Construction activity in Ireland is moving in different directions rather than rising or falling as one market. In provisional CSO data for Q2 2026, total production volume increased 0.4% from the previous quarter but fell 3.4% year on year. Residential output rose 5.5% quarter on quarter, civil engineering rose 3.1%, and non-residential building fell 9.7%. That mix matters: it can support employment and housing delivery while particular building types face weaker demand, higher prices or infrastructure delays.
The practical effect on a project depends on what is being measured—work completed, tender prices, material costs, staffing, commencements or finished dwellings—and on the project’s location and stage. The available evidence shows sector-level pressure and uneven capacity, not a single national cost premium or a standard number of months’ delay for every project.

What “construction activity” measures in Ireland
The Central Statistics Office (CSO) Production in Building and Construction Index (PBCI) is a quarterly short-term indicator of the value and volume of private-sector building and construction. Its volume index removes price effects with a construction price deflator; its value index reflects the value of work done. Both use 2021 as a base year of 100. The CSO cautions that quarterly movements can be volatile and that the index will not match every other construction or housing indicator because the definitions and timing differ.
For Q2 2026, the seasonally adjusted volume index was 106.7, compared with 106.3 in Q1 2026 and 110.4 in Q2 2025. The value index was 130.9, 1.1% higher than in Q1 but 0.6% lower than a year earlier. The Q2 figures were provisional and based on early returns.

Q2 2026 output by subsector
| Measure | Quarter-on-quarter change | Year-on-year change |
|---|---|---|
| Total production volume | +0.4% | -3.4% |
| Residential production volume | +5.5% | +12.6% |
| Civil-engineering production volume | +3.1% | -4.4% |
| Non-residential building volume | -9.7% | -18.0% |
Residential production in this index is broader than new-home construction. It includes new and existing homes, repairs, improvements, maintenance, retrofits, solar-panel installations and extensions. A rise in the residential index therefore does not mean the same number of newly built dwellings started or finished during the quarter.
How activity changes building costs
More work can increase competition for labour, materials, plant, finance and specialist subcontractors. When firms have fuller order books, they may price risk and scarce capacity into tenders. A quieter subsector can have the opposite effect. Ireland’s current figures show why a single “construction inflation” number is misleading: residential work is strengthening while non-residential output is contracting.
Three different price signals
- Input costs: what contractors pay for items such as raw materials, energy and labour.
- Project pricing: the prices companies quote or expect to charge for particular work.
- Tender-price inflation: movement in the prices submitted for construction work, which is not the same as the final outturn cost of every project.
A CIF survey of 138 construction companies found that 94% experienced higher raw-material costs in Q1 2026 and 96% expected further increases in Q2. Sixty-six per cent reported higher project pricing, while 72% expected further rises. These are responses and expectations from surveyed firms, not an official calculation of every Irish project’s cost.
Buildcost’s Construction Cost Guide for the first half of 2026, citing the Society of Chartered Surveyors Ireland Tender Price Indices, reported tender-price inflation of 2.5% in the 12 months to the end of 2025. Its regional annual movements were 3.8% in Connacht/Ulster, 3.5% in Munster, 1.0% in Dublin and 0.5% in Leinster excluding Dublin.
| Region | Annual tender-price movement reported by Buildcost |
|---|---|
| Connacht/Ulster | 3.8% |
| Munster | 3.5% |
| Dublin | 1.0% |
| Leinster excluding Dublin | 0.5% |
Those regional figures describe tender prices, not a guaranteed percentage change in a homeowner’s bill or a developer’s final account. A project’s result also reflects its design, specification, procurement route, ground conditions, financing, contract clauses, programme and exposure to specialist trades. Buildcost characterised the market as relatively stable while identifying labour, utilities, infrastructure and planning capacity as constraints through 2026.

What an owner or developer should do with these figures
- Ask whether an estimate is based on an input-cost index, a tender index or an actual project outturn.
- Record the index date and region rather than applying a national percentage to every line of a budget.
- Separate committed contract prices from allowances for materials, provisional sums and design changes.
- Test the programme for scarce trades and utility connections, not only for material inflation.
- Keep a contingency that reflects the project’s design maturity and procurement timing; the published sector figures do not establish what that contingency should be for an individual job.
How construction activity affects jobs
Construction is a major employer, but employment statistics describe different populations and periods. CSO’s national-accounts release for 2024 recorded 171,676 people employed in construction, up 2.8% from 2023. More than 6% of people employed in Ireland worked in the sector. Employment in construction of buildings increased 12%, while civil-engineering employment decreased 14%. Electricians and electrical fitters, carpenters and joiners, and construction and building trades were among the leading occupations. Construction generated €14.3 billion in gross value added in 2024, according to the CSO’s 2025 release.
A later CSO comparison using the Labour Force Survey recorded 189,200 people employed in construction in the April–June quarter of 2025. It reported an 18.3% increase between 2024 and 2025. Because this is a quarter-based Labour Force Survey estimate, it should not be treated as identical to the national-accounts employment measure or as proof that a particular output change caused the increase.
The annual CSO comparison also reported that total production volume rose 6.9% from 2024 to 2025, while residential production volume fell 2.6%. The same comparison recorded 36,215 new dwelling completions in 2025, up from 30,124 in 2024, and 16,412 house commencements in 2025, down from 69,311 in 2024.
Why jobs can rise while starts fall
Construction employment follows work already in progress, maintenance and non-residential or civil-engineering contracts, not only new housing starts. A large project can retain teams for months or years after its commencement date. Conversely, a fall in commencements may affect future workloads before it reduces current employment. Subcontracting, migration between subsectors and changes in hours worked also mean that a headcount does not reveal the full capacity available for a specific trade.
CIF’s Q2 2026 survey illustrates the difference between an official estimate and business sentiment. Of 138 surveyed companies, 22% reported increased employment in Q1 2026; 22% expected to increase staffing in Q2; and 65% expected no change. These percentages describe the participating firms’ reports and expectations, not the national workforce.

Why housing completions and construction output diverge
The CSO warns against directly comparing the PBCI with dwelling-completion figures. Work on a residential building can occur over several months, while a dwelling is counted as completed only when it is connected to the ESB electricity network. A quarter with substantial work in progress may therefore show strong production but few completions; the reverse can occur when projects finish after earlier construction activity.
Commencement data mark another stage. They indicate that work has started, not that a home will be delivered immediately. The sharp fall from 69,311 commencements in 2024 to 16,412 in 2025 should therefore not be read as a one-for-one forecast of 2025 completions. Programme length, planning, financing, procurement, utility connection and site conditions intervene between the start and the handover.
How activity and infrastructure constraints affect project timelines
Busy supply chains can lengthen a programme when a project cannot secure a qualified trade, a specialist subcontractor, equipment or a confirmed delivery slot. A weak pipeline can create a different problem: contractors may hesitate to retain capacity or invest in staff and plant, making future mobilisation harder. Planning and utility infrastructure can hold up a project even when construction crews are available.
In an August 2026 statement, the Construction Industry Federation (CIF) said that project delays and persistent uncertainty in the future project pipeline were affecting firms’ ability to plan, invest and maintain capacity. CIF also identified grid constraints and connection delays. CIF chief executive Andrew Brownlee described these as significant challenges to delivering housing and infrastructure at the required scale.
This is an attributed industry view, not a measured national average. The statement does not establish that projects in Ireland are typically delayed by a particular number of weeks or months, nor does it isolate the effect of grid connections from planning, design, procurement or contractor performance.

Timeline risks to check at each stage
- Before tender: confirm planning status, design information, utility requirements and the likely availability of key trades.
- At tender: ask bidders to identify long-lead items, exclusions, assumptions, escalation clauses and the time allowed for approvals.
- At contract award: secure a realistic baseline programme with named dependencies for design release, procurement, inspections and connections.
- During construction: track procurement dates, labour levels, variations, inspections and utility milestones separately; a finished building cannot be certified if a required connection remains outstanding.
- When a delay appears: record its cause and notice date, assess its effect on the critical path, and agree mitigation rather than adding an unsupported blanket allowance.
Reading Ireland’s indicators without drawing the wrong conclusion
| Indicator | What it tells you | What it cannot establish by itself |
|---|---|---|
| PBCI volume index | Inflation-adjusted production movement in private-sector building and construction | The cost or completion date of one project |
| PBCI value index | Value of work done, including price effects | Physical output growth without adjusting for prices |
| Employment estimate | People employed during the stated reference period | Availability of a particular trade on a particular site |
| CIF survey | Reported costs, staffing and expectations among surveyed firms | A national census or causal estimate |
| Tender-price index | Movement in prices submitted for construction work | Every project’s final account |
| Commencements | Homes recorded as starting construction | Near-term completions |
| Completions | Dwellings counted as complete after the CSO’s criteria are met | Work performed in the same quarter |
What the evidence means for different readers
For a homeowner or self-builder
Obtain a current, itemised quotation and ask how long it remains valid. Identify allowances for materials and specialist work, check whether utility connections are included, and require written approval for variations. A national tender index can provide context, but it cannot replace a site-specific estimate.
For a developer
Model separate scenarios for tender-price movement, financing duration, labour availability and connection dates. Compare the region and subsector relevant to the scheme rather than applying the strongest or weakest national signal indiscriminately. Keep commencement, work-in-progress and completion milestones distinct in reporting.
For contractors and subcontractors
Use the pipeline to plan recruitment and plant, but distinguish an expected workload from a contracted one. CIF’s survey indicates that many firms faced or anticipated higher material costs in early 2026; documenting assumptions and escalation exposure is essential when pricing longer programmes.
For policymakers and analysts
Read output, employment, commencements and completions together, with their definitions and reference periods attached. The 2025 figures show why no single measure captures housing delivery: production, jobs, starts and finishes can move in different directions.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesBottom line
Ireland’s construction activity is uneven in 2026. Residential production is expanding in the latest quarter while non-residential building is contracting, and civil engineering sits between those movements. The sector supports more than 6% of employment and generated €14.3 billion in construction gross value added in 2024, but jobs, starts and completions follow different calendars. Cost pressure is visible in company surveys and in a 2.5% annual tender-price increase reported for the end of 2025, with substantial regional variation. Timelines face pipeline, labour, planning and grid-connection risks, yet the available evidence does not justify a universal project-cost premium or standard delay duration.

Frequently Asked Questions
Did construction activity increase or decrease in Ireland in Q2 2026?
Both. The CSO’s provisional seasonally adjusted total production volume rose 0.4% from Q1 2026 but fell 3.4% from Q2 2025. Residential and civil-engineering output rose quarter on quarter, while non-residential building fell.
Does the 2.5% tender-price increase mean every Irish building project cost 2.5% more?
No. Buildcost’s 2.5% figure, citing SCSI Tender Price Indices, describes tender-price movement over the 12 months to the end of 2025. A project’s final cost depends on its design, location, procurement, contract, materials, labour and site conditions.
Why can housing completions rise when commencements fall?
A commencement records a home starting, whereas a completion is recorded later and requires the CSO’s completion criteria, including connection to the ESB electricity network. Projects started earlier can finish while fewer new projects begin.
Is there a standard number of months by which Irish construction projects are delayed?
Not on the evidence cited here. CIF reports delays, pipeline uncertainty and grid-connection constraints but does not provide a national typical delay duration.
