Cash, RMB ATM withdrawals and selected e-CNY services remain useful backups. Acceptance depends on the merchant, card network, city, app, issuer and account, so no single method works everywhere.
The safest approach is to prepare a card-linked payment app, carry a physical card and keep some RMB available. The details below reflect official guidance available through October 2026, including Shanghai limits and a dated Beijing promotion that may change.

Can I use my foreign bank card in China?
Yes, but only where the merchant’s payment terminal supports your card network. At a physical checkout, look for the network logos displayed at the counter or on the POS terminal. If no logos are visible, ask the cashier before handing over your card. Shanghai guidance identifies UnionPay, Visa, Mastercard, American Express, JCB, Diners Club and Discover as networks that participating merchants may accept.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesAcceptance is merchant-specific. A hotel that takes Visa may not have a terminal configured for the same card at its restaurant, and a small shop may accept only domestic QR payments. Some Shanghai taxis equipped with compatible POS terminals accept overseas-issued cards, but this is not universal across taxis or cities.

Where government policy supports foreign cards
A 2024 State Council payment-policy overview says domestic and overseas bank cards should be accepted at specified tourist facilities. The listed categories include three-star-and-above tourist hotels, 4A- and 5A-level national attractions, national and provincial tourist resorts, and national tourism and leisure districts. This is a policy direction for those venue categories, not a guarantee that every outlet accepts every foreign card or that terminals are always working.
What to do at the terminal
- Check the terminal or counter for your card network logo.
- Ask the cashier whether an overseas card is accepted before the transaction is entered.
- Insert or tap the card as instructed; some terminals may require a signature or PIN.
- Keep the physical card available even if you normally pay by phone, because direct POS acceptance does not depend on mobile data or an app account.
Can I link my Visa or Mastercard to Alipay or WeChat Pay?
Foreign visitors can use a card-backed mobile wallet without opening a mainland bank account. The basic process is to install Alipay or Weixin Pay, register with an international or local phone number or an email address where the app allows it, verify identity with a passport, and bind an eligible overseas card. At payment time, scan the merchant’s QR code or display the app’s payment code for the merchant to scan.
Setup steps before you travel
- Install Alipay or Weixin Pay from your device’s official app store.
- Create an account with the phone number or email option offered in the current app version.
- Complete the identity check using your passport details and any requested selfie or document scan.
- Open the wallet or bank-card section and add your overseas-issued card.
- Complete the issuer’s verification step, which may be a one-time code or an in-app approval.
- Make a small test payment, if possible, so you know the card is bound and which payment screen displays fees or limits.
Card-brand support differs between apps and can change. A Tianhe government guide lists Visa, Mastercard, JCB, Diners Club and Discover for Alipay. For Weixin Pay it lists Visa, Mastercard, American Express, JCB, Diners Club and Discover. The live app flow and your card issuer’s rules take precedence over any static list.
What linking a card does—and does not do
A linked foreign card is a funding source for eligible app transactions. It does not mean you have opened a mainland bank account, and it does not automatically unlock every wallet function. The official material describes QR payments for purchases; it does not establish unrestricted person-to-person transfers, red packets or other locally funded features for foreign-card users.

Will I be charged a fee?
Shanghai’s current city guidance says a linked-card transaction of RMB 200 or less is generally exempt from the platform service fee. A transaction above RMB 200 may incur a fee of 3% of the full transaction amount, not merely the portion over RMB 200. Check the payment confirmation screen because promotional waivers and account rules can change. Your card issuer may separately add a foreign-currency conversion or international-transaction fee; the cited Chinese guidance does not specify those issuer charges.
Mobile-payment limits
| Limit | Published figure | Qualification |
|---|---|---|
| Single mobile-payment transaction | Up to US$5,000 | Reported in the 2024 State Council guide and Shanghai guidance; your account may have a lower limit. |
| Annual cumulative mobile payments | Up to US$50,000 | Maximum reported for overseas visitors; check the limit shown in your account. |
| Platform-fee threshold | RMB 200 | Transactions at or below this amount are generally described as fee-exempt; terms can vary. |
| Potential platform fee above threshold | 3% of the full transaction | Shanghai guidance says it may apply; confirm before paying. |
A dated Beijing Weixin Pay promotion
A Beijing Municipal Government notice dated March 26, 2026, describes a specific promotion for first-time international-card users. After linking a card, qualifying daily transactions under RMB 1,000 receive a fee waiver for 60 consecutive days from the first transaction, with savings capped at RMB 30 per transaction. The same notice says all international-card users can receive a waiver on an individual transaction under RMB 200.
These terms belong to that notice and should not be treated as a permanent nationwide rule. Check the current promotion page in Weixin Pay, including eligibility, dates and whether your card or account qualifies.

You can often travel without relying entirely on cash, but carrying RMB is prudent. Official visitor guidance continues to list cash as a payment option, particularly when a merchant’s card terminal or QR setup is unavailable, your phone battery is low, or an app rejects a foreign card.

Exchanging foreign currency
Visitors can exchange foreign currency at commercial-bank branches, licensed money changers and self-service exchange machines at designated entry points and other locations. Keep smaller RMB notes for taxis, small vendors and situations in which a merchant cannot make change for a large bill.
Withdrawing RMB at an ATM
Overseas cards can be used at ATMs displaying the relevant network logo. The card, ATM, network and issuer must all support the transaction, and either the ATM operator or your issuer may add a fee. Shanghai government guidance describes RMB 3,000 as the general per-transaction withdrawal limit for overseas cards in Shanghai, while warning that individual terminals and issuers may impose additional restrictions. That figure is Shanghai guidance, not a guaranteed limit in every Chinese city.
- Check that the ATM displays your card network.
- Confirm that your issuer has enabled overseas cash withdrawals and learn its fee and daily-limit policy.
- Withdraw a modest amount first rather than assuming the machine will dispense your desired total.
- Retain the receipt and monitor your account for the final converted amount.
What is the e-CNY option for overseas visitors?
Bank of China describes an e-CNY route for visitors who register with an overseas mobile number, add an overseas Visa or Mastercard and use “Top-up as you pay” at merchants that accept e-CNY. The service is presented as available in participating pilot areas. A Tianhe guide likewise describes e-CNY as a selected-area option.

Do not treat e-CNY as a universal replacement for cards or QR wallets. Before relying on it, confirm that the city, wallet version and merchant support the service. Keep another payment method because pilot coverage and participating merchants can change.

Can I use my bank card on the metro or for trains?
Transport acceptance varies by operator and city. A 2025 State Council guide describes mobile QR metro access in some cities. It also says Beijing accepts overseas Visa or Mastercard contactless payments directly at gates on 27 urban rail lines and suburban line S2. That arrangement is specific to Beijing’s listed lines and should not be generalized to every metro system.
The same guide describes foreign-card and mobile-payment options for railway tickets. Check the current railway or local transit operator instructions before traveling, especially if you need a physical ticket, a named booking or a route outside the city covered by the published arrangement.
Which payment route should you choose?
| Route | What you need | How to check acceptance | Main caveat |
|---|---|---|---|
| Present foreign card at POS | Physical overseas-issued card | Look for the network logo or ask the cashier | Acceptance is merchant-specific; compatible taxi terminals are not universal. |
| Link card to Alipay or Weixin Pay | Smartphone, app registration, passport verification and an eligible card | Confirm successful binding and the fee on the payment screen | Card-brand support, platform fees and account limits apply. |
| Cash | RMB notes | Exchange counter, ATM or cash-accepting merchant | You need access to cash and suitable denominations. |
| ATM withdrawal | Overseas card and a compatible ATM | Match the ATM’s displayed network logo | Terminal, location, network and issuer limits or charges may apply. |
| e-CNY | Eligible wallet setup and supported app | Merchant must display or confirm e-CNY acceptance | Availability is area-specific and tied to pilot coverage. |
How should I prepare before departure?
- Bring at least one physical card from a network commonly displayed by your destinations, plus a second card if your issuer permits.
- Set up Alipay or Weixin Pay while you still have reliable access to your email, phone number and card-issuer verification.
- Complete passport verification and card binding before your first busy travel day.
- Record your issuer’s overseas-support number and confirm that foreign transactions and ATM withdrawals are enabled.
- Carry a small RMB cash reserve rather than assuming every small merchant has a working terminal.
- Pack a power bank if you expect to rely heavily on QR payments; direct card payments and cash remain available when your phone is unavailable.
- Review the live app fee and limit screens, because city guidance and promotions can change.
What should I do if a payment fails?
The physical card is declined
Ask whether the terminal accepts your network and whether the cashier can try the card again through the correct card slot or contactless reader. If it still fails, switch to the app-linked card or cash. A decline does not prove that the card is unusable throughout China; it may reflect that merchant’s terminal, network routing or issuer controls.
The app will not bind the card
Recheck the card number, billing details and passport information, then complete any issuer verification request. Try the other supported app if your card brand appears on its current list. Contact the issuer if the card is blocked for international e-commerce or mobile-wallet tokenization.

The QR payment is rejected or unexpectedly expensive
Read the confirmation page before authorizing the payment. The transaction may exceed an account limit, trigger a platform fee or be outside the merchant category supported for foreign-card funding. If the amount is urgent, use a physical card or cash while you investigate.
The ATM will not dispense cash
Try another ATM displaying your network logo, request a smaller amount and verify that your issuer allows overseas cash advances. Keep enough alternative funds for transport and accommodation while resolving the issue.
Bottom line for international travelers
China’s card system is a set of overlapping routes rather than one nationwide acceptance switch. Use a foreign card directly where the merchant’s terminal supports its network, use a verified Alipay or Weixin Pay account for QR payments, and retain RMB cash and ATM access as fallbacks. Tourist-venue policies, app limits, transport arrangements, e-CNY pilots and promotions are all conditional on location, merchant, account and date. Check the live app, your issuer, the local operator and the ATM screen immediately before relying on a particular option.
