The resulting pollution is episodic and varies by outfall, rainfall, river flow and dilution, but it can make contact recreation unsafe and harm aquatic habitat.
A CSO is not the same as an automatic failure of Philadelphia’s tap water. The Philadelphia Water Department (PWD) treats and monitors drinking water separately from conditions in post-storm receiving waters. Residents should avoid affected waterways and follow event-specific public advisories after overflow-producing rain.

What a combined sewer overflow is
In a combined sewer system, one network of pipes carries both sanitary sewage and stormwater. During dry weather, that flow is routed to a sewage-treatment plant. During intense or prolonged rain, the combined volume can exceed the system’s carrying, storage or treatment capacity. A relief point then discharges to a river or stream before the flow reaches the treatment facility.

Pennsylvania’s Department of Environmental Protection (DEP) defines CSOs as “intermittent overflows or other untreated discharges from a combined sewer system (CSS) to surface waters prior to reaching a sewage treatment facility.” The discharge may be untreated or diluted, but dilution does not mean the water is clean.

What enters Philadelphia waterways during an overflow
EPA and DEP identify several pollutant groups associated with CSOs. Their effects depend on the amount released and the conditions in the receiving water.
| Pollutant group | Why it matters |
|---|---|
| Bacteria and other pathogens | Can create short-term health risks for people who enter, swallow or otherwise contact contaminated water. |
| Solids and sediment | Can cloud water, settle on streambeds and transport additional contaminants. |
| Nutrients, including nitrogen and phosphorus | Can degrade water quality and stress aquatic ecosystems. |
| Floatable material | Creates visible litter and can interfere with recreational, aesthetic and habitat uses. |
CSO loads can also affect compliance with water-quality standards, drinking-water source protection and other designated uses. The presence and concentration of any pollutant are event-specific; there is no single Philadelphia-wide concentration that applies after every storm.
When and where the water-quality impact is greatest
Risk is generally highest during and soon after the rain that produces an overflow. Conditions can differ substantially between outfalls and waterways. Key variables include:
Rank #2
- Clear Range: This house water testing kit offers clear, easy to read results and acceptable ranges for all substances. The water contaminant tester delivers clear results on any type of water
- Easy to Use: The water hardness test kit for water softener is as easy as adding the water, setting a timer, and reading the results. The pH strips for water testing come with an easy-to-read results guide
- Easy to Understand: The water tester for drinking water comes with a clear guide on the outside of the bottle that lines up with each strip, from alkaline level to soft characteristic readings
- Data Sheet Included: These water testing kits for drinking water include a data sheet to record readings for later analysis. The complete water tester for chemicals has it all
- Peace of Mind: This well water test kit comes with a 17-in-1 test strip and 2 separate bacteria tests to check for coliform and e coli. Knowing what’s in the water for peace of mind is easy
- how much and how quickly rain falls;
- the receiving river or stream’s flow and dilution;
- the volume and duration of the particular overflow; and
- whether people are swimming, boating, fishing or otherwise contacting the water.
Because those variables change from event to event, an official notice tied to a specific storm is more useful than a generic “wait a set number of hours” rule. DEP requires notification and monitoring so that CSO impacts can be characterized and communicated to the public.
Is Philadelphia river water safe after heavy rain?
Do not assume that a river or stream is safe immediately after heavy rain. Avoid contact with waterways that may have received an overflow and check current PWD or DEP notifications before planning water-based recreation. An advisory for one location does not establish conditions at every other outfall, so use the notice for the specific waterway and date.
These precautions address surface-water exposure. They do not mean every person in Philadelphia has contaminated household water whenever it rains.

Does a sewer overflow make Philadelphia tap water unsafe?
CSOs discharge to surface waters; Philadelphia’s drinking water is treated and monitored through a separate system. PWD’s 2025 drinking-water report said its reported results were better than applicable federal public-health limits. That finding reflects treatment and distribution monitoring, not a guarantee about every river or stream after a storm.
CSOs still matter to drinking-water source protection because pollutants entering waterways can affect downstream source waters. Residents should rely on PWD’s current drinking-water notices and annual water-quality report for tap-water questions, rather than judging household safety from the appearance of a nearby river.
Philadelphia’s scale of the problem
PWD says the combined system serves about 60 percent of Philadelphia. During wet weather, billions of gallons of stormwater and diluted sewage can enter local waterways each year through overflows. State and federal requirements call for at least an 85 percent reduction in pollution from CSO discharges.

That scale explains why a single neighborhood project cannot eliminate every overflow. Conditions also differ between the combined-sewer portion of the city and areas served by separate storm and sanitary systems.

PWD’s Green City, Clean Waters program is a 25-year plan launched in 2011, with goals scheduled through 2036. It combines green infrastructure with conventional capacity and treatment improvements.
Recommended Free Tools
| Approach | How it works | Storm and maintenance considerations | Additional value and accountability |
|---|---|---|---|
| Green infrastructure | Soil and plants absorb, evaporate or slowly release runoff before it enters combined pipes, reducing overflow volume. | Distributed tools reduce routine runoff at the source; performance during very intense storms depends on design, available storage and maintenance. | Can add neighborhood green space while still requiring inspection and upkeep under the program’s monitoring framework. |
| Traditional capacity and treatment improvements | Increase storage, conveyance or treatment capacity so more combined flow is managed before discharge. | Large facilities address system capacity but require continued operation, maintenance and regulatory oversight. | Directly supports treatment and water-quality compliance goals and is tracked through required reports. |
PWD reports more than 2,800 green tools at nearly 800 sites and says those installations have kept more than 2.7 billion gallons of polluted water out of rivers. Those are program totals reported by PWD, not a promise that any individual storm will produce no overflow.

Regulatory controls and public accountability
DEP requires nine minimum controls for communities with combined sewers. They include:
- proper operation and regular maintenance of the collection system;
- maximizing storage and treatment of combined flows;
- controlling solids and floatable materials;
- pollution-prevention measures;
- public notification of overflow events; and
- monitoring to document where, when and how overflows affect receiving waters.
Communities must also develop long-term control plans aimed at meeting water-quality standards. PWD publishes annual CSO and stormwater National Pollutant Discharge Elimination System reports; its regulatory page lists a Fiscal Year 2026 report updated in October 2026. These records provide the formal account of system performance rather than relying on visual observations alone.
What residents should do after a major storm
- Check the location and timing. Look for a current PWD or DEP notification covering the river, stream or outfall you plan to visit.
- Keep out of potentially affected water. Avoid contact while an advisory is active or when official information indicates a recent overflow.
- Do not substitute a home test kit for official monitoring. Consumer kits cannot characterize the full mix of pathogens, solids, nutrients and floatables in a CSO discharge.
- Use drinking-water information for tap-water decisions. Consult PWD’s drinking-water notices and report, not the condition of a nearby surface waterway.
Philadelphia’s CSO problem is therefore a recurring wet-weather water-quality issue, not a permanent citywide condition. The practical decision after a storm is location-specific: follow the current advisory for the waterway you intend to use, while treating the separately monitored tap-water system as a different question.
