How Collaborative Semiconductor Research Works Between Chipmakers, Equipment Suppliers, and Universities

Collaborative semiconductor research divides a problem among organizations that hold different pieces of the solution. Chipmakers define manufacturing and product constraints, equipment suppliers contribute tools and process expertise, and universities investigate new methods while training researchers. Consortia, shared laboratories and pilot lines then connect those contributions so an idea can be tested under realistic conditions before a company commits it to a production fab.

The arrangement is not a single contract or organizational model. It can mean a member-funded university program, a public-private academic center, a supplier’s tool installed at a research institute, or a publicly co-funded pilot line linking universities, institutes and companies. Funding, access, data rights, intellectual property and publication rules are set by the agreement for each program.

Why semiconductor research is collaborative

A modern chip is the result of tightly coupled choices in device physics, materials, lithography, etch, deposition, metrology, packaging, design automation and system architecture. A chipmaker may know exactly what performance, yield, reliability and cost a future product requires, but it may not possess every research specialty or every experimental tool needed to reach that target. An equipment supplier understands its tool and process window, yet needs realistic device structures and manufacturing feedback. A university can explore a technically risky idea and train specialists, but usually does not operate a production-scale process.

Collaboration creates a controlled way to combine those capabilities. Pre-competitive projects address problems whose results can benefit more than one company. Pilot lines add shared infrastructure so participants can fabricate test structures, evaluate process flows and build prototypes without immediately financing a dedicated production line. The objective is to reduce technical uncertainty and shorten the path from a laboratory result to a manufacturable process; participation still does not guarantee that any company will adopt the result.

The main collaboration models

1. Member-shaped, pre-competitive university research

In this model, companies help set a common research agenda and fund work conducted at universities. Semiconductor Research Corporation’s Global Research Collaboration (GRC) is a representative example. SRC describes an international university consortium in which member companies engage in shaping and executing pre-competitive projects, with participation from industry and government. Its Research Customization Program allows an individual member to address company-specific needs alongside the shared agenda.

SRC’s GRC page, updated October 6, 2026, reported 50 current projects and 34 universities, plus cumulative totals of 3,973 projects and 252 universities since inception. These are figures reported by SRC, not an independent audit. The model is useful when a question is important to several manufacturers but still far enough from a product launch that open academic investigation is valuable.

2. Public-private academic research centers

A public-private center uses government support and industrial sponsorship to fund larger, multidisciplinary university programs. SRC describes JUMP 2.0 as an SRC-led partnership with DARPA, co-sponsored by SRC, commercial semiconductor companies and the defense industrial base. The program sponsors seven academic centers across technology themes.

This structure is suited to long-horizon work that may have both commercial and defense relevance. Public funding can support breadth and duration, while company participation keeps projects connected to practical constraints. The center’s research questions, reporting obligations and access rules come from its program agreements rather than from a universal industry standard.

3. An equipment supplier’s tools in a research-institute pilot line

A supplier-institute collaboration places advanced equipment in a facility where process integration can be studied with research partners and chipmakers. In a 2023 announcement, imec and ASML described a High-NA EUV lithography pilot line at imec in Leuven. ASML planned to install and service advanced lithography and metrology equipment. Imec said the line would allow industries to explore advanced semiconductor technologies and prototype them, while work with leading-edge chipmakers and the materials and equipment ecosystem would prepare technology for possible manufacturing adoption.

This arrangement shows why a tool supplier participates before production qualification. Lithography results depend on resist, masks, etch, deposition, metrology, device layout and the rest of the process flow. A tool can meet its own specification while an integrated process still has unacceptable variation or defectivity. A shared pilot line lets the supplier and prospective users learn those interactions earlier. The 2023 announcement describes the planned collaboration; it is not, by itself, proof of present tool availability or production readiness.

4. Publicly co-funded pilot lines

A public-private pilot line is a shared technology platform that supports process development and early manufacturing experiments. Imec’s 2024 NanoIC announcement described a pilot line aimed at beyond-2nm systems-on-chip. It announced an expected total investment of €2.5 billion, consisting of indicative public funding of €1.4 billion and expected private contributions of €1.1 billion. Those were announced expectations at the time, not confirmation of final spending.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The announcement listed several functions:

  • Early-stage process design kits (PDKs) for designers.
  • Virtual device prototyping before physical wafers are made.
  • Evaluation of process flows and equipment by foundries and integrated device manufacturers.
  • Small-volume manufacturing that can bridge a prototype and a possible production program.

These capabilities let participants test whether a design, process and tool combination is technically credible. They do not remove the need for later qualification, yield improvement, reliability testing, supply-chain planning or a company’s own production investment.

5. University consortia connected to industrial infrastructure

In March 2026, imec announced a CMOS 2.0 consortium involving 26 European university groups. The program focuses on design automation and chip architecture beyond conventional transistor scaling. Imec said 26 PhDs would be funded, with students remaining at their home universities, while the research would connect to the NanoIC pilot line and its PDK access.

  • [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by

That connection matters because architecture and electronic design automation (EDA) assumptions can become obsolete when a process changes. Researchers can explore the design stack using a technology platform rather than treating the transistor as an isolated laboratory component. Imec technical director Mehdi Tahoori described the goal as infusing CMOS 2.0 “to the entire design stack, from electronic design automation (EDA) all the way to system architecture.”

6. Research institute, supplier, company and university consortia

The SPINS semiconductor quantum pilot line illustrates a broader consortium. Fraunhofer IPMS reported that the project launched in April 2026 with 25 European partners coordinated by imec, including research and technology organizations, industry partners and academic groups. The €50 million project is supported by the European Chips Joint Undertaking and national and regional authorities.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

SPINS covers process and design optimization across Si/SiGe, Ge/GeSi and SOI platforms. Multi-project wafers and standardized PDKs are intended to lower the entry barrier for participants that could not economically develop every process module alone. The combination of shared wafers, common design rules and several types of partner is particularly useful for an emerging technology where no single company yet controls the complete ecosystem.

What each participant contributes

Chipmakers and integrated device manufacturers

  • Define the performance, power, area, reliability, cost and yield targets that make a technology useful.
  • Supply manufacturing constraints, device specifications, test requirements and integration feedback.
  • Identify which process results could fit a future product or production node.
  • Provide a possible route to adoption, while retaining the right to reject a result that fails business or technical qualification.

Equipment suppliers

  • Provide lithography, deposition, etch, metrology or other tools and the engineering knowledge needed to operate them.
  • Help integrate tool settings with materials, process steps and device structures.
  • Use pilot-line data to identify process windows, measurement limits and interactions that are difficult to see in an isolated tool test.
  • Improve equipment and service practices based on feedback from research institutes and prospective users.

Universities

  • Investigate new materials, devices, algorithms, architectures and process concepts, including ideas too early or broad for one company to fund alone.
  • Provide specialist faculty, students and research groups.
  • Publish methods and results when program agreements permit it.
  • Train the engineers and scientists who later move into fabs, suppliers, research institutes and design organizations.

Research organizations and pilot-line hosts

  • Operate cleanrooms, measurement facilities, pilot lines and process-integration teams.
  • Coordinate access among partners and maintain repeatable process platforms.
  • Translate university findings into wafers, PDKs, prototypes and process evaluations.
  • Create a neutral setting where suppliers and competing or potential customers can test technology under defined rules.

How a collaboration moves from idea to adoption

  1. Define a shared technical problem. Members and public sponsors identify an issue such as device scaling, advanced packaging, materials, equipment or design tools. The issue must be specific enough to measure but broad enough to justify shared investment.
  2. Set the agenda and governance. A steering group, member companies, government sponsors, a host institute or a combination of them prioritizes projects, approves budgets and sets participation rules. Ask who has voting rights and who can change the technical scope.
  3. Match the work to participants. Universities and research institutes take on specialist questions; suppliers contribute tools and process expertise; chipmakers provide target specifications and manufacturing constraints. A pilot-line project should identify an owner for each process module and integration dependency.
  4. Fund people and infrastructure. Money may come from member fees, government agencies, institutional budgets or a public-private investment. The agreement should distinguish announced, committed and spent amounts. Shared cleanrooms, tools, PDKs, multi-project wafers and simulation resources determine what participants can actually test.
  5. Generate data and train researchers. Teams produce measurements, models, process recipes, design rules and trained personnel. In the CMOS 2.0 announcement, for example, the program’s 26 funded PhDs remain at their home universities while working toward a common technology direction.
  6. Evaluate technical feasibility. Participants compare process flows, inspect variation and defects, test devices and assess whether designs work with the available PDK. Virtual prototyping can remove unsuitable concepts before wafer runs, but physical data is still needed for process claims.
  7. Translate toward adoption. Prototyping and small-volume manufacturing can reveal integration and supply-chain issues before a production decision. The outcome may be a qualified process, a revised research question or a decision not to proceed.

How to compare two semiconductor research programs

Announcements often emphasize partner names and headline budgets. A useful comparison looks at the operating details instead.

Intellectual property, confidentiality and publication

There is no universal answer to who owns IP in a university-industry semiconductor project. Ownership depends on the participation agreement, national rules, sponsor requirements and the specific contribution that produced an invention or dataset.

Before joining, participants should obtain the written terms for:

  • Background IP: technology, software, designs, recipes and know-how brought into the project.
  • Foreground IP: inventions, process improvements, designs, data and software created during the work.
  • Confidential information: what may be shared inside the consortium and what must remain restricted.
  • Publication review: notice periods, patent filing windows and the grounds for delaying or removing material from a paper.
  • Data access and reuse: which partners can inspect raw data, use derived models or apply results outside the project.
  • Licensing and commercialization: rights to practice an invention, field-of-use limits and obligations to acknowledge public funding.

A project’s public description can establish that collaboration exists, but it cannot establish these terms. They must be read in the governing contracts.

Common failure modes and how programs address them

A promising result cannot be reproduced

Different labs may use incompatible measurement methods, wafer histories or process conditions. Shared process baselines, documented metrology and repeat runs make results comparable.

The tool works in isolation but not in the full flow

Integration with materials, masks, etch, deposition and design rules can expose problems that a component test misses. Pilot-line ownership of the complete flow helps identify those interactions.

A PDK arrives after researchers have committed to a design

Design teams need versioned PDKs, change notices and a clear distinction between exploratory and production-intent rules. Virtual prototyping can expose incompatible assumptions before wafer fabrication.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Partners expect immediate production

Research data is not the same as a qualified manufacturing process. Yield learning, reliability, cost, supply continuity and customer qualification remain after a pilot-line demonstration.

Conflicting disclosure obligations delay publication

University teams should agree on review timelines and patent procedures at project start. A publication policy that is clear to students and supervisors prevents disputes when results are ready.

What the announced examples demonstrate—and what they do not

The GRC and JUMP 2.0 examples show how pooled industry and public support can sustain university research at different scales. The imec-ASML pilot line shows how a supplier’s equipment can be studied in an integrated research environment. NanoIC demonstrates a publicly co-funded platform that combines PDKs, process evaluation and small-volume manufacturing. CMOS 2.0 connects university design research and PhD training to that infrastructure, while SPINS combines institutes, suppliers, companies and universities around a specialized quantum technology platform.

Together, these examples demonstrate mechanisms for sharing cost, expertise and facilities. They do not establish universal access eligibility, final funding outturns, common IP ownership, current commercial availability or production readiness. Those questions require the specific program’s latest agreement and status.
