Companies have three distinct ways to work with NASA’s commercial-space-station effort: compete as a station developer under the current Commercial Low Earth Orbit Destination Contract (CLDC) solicitation, become a supplier or capability partner to a commercial destination provider, or pursue a separate collaboration through NASA’s partnerships offices and field centers. The CLDC is the only route in this article that is currently an open, station-scale NASA procurement. NASA announced the final request for proposals on October 9, 2026; proposals are due Tuesday, December 8, 2026, and awards are expected in spring 2027, subject to changes in the live solicitation.
What “becoming a NASA partner” means
NASA uses “partner” in several different senses. A company proposing to design and operate an entire commercial low Earth orbit (LEO) destination is pursuing a federal contract. A company making a life-support subsystem, robotics system, experiment, communications service, cargo capability or other component is usually seeking a business relationship with a destination provider rather than a direct NASA award. A company whose capability does not fit a station provider’s supply chain may instead discuss a separate technical or research collaboration with NASA.

Those paths differ in contracting party, competition, evidence required and timing. Treating an old NASA announcement, a provider’s outreach process and the current CLDC request for proposals as interchangeable can send a business to the wrong office and cause it to miss the controlling instructions.

What NASA is buying
The final CLDC RFP covers commercial LEO destinations capable of supporting human spaceflight and supplying end-to-end destination and transportation services. NASA describes work that includes designing, building, testing, certifying and operating the destination. This is a station-level responsibility, not a request for an isolated piece of hardware.

The planned vehicle is a firm-fixed-price, multi-award, indefinite-delivery/indefinite-quantity contract. NASA intends to select two or more contractors for early development. Later, one or more of those contractors may compete for task orders covering final design, test and evaluation, certification and services. The announcement is a summary; the final RFP and every amendment control eligibility, pricing, technical volumes, representations and submission mechanics.

|---|---|---|
| Draft RFP | July 6, 2026 | Use the draft only as historical context; do not substitute it for the final solicitation. |
| Industry day | July 9, 2026 | Review any posted briefings and answers for background, while relying on the final RFP for binding requirements. |
| Industry one-on-ones | July 13–14, 2026 | Account for questions and clarifications issued afterward. |
| Final industry comments | July 27, 2026 | Use the comment record to understand how the acquisition matured, not as a replacement for the final text. |
| Final RFP announcement | NASA announced it October 9, 2026 | Download the current package and all amendments from NASA’s Johnson Space Center procurement page and its linked SAM.gov record. |
| Proposal deadline | Tuesday, December 8, 2026 | Confirm the exact time zone, electronic submission destination and amendment acknowledgments in the live RFP. |
| Expected awards | Spring 2027 | Treat this as NASA’s stated expectation, not a guaranteed award date. |
NASA notes that acquisition schedules can change. A company should check the procurement page and the live SAM.gov posting immediately before setting an internal bid deadline.
How to prepare without guessing at unstated rules
- Identify the responsible legal entity. Decide which company, joint venture or team will submit. Make sure the entity can accept a firm-fixed-price commitment and allocate responsibility for station, transportation and operations interfaces.
- Read the complete final RFP and amendments. Build a compliance matrix from the actual sections, attachments and questions-and-answers. Do not infer bidder eligibility, page limits, evaluation weights, teaming rules, registrations or representations from NASA’s press release.
- Map the end-to-end service. Show how the proposed destination will be designed, built, tested, certified and operated, and how crew, cargo and other transportation services will connect to it. Identify dependencies that are outside the bidder’s control.
- Build a priceable development plan. A firm-fixed-price structure requires a credible basis for labor, hardware, launch, testing, certification, insurance, operations and reserves. Separate assumptions that NASA must validate from commitments the bidder can control.
- Document technical execution. Present maturation gates, verification methods, safety processes, configuration control, supplier qualification and contingency plans. Tie each claim to evidence the RFP permits the government to evaluate.
- Submit exactly as instructed. Follow the solicitation’s file naming, volume order, formats, deadlines and amendment acknowledgments. The procurement page and SAM.gov record are the authorities for those mechanics.
Route 2: supply or partner with a destination provider
When this is the right route
NASA’s FAQ directs companies developing components, payloads or complementary capabilities to contact the destination provider directly. This is the normal route for a company that is not proposing to own and operate a complete station. Examples include experiment developers, materials and manufacturing suppliers, robotics teams, software and data companies, life-support specialists, medical researchers, training providers and transportation or support companies.

The commercial provider, not NASA, decides whether to qualify the capability, run a procurement, form a teaming arrangement or purchase a service. NASA’s FAQ does not create a central matchmaking application, a guaranteed introduction or a standing supplier contract.
Provider landscape named by NASA
| Category | Entities listed by NASA | Qualification |
|---|---|---|
| Destination or platform entities | Axiom Space; Blue Origin; SpaceX; Sierra Space; Starlab; ThinkOrbital; Vast Space | NASA’s FAQ list reflects the provider landscape at the time it was published; it does not establish that every entity is bidding in the 2026 CLDC competition. |
| Commercial cargo transportation | Northrop Grumman; Sierra Space; SpaceX | Listed by NASA as cargo providers; confirm current offerings and contracting channels with each company. |
| Commercial crew transportation | Boeing; SpaceX | Listed by NASA as crew providers; roles and availability can change. |
Provider names, roles and procurement contacts can change. Use each company’s current business-development or supplier channel, and ask for the technical interface, qualification standard, data-rights terms, security requirements, insurance expectations and planned decision date.
What to send in a provider approach
- A one-page capability summary tied to a station use case, not a generic corporate brochure.
- Mass, power, volume, thermal, data, crew-time and safety assumptions for payloads or hardware.
- Technology-readiness evidence, environmental-test results and a realistic path to flight qualification.
- Interface-control information and a list of items the provider must supply.
- Manufacturing capacity, quality certifications, export-control or classified-work constraints and delivery schedule.
- A commercial model: sale, hosted payload, recurring service, milestone payment or another arrangement.
- The specific decision-maker or procurement function you need, plus a concise request for the next technical review.
Do not represent a provider conversation as a NASA award. A provider may later include your capability in its CLDC proposal or service offering, but that outcome is not established until the provider and NASA complete their respective processes.

Route 3: pursue another NASA collaboration
NASA’s FAQ tells companies whose capabilities could contribute to the LEO ecosystem to use the agency’s partnerships resources and contact the applicable NASA center. This route can cover engineering, testing, research, technology development, facilities and laboratories. It is separate from the CLDC procurement and may involve a different center, agreement type, intellectual-property treatment and review schedule.
Start by describing the technical problem NASA could help solve, the facility or expertise required, the company’s contribution and the expected public benefit. Ask the center which partnership instrument fits; do not assume that a request for a Space Act Agreement, facility access or a reimbursable test is handled like a CLDC proposal.
Which route fits your company?
| Question | CLDC prime or major team | Direct provider relationship | Other NASA collaboration |
|---|---|---|---|
| Who contracts with whom? | NASA and the selected contractor under the CLDC vehicle. | Commercial destination or transportation provider and the supplier or capability company. | NASA center or partnership office and the company under the applicable instrument. |
| What is supplied? | Station-scale destination plus end-to-end destination and transportation services. | Component, payload, software, transportation, operations or other supporting capability. | Research, testing, engineering, technology development, facility or laboratory access. |
| Current status | Open final RFP announced October 9, 2026; proposals due December 8, 2026. | Provider business-development and procurement channels; no central NASA application. | Case-by-case NASA partnership discussion. |
| Primary action | Follow the final RFP, SAM.gov record and amendments. | Contact the relevant provider with an interface-ready capability package. | Contact the applicable NASA center through the agency’s partnerships resources. |
Do not confuse current procurement with earlier programs
Commercial LEO program history
NASA’s overview records several earlier phases. Axiom Space received a 2020 contract for an ISS-attached module intended eventually to become part of a free-flying station. In 2021, NASA signed design agreements with Blue Origin, Northrop Grumman and Starlab. In 2023, NASA selected seven firms for the second Collaborations for Commercial Space Capabilities initiative. Northrop Grumman later withdrew from its funded station agreement and joined Starlab efforts.

These facts explain how the market developed; they do not prove that every named company is a bidder in the 2026 CLDC competition.
The 2025 Phase 2 plan
NASA’s August 2025 directive described a next development phase using funded Space Act Agreements selected through full-and-open competition, with a three-year base period and optional milestones extending up to five years. The October 2026 CLDC release describes a more recent final RFP and a contract structure based on firm-fixed-price, multi-award IDIQ contracts. Read the current CLDC documents for the opportunity now available; do not use the Phase 2 plan as a substitute.

CCSC-2 is not an open application round
NASA says the seven CCSC-2 agreements announced in summer 2023 were unfunded agreements with five-year terms and that it had no current plans for another CCSC-2 round. A company should not describe CCSC-2 as an open application path.
Best Value
Money, economics and NASA’s expectations
NASA’s August 4, 2025 directive cited a fiscal-year 2026 President’s Budget Request of $272.3 million and $2.1 billion over five years for commercial station development and deployment. Those figures are budget-request amounts, not proof of money awarded to a particular company or of the amount currently available under the CLDC procurement.
NASA Administrator Jared Isaacman said on October 9, 2026: “In alignment with the President’s National Space Policy, NASA is committed to maintaining a sustained American presence in low Earth orbit long after the International Space Station retires.” He also said: “The opportunity is significant, but the economics ultimately have to work. We want to see credible plans, strong technical execution, and companies prepared to invest in destinations that can serve NASA while developing additional customers and markets of their own.”
For a bidder, that means a technically impressive vehicle is not enough. The business case should explain NASA’s role alongside other customers, how utilization grows, what revenue is contracted or prospective, which milestones reduce risk and how the company will sustain operations beyond government demand.

A practical decision checklist
- Classify your offer: complete destination, subsystem, payload, transportation, operations support or NASA technical collaboration.
- Name the contracting counterpart: NASA procurement office, destination provider, transportation provider or NASA center.
- Set the evidence threshold: station architecture and firm pricing for CLDC; interface and qualification data for a provider; technical objective and facility need for a NASA collaboration.
- Assign an owner: one person should track amendments, provider responses, export-control questions and internal approvals.
- Protect schedule margin: work backward from December 8, 2026 for CLDC, while recognizing that the live solicitation may revise dates.
- Record claims carefully: distinguish a NASA-listed provider, a signed agreement, a proposal team and an awarded contract.
Bottom line for prospective partners
If your company can lead an end-to-end commercial LEO destination, the CLDC final RFP is the relevant NASA opportunity: obtain the complete solicitation and amendments, build a compliant proposal and plan around the December 8, 2026 deadline. If you supply a component, payload or service, NASA’s instruction is to approach destination providers directly with a technically specific, qualification-ready offer. If your need is testing, research or another government collaboration, use NASA’s partnerships resources and the applicable center. Keeping those routes separate is the fastest way to reach the right decision-maker and avoid relying on a closed or historical program.
