or its joint ventures. Its criteria include received orders, minimum residential sales, permit certainty and officially awarded subcontracts under framework agreements. See the company’s 2025 financial-results explanation.

- the remaining value of signed contracts;
- the company’s expected revenue from those contracts rather than gross contract value;
- work in joint ventures at the company’s share or at 100%;
- projects that have passed a certainty threshold but are not yet fully mobilised; or
- some change orders, residential developments or framework awards, while excluding others.
Keep these related terms separate:
- Order intake or bookings: additions won during a reporting period.
- Order book or backlog: the remaining workload at a specific date.
- Pipeline: potential opportunities that have not necessarily been awarded.
- Framework access: eligibility to compete for future call-offs, not a promise that work has been contracted.
How backlog can become revenue and cash
An order-book figure creates potential revenue visibility through a chain of events. The chain can break or slow at every stage.
- Award and inclusion: a customer awards a contract or the project meets the issuer’s stated recognition criteria.
- Mobilisation: the contractor secures permits, designs, labour, equipment, subcontractors and site access.
- Performance: construction work is performed and measured under the contract.
- Revenue recognition: accounting rules determine when and how much revenue is recorded, often as performance obligations are satisfied rather than when the contract is signed.
- Billing and collection: invoices, milestone payments, retainage and final settlement convert recognised work into cash, subject to the contract’s payment terms.
Consequently, backlog is an estimate of future work or revenue under specified contracts, while revenue is the amount recognised for work performed under applicable accounting treatment. Ameresco defines a 12-month backlog as the amount it expects to recognise in the following 12 months, while warning that not all anticipated backlog revenue or payments will necessarily be realised. Its Form 10-Q for the quarter ended June 30, 2026 sets out that qualification.
Permits, customer funding, design changes, inflation, shortages, subcontractor failure, disputes, termination rights and delays can reduce or defer the amount ultimately recognised. A contract can remain in backlog while its economics deteriorate, or can be cancelled before the expected revenue arrives. Cash can also lag accounting revenue when billing milestones, retainage or customer approvals delay payment.

Why conversion timing matters
The same backlog total has very different value depending on when it is expected to convert into revenue and profit. A large amount spread over a decade provides less near-term support than a smaller amount scheduled for the next 18 months, although the longer programme may offer valuable stability.
Company-specific visibility periods
Kier said in its FY2026 operational review that its order book provided visibility equivalent to more than three years of divisional revenue. That is a statement about Kier’s own portfolio, not a standard construction-industry conversion period; details are in its operational review.

Ameresco states that fully contracted projects typically have construction periods of 12 to 36 months. The range applies to that company’s projects and should not be used as a universal assumption for roads, buildings, utilities or other construction categories.
Questions to ask about phasing
- What percentage of the order book is expected to be recognised within 12 months?
- Are start dates dependent on permits, financing or customer decisions?
- Does the disclosed amount include years of options or only committed phases?
- Is the figure gross contract value or the contractor’s expected revenue share?
Order intake and book-to-bill
Order intake measures additions over a period; backlog measures what remains at a date. Book-to-bill connects the two flows by comparing bookings with revenue for the same period:

A ratio above 1.0x means additions exceeded that period’s revenue measure. It does not by itself show that the backlog increased, because a company may execute older work, remove cancelled projects or change its definition. Nor does it reveal margin, cash collection or shareholder return.
Orion Group Holdings reported $277 million of booked awards and change orders against $221.9 million of revenue in the second quarter of 2026, producing a 1.25x book-to-bill ratio. The figures are from its July 28, 2026 results release. Orion also disclosed an opportunity pipeline of approximately $27 billion. That pipeline is prospective, not the same as the $277 million of awarded additions.

- [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by
A company can therefore have a rising book-to-bill ratio but weak future economics if new contracts are low margin, expensive to finance or difficult to collect. Conversely, a ratio below 1.0x for one quarter may reflect timing rather than a structural loss of demand.
Why backlog size must be tested against revenue and margin
Backlog growth is useful only when the work can be delivered profitably. Implenia’s 2025 figures demonstrate the distinction. Its order book increased 24.7% to CHF 8,467 million, yet group revenue fell 2.4% to CHF 3,475 million. The company reported EBIT of CHF 140.5 million and a pre-calculated order-book project margin of 7.8%, up from 7.3%, and said the order book should support revenue growth from 2027 onward. The figures appear in Implenia’s 2025 key figures.
| Metric | Implenia, 2025 | Why it matters |
|---|---|---|
| Order book | CHF 8,467 million, up 24.7% | Indicates more contracted or qualifying work, subject to the company’s definition. |
| Group revenue | CHF 3,475 million, down 2.4% | Shows that backlog does not convert immediately or one-for-one into current-period revenue. |
| EBIT | CHF 140.5 million | Provides an operating-profit reference alongside the backlog headline. |
| Pre-calculated project margin | 7.8%, versus 7.3% previously | Tests the economic quality of the work rather than its size alone. |
For an investor, a smaller order book with sound pricing, escalation protection and reliable customers may be more valuable than a larger book containing fixed-price work exposed to wage or material inflation.
Examples that are not directly comparable
Published totals differ in currency, date, scope and certainty. The following examples show why headline rankings can mislead.
| Issuer and date | Reported figure | Scope or qualification |
|---|---|---|
| Ferrovial SE, December 31, 2025 | €17.4 billion order book | Excludes approximately €2.5 billion of pre-awarded contracts or contracts pending commercial or financial agreements, as described in its 2025 annual report. |
| Kier Group plc, June 2026 | £11.9 billion group order book | The investor page also cites approximately £200 billion of framework opportunities. Framework access is not contracted backlog; see Kier’s investor information. |
| Kier Construction, FY2026 | Approximately £4.5 billion | Divisional order book, distinct from the £11.9 billion group figure; the company describes it as future-revenue visibility. |
| Implenia AG, 2025 | CHF 8,467 million | Group order book; currency and group scope differ from the other examples. |
| Orion Group Holdings, Q2 2026 | $277 million awards and change orders | Quarterly additions, not the company’s total backlog; Orion separately reported a roughly $27 billion opportunity pipeline. |
Ferrovial’s exclusion of pending or pre-awarded work and Kier’s separation of framework opportunities show why an investor should not add pipeline or framework figures to contracted backlog. Currency conversion, joint-venture treatment and gross-versus-net presentation also need reconciliation before comparing companies.

How an order book can affect a share price
The effect is expectation-driven, not mechanical. Investors may raise their forecasts for future revenue or earnings when a company reports more orders, but only if the orders are incremental to what the market already expected and are likely to produce attractive risk-adjusted cash flows.
Potentially positive signals
- New awards extend workload without requiring an immediate surge in selling costs.
- Contracted work supports management’s revenue guidance and capacity planning.
- Pricing, escalation clauses and project selection indicate stable or improving margins.
- Customers are well funded and payment terms support cash conversion.
- Order intake replenishes work faster than the company executes it, without excessive debt or working-capital strain.
Why a large award can disappoint
- The contract may have been fully anticipated and already reflected in the share price.
- Fixed-price terms can transfer inflation and productivity risk to the contractor.
- A politically exposed, delayed or poorly funded project can carry high cancellation or collection risk.
- Low margins, heavy bonding requirements or large upfront costs can reduce free cash flow.
- Winning work may require equity, borrowing or guarantees that dilute or burden shareholders.
The cited company disclosures provide operating metrics, not a universal percentage relationship between an order-book change and a stock return. A backlog announcement can coincide with a falling share price if margins, guidance, debt, cash flow or execution risks worsen. It can also have little price effect when the result matches consensus expectations.
How to compare construction companies’ order books
Use the following sequence before drawing a conclusion from any headline number.
- Read the issuer’s definition. Confirm whether the number is remaining contract value, expected revenue, work in progress, or a mixture.
- Check scope. Identify divisions, geographies, joint ventures, residential projects and the company’s share of each contract.
- Separate certainty levels. Distinguish signed or officially awarded work from preferred-bidder positions, options, pipeline, pre-awarded contracts and framework access.
- Map conversion. Review the 12-month portion, project duration, start dates and revenue phasing.
- Test economics. Examine expected margin, fixed-price exposure, escalation protection, cost-to-complete assumptions and recent margin revisions.
- Assess delivery and collection risk. Look for permits, labour and subcontractor capacity, customer funding, disputes, termination clauses, billing milestones and retainage.
- Check replenishment. Compare order intake, book-to-bill and backlog changes with revenue growth to see whether work is being replaced as it is executed.
- Check financial capacity. Compare the programme with operating cash flow, debt, bonding capacity, guarantees and working-capital requirements.
- Look for definition changes. A change in inclusion rules or acquisitions can move the headline without an equivalent change in underlying demand.
Common mistakes and how to avoid them
Treating backlog as guaranteed revenue
Backlog is conditional on performance, contract terms and customer payment. Use it as a visibility indicator, then verify revenue guidance and cash-flow evidence.

Comparing currencies without reconciling scope
A euro, pound, Swiss-franc or dollar total says little until the reporting date, business mix, ownership share and definition are aligned.
Ignoring margin and cash
A contract can increase backlog while lowering expected profit or consuming cash. Read operating margin, project provisions, operating cash flow and debt alongside the order-book number.
Assuming book-to-bill predicts returns
Book-to-bill describes a period’s bookings relative to revenue. It does not measure valuation, earnings quality or shareholder return.
Do these 3 things before closing this tab:

Construction order books help investors estimate how much future work may support revenue, but their usefulness depends on definition, certainty, timing, project economics and execution. The disciplined approach is to reconcile backlog with revenue phasing, margins, cash conversion, balance-sheet capacity and replenishment. Only then can an order-book announcement inform a share-price view—and even then it remains one input, not a standalone forecast.
