Cities are turning routine trips by buses, street sweepers, waste trucks and other fleet vehicles into repeated road inspections. Forward-facing cameras and sensors capture pavement and roadside imagery, AI flags likely potholes, cracks or damaged assets, and maintenance staff review the resulting records to plan work. The approach can provide fresher coverage than occasional surveys, but accuracy, privacy, route coverage and integration must be proven in each city rather than assumed from another pilot.

What an AI road-condition monitoring system does

A municipal road-monitoring system combines three parts: a vehicle that already travels public streets, sensors that collect road-facing observations, and software that converts those observations into records for transportation or public-works teams. The vehicle may be a city operations truck, bus, street sweeper, waste truck or another fleet asset. A camera can record pavement imagery; some deployments add LiDAR, radar or other sensors.

AI software examines the incoming images or sensor data for patterns associated with potholes, cracks, faded markings, damaged signs, debris and other conditions. A result is normally a potential-defect record with a location, image or clip, category and other metadata. Staff can then review detections, compare them with the original footage and send validated information into an asset-management or work-order process.

This is decision support, not an automatic engineering verdict. A flagged pothole may need a field check to establish depth, extent, safety risk and the correct repair. Likewise, a missed defect can remain invisible until another route, a resident report or a manual inspection finds it.

Why use vehicles that are already on the road?

Dedicated inspection runs are expensive and may cover a street only once every few years. Using existing fleet routes creates repeated observations without dispatching a separate survey vehicle to every block. New South Wales’ Asset AI initiative says it fits sensors, cameras or both to council vehicles. Alexandria, Virginia, describes cameras and sensors mounted on city or partner vehicles for a continuously updated infrastructure inventory.

Routine routes are not automatically complete. A vehicle may skip alleys, construction zones, private roads or streets outside its normal service area. Cities therefore need a coverage plan showing which vehicles travel which segments, how often each segment is observed and what happens when weather, traffic or a blocked camera reduces data quality.

How the workflow operates from street to maintenance queue

  1. Select suitable fleet routes. A city maps the vehicles and routes that can provide useful, recurring coverage. Operations vehicles, buses, sweepers and waste trucks can each offer different geographic reach and camera height.
  2. Install and configure sensors. Hardware may be a road-facing camera, a smartphone or a package combining cameras with LiDAR or radar. Mounting angle, vibration control, lighting range and weather protection affect what the system can see.
  3. Capture observations during normal trips. The equipment records imagery or sensor measurements while the vehicle performs its ordinary service. The system should associate each observation with time and location so staff can find the same place again.
  4. Protect people and sensitive information. Some programs blur faces, license plates, building interiors or animals before analysis or publication. Retention, access and deletion rules still have to be defined by the agency.
  5. Run detection and classification models. Computer-vision models identify visual patterns that resemble potholes, cracks, markings, signs, debris or other selected categories. Different categories require separate training and evaluation.
  6. Create a digital asset or defect record. The platform can attach an image, location, category, confidence information and observation date to a map or inventory. A new observation can be compared with an earlier one to track change.
  7. Review and prioritize. Staff verify useful alerts, remove obvious false positives, rank urgency and combine AI output with complaints, crash information, traffic volume, scheduled projects and field inspections.
  8. Send approved work into existing systems. The practical value depends on compatibility with asset-management, GIS, work-order and reporting tools. A detection that remains in a separate dashboard can add administrative work instead of removing it.

What cities can detect

Pavement defects

Potholes and cracks are the core use case. Models can flag likely defects for review, identify locations that warrant inspection and help staff see whether a condition is recurring or worsening. Images alone do not establish structural condition, load capacity or the repair method; those questions remain engineering or field-inspection tasks.

Signs, markings and roadside assets

Programs may also inventory traffic signs, pavement markings, curbs, street furniture and other transportation assets. A city can use the same route imagery to find a missing sign, a damaged sign face or a marking that appears faded, provided those categories are included in the model and validated locally.

Debris, blocked lanes and parking-related conditions

Some pilots test trash, debris, blocked bike lanes, recreational vehicles or vehicles that appear to remain parked beyond a limit. These tasks can perform very differently from pothole detection. A model that is effective for a large, high-contrast pothole may struggle with a partially hidden object, a small piece of litter or a vehicle that moves slightly between observations.

How accurate are AI pothole systems?

There is no universal accuracy percentage for “AI pothole detection.” Results depend on the camera and route, weather and lighting, pavement type, defect definition, training data, review rules and the metric being reported. Cities should publish task-specific results and explain whether a figure means true-positive rate, precision, overall accuracy or another measure.

San José pilot results

San José’s Road Safety Conditions Pilot ran from December 2023 through July 2024, with footage collected primarily in District 10. The U.S. Department of Transportation’s ITS Deployment Evaluation, published in 2025, reports a 97 percent true-positive rate for pothole detection in that pilot. A true-positive rate describes how many known or reviewed potholes the system detected; it does not mean that 97 percent of every alert was correct, nor that the same result will apply to another city.

The same evaluation reported 88 percent accuracy for trash and debris detection, but only 70 percent accuracy for recreational-vehicle detection and 12.5 percent accuracy for lived-in-vehicle detection. The parking-related test was unreliable because the model could not reliably track vehicles that moved slightly within the observation period. Graffiti and encampment detection were removed from the pilot because of capacity limitations and privacy concerns.

San José compared vendor outputs with reviewed footage and assessed technology availability, performance, compatibility with city processes and public input. Those evaluation dimensions are as important as a headline score: a highly accurate model that cannot feed the city’s work system or meet its privacy requirements may not be deployable.

Why results vary

  • Definition: One project may count any visible depression as a pothole, while another requires a threshold for size, depth or road impact.
  • Image conditions: Shadows, glare, rain, snow, night driving, dirt on a lens and motion blur can hide or mimic defects.
  • Road context: Utility cuts, patched pavement, manhole covers and pavement joints can resemble cracks or potholes.
  • Class balance: A route with very few potholes may not provide enough examples to train or evaluate a model reliably.
  • Metric choice: A true-positive rate, precision and overall accuracy answer different questions. Cities should report missed detections and false alarms as well as successful detections.

Coverage and update frequency

Frequent observations can make a maintenance inventory more timely, but published schedules belong to specific systems and participating networks. Digital NSW’s Asset AI case study presents a capability to update road-condition information every 24 hours and says most participating councils cover their entire network every two weeks. The same case study says roads were previously scanned every one to five years. Those figures describe that program’s platform and network; they are not a standard performance promise for every city.

Coverage should be measured as route completeness, not simply as the number of vehicle trips. A useful dashboard can show streets observed during a defined period, streets missed, the age of the latest observation and the reason for any gap. Cities should also account for seasonal effects: a dry-weather image may not reveal drainage problems that appear after heavy rain, while winter treatments can temporarily obscure markings.

Examples from current city and state programs

Location and program Vehicle or sensor approach What the evidence establishes
Alexandria, Virginia — SmartScan City or partner vehicles with cameras and sensors; selected approaches include smartphone-based systems, camera plus LiDAR and camera plus radar. A USDOT SMART Grant Stage 1 collaboration with Virginia Tech Transportation Institute. The city says the pilot covers pavement, signs, markings and other assets, launched in August 2025, with installation and testing milestones described for 2026. Evaluation includes accuracy, integration with city platforms and scalability.
New South Wales — Asset AI Sensors, cameras or both fitted to council vehicles; footage is de-identified before AI analysis. Digital NSW describes a digital defect platform, frequent road-condition updates and network coverage by participating councils. It also states a target of a 10% efficiency gain, defined as reducing the maintenance backlog after 12 months; that is a target, not a measured result.
San José, California — Road Safety Conditions Pilot Vehicle-mounted cameras used to test potholes and other street conditions. The December 2023–July 2024 pilot primarily covered District 10 and produced task-specific results reported by USDOT in 2025, including a 97% pothole true-positive rate and much weaker results for some other categories.
Markham, Ontario — 2024 pilot Mobile devices mounted on operations-vehicle dashboards; the built-in camera collected pavement information. The system supported staff reports about cracks and potholes. A dashboard mount by itself is only a capture accessory; it does not supply AI analysis, data management or maintenance-system integration.
Memphis, Tennessee — broader pothole effort AI-enabled cameras mounted on city vehicles, combined with other data-powered methods. A Google Public Policy case study reports 75% more potholes identified than manual processes and describes 32,000 hours of city employee time per year as the task’s typical annual requirement. The case study attributes the increase to the broader effort, not to cameras alone.
San Antonio, Texas — solid-waste truck project Sensors retrofitted to a solid-waste truck. The completed project found too few potholes to build robust AI algorithms, demonstrating that local data volume can limit model development and evaluation.

Privacy, safety and public accountability

Road-facing cameras can capture people, vehicle plates, homes and activities that are unrelated to pavement. Privacy controls should therefore be part of the system design, not an afterthought. Alexandria says personal identification, building interiors and animals are automatically blurred. It also says the SmartScan vehicle is driven by a licensed city employee and is not autonomous. San José says personally identifiable information was blurred and that some categories were removed because of privacy and capacity concerns.

Those safeguards are examples, not a universal rule. A city should publish what is recorded, what is blurred, when blurring occurs, who can access raw footage, how long data is retained, whether vendors can reuse it and how residents can raise concerns. Public input can also help determine whether categories such as encampments or long-term parking are necessary, proportionate and technically reliable.

How a city should evaluate a deployment

Start with a bounded pilot

Choose a defined geography, a small number of vehicle types and a limited set of detections. Record baseline conditions using reviewed footage or field inspections. Include streets with different pavement, traffic and lighting conditions, rather than selecting only easy routes.

Measure each detection task separately

Publish counts of true positives, false positives and missed defects for potholes, cracks, debris, signs and markings separately. State the evaluation period, geography, weather conditions and review method. Do not combine unrelated categories into one attractive score.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Test operational fit

  • Can the platform assign a reliable location to every observation?
  • Can staff compare a new image with earlier imagery?
  • Can approved records enter the existing GIS, asset-management and work-order systems?
  • How much time does review take, and who is responsible for resolving uncertain alerts?
  • What happens when a camera is dirty, blocked, misaligned or offline?

Define the scale-up decision

Alexandria lists accuracy, integration and scalability as pilot questions. San José included technology availability, performance, process compatibility and public input. A scale-up decision should also consider recurring hardware maintenance, storage, connectivity, model updates, staff training, procurement terms and the cost of collecting enough local examples.

Common failure modes and practical fixes

Too little local data

San Antonio’s experience shows that a city may not encounter enough potholes during a project to build a robust model. Extend the observation period, combine carefully governed datasets or begin with a detection task that has enough local examples. Do not claim high confidence from a tiny sample.

High scores on one task, poor results on another

San José’s contrast between potholes, debris, recreational vehicles and lived-in vehicles illustrates why a successful pothole test cannot validate every proposed feature. Gate each category on its own evidence and remove unreliable categories rather than quietly presenting them as production-ready.

Alerts that do not lead to action

If detections sit outside the city’s normal work system, staff may have to retype locations and descriptions. Use an integration test with real work orders before expanding coverage. Keep a human review step where the source evidence does not establish automatic repair authorization.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Incomplete route coverage

Vehicles follow service schedules, not inspection maps. Compare planned street coverage with actual observations and flag stale segments. Add vehicles or targeted inspection runs only where the normal fleet leaves a material gap.

Privacy or trust concerns

Explain the purpose, blur rules, retention period, access controls and category exclusions before deployment. A transparent scope is easier to defend than a system that silently expands from pavement into sensitive personal monitoring.

What this means for residents and maintenance teams

For residents, the likely benefit is a fresher source of information for roads that are repeatedly observed. A camera alert does not guarantee an immediate repair, because agencies still rank severity, safety, traffic impact, budgets and crew availability. Resident reports remain useful for locations that fleet vehicles miss or conditions that appear between routes.

For maintenance teams, the strongest use is prioritization: finding candidate defects, seeing where conditions are changing and reducing time spent searching an entire network manually. The system is most valuable when its records are current, geographically complete, privacy-protective and connected to the tools staff already use.
