Climate change is not expected to eliminate El Niño or La Niña, and the latest IPCC assessment does not find agreement that global warming will systematically make their Pacific Ocean temperature swings stronger or weaker. The more robust projection is a substantial increase in ENSO-related rainfall variability later this century, even if sea-surface-temperature amplitude changes little. That distinction matters because floods, droughts and tropical rainfall depend on more than the size of the ocean-temperature anomaly alone.
What El Niño and La Niña are changing
El Niño and La Niña are the warm and cool phases of the El Niño–Southern Oscillation (ENSO), a coupled pattern involving tropical Pacific Ocean temperatures, winds, atmospheric pressure and convection. During El Niño, unusually warm surface water occupies more of the central and eastern tropical Pacific. La Niña generally features cooler-than-average water there and stronger trade winds. The atmosphere responds to these shifts, moving zones of heavy rain and altering winds, jet streams and storm tracks far beyond the Pacific.

ENSO is measured in several related ways. Scientists can track sea-surface-temperature (SST) anomalies, atmospheric pressure, tropical rainfall or convection, and the duration and seasonal timing of events. These measures do not always change together. A modest SST anomaly can produce a large rainfall response in a warmer atmosphere, while a large ocean anomaly does not guarantee the same regional weather effects every time.
That is why “stronger El Niño” is an incomplete question. It could mean a larger Pacific temperature anomaly, more extreme tropical rainfall, a longer event, a change in its peak season, or more severe effects in a particular country. The IPCC assesses these dimensions separately.

What the IPCC projects for ENSO in a warmer world
ENSO will remain the leading year-to-year climate pattern
The IPCC’s Sixth Assessment Report states that it is “virtually certain that the El Niño–Southern Oscillation (ENSO) will remain the dominant mode of interannual variability in a warmer world.” In practical terms, natural El Niño and La Niña fluctuations will continue to be a major source of year-to-year global climate variation, even as long-term warming raises the baseline temperature and changes other parts of the climate system.
No agreed systematic change in SST amplitude
For the size of ENSO’s tropical Pacific temperature swings, the assessment finds no model consensus for a systematic 21st-century increase or decrease in any of the assessed emissions pathways. Confidence in that conclusion is medium. CMIP6 projections show no robust change in mid- and long-term ENSO SST amplitude across the four scenarios assessed.
This does not mean every model produces the same result or that no individual future decade could contain unusually large events. It means the ensemble does not support a single direction of change that can be presented as established. Claims that warming will simply intensify every El Niño or La Niña go beyond the evidence.
Rainfall variability is the clearer signal
The stronger assessment finding concerns ENSO-linked rainfall. The IPCC says it is very likely that ENSO rainfall variability—rainfall behavior used to define extreme El Niño and La Niña conditions—will increase significantly by the second half of the 21st century in SSP2-4.5, SSP3-7.0 and SSP5-8.5 scenarios. This conclusion applies regardless of whether ENSO SST amplitude changes.

The long-term comparison used in the assessment contrasts 2081–2100 with 1995–2014. The rainfall-amplitude increase is described as particularly robust in SSP2-4.5, SSP3-7.0 and SSP5-8.5. It is not a single global percentage increase, and it should not be interpreted as every location receiving more rain. It describes greater variability in ENSO-related rainfall patterns: heavier precipitation in some affected regions and stronger rainfall deficits in others, depending on the event and the local climate response.
Why rainfall can change more than ocean temperatures
A warmer atmosphere can hold more water vapor. When ENSO shifts tropical convection, the atmosphere therefore has more moisture available to release as rain. Thermodynamic moistening can amplify rainfall anomalies even when the underlying SST anomaly is not systematically larger.
Rainfall also depends on where convection occurs, how winds transport moisture, and how storms interact with mountains, coastlines and other circulation features. A small eastward displacement of the warmest water or convective center can move the heaviest rain away from one region and toward another. Consequently, SST amplitude and rainfall amplitude are related but not interchangeable indicators.

What observations since 1950 show—and what they do not prove
IPCC Chapter 12 reports medium confidence that ENSO amplitude and the frequency of high-magnitude events since 1950 were higher than during the pre-industrial period. However, confidence is low that these differences exceed the range expected from internal climate variability.
Internal variability means the climate system can produce multi-decade changes without an external forcing being the cause. The observational record is also short relative to the full range of ENSO behavior, and reconstructed pre-industrial estimates carry their own uncertainty. Therefore, the historical comparison is not proof that human-caused warming has already made ENSO stronger or more frequent.
Detection and attribution require more than observing a difference between two periods. Scientists must determine whether the signal is distinguishable from natural variability and whether its pattern matches the expected response to human forcing. The assessment does not support a definitive attribution of the post-1950 ENSO differences to anthropogenic warming.
How downstream weather patterns may move
Eastward-shifting teleconnection centers
ENSO affects regions outside the tropics through atmospheric “teleconnections.” Tropical heating and convection alter large-scale circulation, including the jet streams and pressure patterns over the North Pacific and North America. Many CMIP5 and CMIP6 models project an eastward shift in the centers of these extratropical teleconnections, associated with an eastward movement of tropical convective anomalies.

An eastward shift does not mean every storm, drought or temperature anomaly will move east by a fixed distance. It indicates a change in the average location of the circulation response in many simulations. Local outcomes still depend on the event’s structure, background conditions, season and regional geography.
Qualified tropical-cyclone indication
The assessment passage also describes an indication that tropical cyclones could become more frequent during future El Niño events and less frequent during future La Niña events by the end of the century. This is an assessment indication, not a firm global forecast. It should be communicated with that qualification, especially because cyclone formation depends on several environmental factors beyond ENSO.

Event timing, duration and seasonality are separate from amplitude. IPCC Figures 3.36 and 3.37 evaluate how models reproduce these characteristics in the historical period, but they do not establish a robust future change in when ENSO events begin, peak or end.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesFigure 3.36 selects events using the December ENSO index relative to its 1951–2010 standard deviation and compares event durations. Figure 3.37 compares observed and simulated seasonality over 1951–2010. These definitions help test model performance; they are not evidence that future events will have a particular new duration or calendar peak.
Best Value
Accordingly, a reader should not treat projections of stronger rainfall variability as proof that El Niño or La Niña will last longer, arrive earlier, or become permanently locked to a different season. Those questions remain less certain than the rainfall-amplitude projection.
How the scenarios compare
| Question | Assessment finding | Period or scenarios | Confidence or qualification |
|---|---|---|---|
| Will ENSO continue? | Yes; it remains the dominant mode of interannual variability. | Warmer future climate | Virtually certain |
| Will SST variability systematically strengthen or weaken? | No robust direction across models. | 21st century; four assessed SSP scenarios | Medium confidence; no model consensus |
| Will ENSO-related rainfall variability change? | Very likely to increase significantly. | Second half of the 21st century; SSP2-4.5, SSP3-7.0 and SSP5-8.5 | Increase can occur regardless of SST-amplitude change |
| Were post-1950 ENSO changes unusual? | Amplitude and high-magnitude-event frequency were higher than pre-industrial estimates. | Since 1950 versus pre-industrial period | Medium confidence for the difference; low confidence that it exceeds internal variability |
| Will teleconnection centers move? | Many models project an eastward shift in North Pacific and North American centers. | Future CMIP5 and CMIP6 simulations | Model projection, not a fixed regional forecast |
| Will event timing or duration change? | No robust future change is established by the cited figures. | Historical evaluation uses 1951–2010; Figure 3.36 uses December-index selection | Not established |
How to interpret regional consequences
ENSO’s regional effects are not identical everywhere. The same El Niño that brings unusually wet conditions to one area can increase drought risk in another, while La Niña can reverse or rearrange those tendencies. A warmer baseline can also turn a rainfall deficit into a more damaging agricultural or hydrological drought because evaporation and plant water demand are higher.
For flood planning, the relevant question is often how much rain falls in a short period, not whether the Pacific SST anomaly reaches a particular threshold. For water management, the timing of seasonal rainfall may matter more than the global ENSO index. For agriculture, heat stress, soil moisture and irrigation availability interact with ENSO-related precipitation. These factors make local projections necessary; a global statement about ENSO cannot substitute for a regional impact assessment.
The projected eastward shift in teleconnection centers reinforces this caution. If the average circulation response moves, historical maps of ENSO impacts may become less reliable guides to where the strongest anomalies occur. However, the shift is a model-based tendency, not a guarantee for every event or location.
Common mistakes when describing climate change and ENSO
- “Global warming will make El Niño stronger.” The IPCC finds no model consensus for a systematic change in ENSO SST intensity.
- “No SST trend means no ENSO-related change.” Rainfall variability can increase substantially without a robust SST-amplitude change.
- “Recent strong events prove human causation.” Post-1950 differences have low confidence as a signal beyond internal variability.
- “Every region will get wetter during future El Niño events.” ENSO redistributes rainfall, producing different outcomes across regions.
- “The next event will follow the future average.” Long-term projections describe statistical tendencies, not a current ENSO forecast.
- “The figures prove future timing changes.” The cited life-cycle and seasonality figures evaluate historical model behavior and do not establish a robust future shift in duration or season.
What the evidence means for the next decades
The most defensible summary is a two-part projection. First, ENSO will remain a central source of natural climate variability in a warmer world. Second, the rainfall consequences associated with ENSO are expected to become more variable and potentially more extreme later this century, particularly under SSP2-4.5, SSP3-7.0 and SSP5-8.5.
That does not produce a simple “stronger El Niño” or “stronger La Niña” storyline. Ocean temperatures, atmospheric rainfall, event timing and remote teleconnections must be assessed separately. For decisions about water, farming, flood risk or disaster preparedness, use the global ENSO projection as background information and combine it with regional climate projections and the latest operational ENSO outlook. The assessment findings describe long-term tendencies, not present-day conditions or a forecast for the next event.
