How Cities Can Monitor Groundwater Levels and Ground Movement

Cities need separate measurements for groundwater and ground movement: observation wells show water level or pressure, while tools such as satellite InSAR, GNSS, surveys and borehole extensometers measure different aspects of land motion. Combining these records can reveal whether groundwater drawdown may be contributing to subsidence, but no single measurement proves the cause.

What a city needs to measure

Groundwater monitoring and subsidence monitoring answer different questions. A well records the water level in an unconfined aquifer or the potentiometric surface—the pressure level—of a confined aquifer. It does not measure whether the land above has moved.

Ground-movement instruments measure surface displacement or aquifer-system compaction. Some provide a broad map, while others track movement at fixed points or at a particular depth. To investigate a possible connection between pumping and subsidence, a city needs groundwater and deformation records that can be compared over time.

Methods cities can combine

Method What it measures Strength Limitation or check
Monitoring well with manual water-level tape Water level or potentiometric surface at the well Direct, repeatable groundwater observation Does not measure land motion. Keep the reference point and measurement procedure consistent. USGS describes electric tape accuracy testing at its 2014 publication.
Pressure transducer and data logger Frequent or continuous changes in well level Shows changes between field visits Compare readings with manual measurements and follow calibration and quality-assurance procedures. See the USGS procedure for measuring water levels with a submersible pressure transducer.
InSAR Relative surface displacement across a mapped area Broad coverage can help locate deformation patterns Dense vegetation and high humidity can reduce signal quality; interpretation does not establish cause. See USGS’s methods for measuring land motion.
Continuous GNSS Total surface movement at fixed stations Continuous point records capture movement beyond aquifer compaction alone Stations cover limited locations and do not isolate the cause of movement. USGS outlines this method in its land-motion methods overview.
Repeated geodetic benchmark survey Change in surface elevation at surveyed points Can cover more locations than a single extensometer Measurements are intermittent and do not distinguish aquifer compaction from other causes. See USGS’s overview of subsidence and sea-level-rise monitoring methods.
Borehole extensometer Aquifer-system expansion or compaction at a specific location Precise, depth-specific insight into compaction Provides local rather than regional coverage; drilling and installation can be substantial. See the USGS monitoring-methods overview.

How to design a useful monitoring network

There is no single network layout established for every city. A practical design uses each method for the question it can answer, then checks results against independent observations. Before choosing equipment or locations, compare:

Water Level Meter 328ft – High Accuracy ±0.07in Borehole & Well Depth Gauge with LLDPE Tape, ABS Reel & Iron Frame for Tanks, Wells, Groundwater Monitoring
  • High Precision Measurement: 0.04inmm minimum scale with ±0.07in repeatability ensures accurate water level readings in wells, boreholes, tanks, and pipes.
  • Durable & Reliable Construction: LLDPE tape surface resists wear, ABS reel provides impact resistance, and sturdy iron frame ensures long-lasting performance.
  • Easy Operation: Audible buzzer and indicator light automatically signal when the probe contacts water, no guesswork required.
  • Versatile Applications: Perfect for groundwater monitoring, water table observation, dam seepage detection, and construction or engineering projects.
  • Portable & Professional: Removable probe with compact, robust design makes fieldwork simple and convenient.
  • Measurement target: water level, surface elevation change, total point movement or depth-specific compaction.
  • Coverage and continuity: whether the city needs a regional pattern, continuous records or measurements at selected points and times.
  • Site conditions: for example, whether vegetation or humidity may affect radar observations.
  • Validation and operations: whether observations can be checked against independent methods, and the installation and maintenance burden involved.
  1. Track groundwater conditions. Identify appropriate observation wells and keep the measurement reference and recordkeeping consistent. Manual tape readings provide direct observations; transducers can capture changes between visits.
  2. Map where the land is moving. Use InSAR for broad relative-displacement patterns, taking local signal conditions and interpretation into account.
  3. Check selected locations on the ground. GNSS stations can track continuous movement at fixed points; repeated benchmark surveys record elevation change at survey points; extensometers can show aquifer-system compaction at a particular borehole.
  4. Compare the records over time. Evaluate whether changes in well levels coincide with movement or compaction patterns. A relationship can support investigation, but measurements alone do not establish causation.

This is a design principle based on the complementary roles of the methods, not a prescribed specification for the number or spacing of instruments. USGS describes a cooperative study involving the City of San Diego and Sweetwater Authority that used InSAR to understand coastal aquifer response. The agency notes that combining InSAR with ground-based geodetic and monitoring-well networks can inform water management; the example is not a universal network template. USGS’s San Diego study summary describes the project.

What the measurements can—and cannot—show

A falling groundwater level is a signal to investigate, not a measurement of sinking land. InSAR maps relative surface displacement but does not by itself identify why movement occurred. GNSS records total movement at a fixed station, while an extensometer focuses on compaction or expansion in the aquifer system at its location. Comparing these different records gives managers a stronger basis for assessing whether groundwater drawdown may be contributing to subsidence.

Ground movement can also reflect deeper earth processes and other surface or subsurface processes. A pattern that aligns with groundwater changes is relevant evidence, but attribution requires interpretation in local context rather than assuming that pumping caused every observed movement.

How precise is satellite monitoring?

A 2003 USGS fact sheet said InSAR could measure and map surface changes as small as a few millimeters in the context described in that publication. That historical statement is not a performance guarantee for every current satellite product, site or analysis. Actual usefulness depends on signal quality and interpretation. Read the USGS Fact Sheet 069-03.
