Cement companies cut fuel costs most reliably by making the kiln easier to control, reducing avoidable heat losses, and buying fuel on the basis of usable heat rather than price per tonne. A low-cost waste fuel can become expensive after drying, shredding, feeding, extra electricity, lower kiln capacity, bypass losses or clinker-quality problems are included. The practical sequence is to establish a plant-specific energy baseline, stabilize operation, improve heat recovery, then qualify a fuel blend that fits the kiln, permits and product chemistry.
Why fuel cost is a kiln-performance problem
Fuel is consumed to produce clinker, not merely to heat a burner. The kiln must evaporate feed moisture, drive calcination, complete clinker reactions and maintain the flame and gas profile needed for quality. A blend that appears cheap at the gate can require more tonnes, more preparation energy or more exhaust-gas capacity to deliver the same heat. It can also introduce ash, sulphur or chlorine that changes the raw mix, creates deposits or forces hot gas through a bypass.

That is why a meaningful comparison uses fuel cost per tonne of clinker and specific thermal energy consumption (STEC), measured over the same production boundary and period. Electricity for grinding, fans, oxygen generation or fuel preparation should be shown separately, then included in the total economic case. Production, clinker quality, emissions and maintenance must be tracked alongside the fuel invoice.

Calculate STEC as total kiln thermal input divided by tonnes of clinker, using a consistent energy basis. Then calculate fuel expense per tonne of clinker and, separately, electricity and operating costs associated with preparation and combustion. This prevents a cheaper fuel from appearing successful merely because its moisture, NCV or accounting boundary was treated differently.
Raw-material properties, fuel properties, kiln configuration and capacity all influence energy demand. No single savings percentage applies to every plant.
Capture efficiency gains before increasing substitution
Run close to stable operating set points
The European Commission’s 2013 Best Available Techniques (BAT) decision identifies smooth, stable kiln operation near set points, process-control optimization and modern gravimetric solid-fuel feeding as energy-reduction techniques. Stable operation limits corrective firing, reduces oxygen and carbon-monoxide excursions, and lets operators use the available heat more effectively. Automatic control should be tuned around measured kiln conditions rather than a fixed substitution target.
Use preheating and precalcination where the system allows
Dry-process kilns with multistage preheating and precalcination recover heat from kiln exhaust before the feed enters the burning zone. For new plants and major upgrades within that specific configuration, EU BAT-associated thermal energy consumption is 2,900–3,300 MJ per tonne of clinker. This is a scoped reference range, not a universal target for older, wet-process or differently configured kilns.

Improve cooler heat recovery
A well-operated cooler returns hot air to the kiln and precalciner as combustion air. Optimizing grate operation, air distribution, bed depth and under-grate pressure can raise recovered-air temperature and reduce the fuel needed to maintain the burning zone. The IFC/World Bank best-practice material also notes potential quality and emissions benefits from cooler optimization. Check cooler efficiency together with clinker temperature, secondary and tertiary air temperature, fan power and false-air ingress.
Control bypass and other heat losses
Bypass systems remove volatile compounds and can protect the preheater from sulphur or chlorine circulation, but they discard hot gas. Higher bypass flow therefore tends to increase specific energy consumption. Before accepting a fuel with more sulphur or chlorine, quantify the additional gas volume, dust handling, fan load, heat loss and maintenance burden.
Choose fuel by delivered usable heat
Compare fuels on the cost of heat that reaches the process. A simple screening metric is:
Usable-heat cost = delivered fuel cost per tonne ÷ (NCV × usable heat fraction).

The usable fraction must reflect actual combustion, moisture evaporation, flue-gas losses, bypass operation and any additional electricity or preparation cost. It is a plant estimate, not a universal constant. Run the calculation for the proposed blend, not just for each fuel in isolation.
Properties that change the economics
- Moisture: water consumes heat during evaporation and lowers effective NCV. Holtec Consulting’s 2024 guidance specifically warns that a cheap fuel per tonne can raise fuel consumption when moisture is high.
- Ash: ash adds inert mass and can alter raw-mix and clinker chemistry. Its mineral composition matters as much as its percentage.
- Sulphur and chlorine: these can increase internal cycles, deposits and corrosion, or require bypass operation. Bypass gas and solids must be included in the energy and operating-cost calculation.
- Volatile matter and combustion behavior: ignition, flame shape, burnout and carbon monoxide depend on particle size, volatile content, burner design and oxygen availability.
- Preparation: drying, shredding, grinding, blending, storage and dosing can require capital, electricity and extra operators.
- Supply and consistency: a fuel that is available only intermittently may force rapid changes in the blend and destabilize the kiln.
Conventional and alternative fuels are a constrained blend
| Fuel option | Potential advantage | Constraints to test |
|---|---|---|
| Coal or petcoke | Established storage, milling and burner systems at many plants | Purchase price, ash, sulphur, emissions and raw-mix effects |
| Natural gas | Clean, controllable combustion where supply and burners are available | Delivered price, infrastructure and exposure to market volatility |
| Biomass | Can displace part of fossil heat when sustainable, consistent material is available | Moisture, low NCV, preparation, storage, feeding and seasonal supply |
| Refuse-derived or other prepared waste fuels | May reduce fossil-fuel purchases and use an otherwise discarded material | Heterogeneity, chlorine, ash, metals, preprocessing, permits and gas-handling capacity |
The table describes possible roles, not guaranteed savings. A blend should be approved only after laboratory characterization, mass-and-heat balance work and a controlled kiln trial.
Protect throughput, clinker quality and compliance
Check gas-handling capacity
High substitution can reduce flame temperature or increase the volume of exhaust gas, especially when the replacement fuel has lower NCV or higher moisture. Preheater draft, fan capacity, pressure drop, bag-filter loading and stack limits can become the bottleneck before the burner reaches its nominal fuel rate.
Match the burner and feeding system
Gravimetric feeders improve control of solid fuels, but alternative materials may bridge, segregate or fluctuate in bulk density. Burner momentum, injection location, particle size and residence time determine whether the fuel burns in the intended zone. A trial should define maximum feed-rate variation, oxygen set points, carbon-monoxide limits and a rollback condition.

Protect clinker chemistry
Fuel ash becomes part of the kiln system and can change silica, alumina, iron and alkali balances. Sulphur and chlorine may circulate between the kiln, preheater and bypass. Track free lime, clinker mineralogy, litre weight, strength development and cement performance, not just heat input. A DOE-funded technical report examined alternative-fuel effects on clinker and cement, emissions, trace elements, kiln operation and concrete; that breadth reflects the qualification work needed before a permanent blend is adopted.
Validate emissions and permits
Measure particulate matter, nitrogen oxides, sulphur oxides, carbon monoxide, total organic carbon and relevant trace elements under the proposed operating envelope. Permit conditions differ by jurisdiction and fuel type. Do not assume that a fuel classified as waste has the same compliance requirements as a conventional fuel.
What the industry benchmarks actually mean
| Figure | Scope and interpretation |
|---|---|
| 2,900–3,300 MJ/t clinker | European Commission, 2013 BAT-associated range for new plants and major upgrades using dry-process kilns with multistage preheating and precalcination; not a universal plant target. |
| 3.6 GJ/t clinker in 2022; 3.4 GJ/t in 2030 | International Energy Agency, 2023 pathway values for kiln thermal-energy intensity; milestones, not guaranteed performance. |
| 5% low-emissions-fuel share in 2022; 30% in 2030 | International Energy Agency, 2023 pathway values for the sector; they do not specify a production-neutral rate for an individual kiln. |
When oxygen enrichment can help
Oxygen injection can support combustion and create room for alternative fuel in a kiln constrained by flame quality or gas volume. It also consumes electricity and requires oxygen equipment, controls, safety systems and capital. The economic case must include power price, oxygen demand, maintenance and the value of any additional clinker output.
An IFC/World Bank report from 2017 describes one plant-specific case in which oxygen optimization increased alternative fuel from 66% to 75% of heat input and production reached 105% of baseline. The same discussion identifies constraints including sulphur supply, chlorine-bypass capacity and feeder or control limitations. It also reports estimated thermal-energy reductions of 100–200 MJ/t clinker and additional electricity use of 10–35 kWh/t clinker for oxygen enrichment. Those are technical-report ranges and a single case, not a sector-wide expectation.

Compare projects with one decision framework
| Project | Fuel-cost effect | Production and quality risk | Extra cost or constraint |
|---|---|---|---|
| Process-control and gravimetric feeding upgrade | Usually targets lower waste and steadier heat input; plant-specific savings | Low when changes are tuned and interlocked correctly | Instrumentation, controls, commissioning and operator training |
| Cooler and heat-recovery optimization | Reduces recoverable heat loss | Can improve clinker cooling and combustion-air temperature | Mechanical condition, false air, fan capacity and maintenance |
| Alternative-fuel substitution | Potentially lowers fossil-fuel purchases after preparation and handling costs | Throughput, flame stability, clinker chemistry and emissions must be qualified | Fuel consistency, preprocessing, storage, feeders, permits and bypass |
| Oxygen enrichment | May enable more alternative fuel or recover capacity in a constrained kiln | Depends on combustion response and control quality | Capital and 10–35 kWh/t clinker additional electricity in the 2017 report’s estimated range |
A staged implementation plan
- Set the baseline: freeze the measurement boundary, collect representative fuel and production data, and reconcile meters, laboratory NCV results and inventory changes.
- Remove avoidable losses: tune process control, verify gravimetric feeders, inspect false air, optimize the cooler and quantify bypass heat loss.
- Characterize candidate fuels: test NCV, moisture, ash chemistry, sulphur, chlorine, volatile matter, particle size and contaminants. Confirm supply continuity and permit status.
- Model the blend: calculate usable-heat cost, ash contribution, gas volume, oxygen demand, bypass load, fan capacity and preparation electricity at several substitution levels.
- Run a controlled trial: change one major variable at a time, define operating limits, sample clinker and emissions, and keep a rollback blend available.
- Review the whole balance: compare fuel, electricity, maintenance, production, quality, emissions and downtime against the baseline. Do not approve a blend because fuel cost alone fell.
- Scale with safeguards: update feeder calibration, alarm limits, laboratory routines, operator instructions, supplier specifications and emergency procedures before making the new blend routine.
Troubleshoot by symptom, not by substitution rate
| Symptom | Likely areas to investigate | Corrective direction |
|---|---|---|
| Higher fuel use despite a cheaper fuel | Moisture, low NCV, poor burnout, preparation energy or bypass flow | Recalculate usable heat, improve drying or sizing, and verify combustion air and burner settings. |
| Preheater pressure or fan load rises | Higher exhaust-gas volume, moisture, dust loading or deposits | Check gas balance, clean deposits, limit feed rate and reassess the blend’s moisture and ash. |
| Free lime or strength drifts | Flame position, heat-release rate, ash chemistry or unstable kiln operation | Stabilize control, review raw-mix correction and qualify the fuel ash contribution. |
| Build-up, coating or corrosion increases | Sulphur or chlorine cycles and inadequate bypass capacity | Measure volatile circulation, optimize bypass and set a lower contaminant limit. |
| Production falls at higher substitution | Burner limitation, feeder capacity, gas-handling bottleneck or low flame temperature | Find the physical bottleneck before raising substitution; oxygen enrichment is only one site-specific option. |
Manage the program with a balanced dashboard
Review weekly and monthly trends for STEC (MJ or GJ per tonne of clinker), fuel cost per tonne of clinker, total energy cost including preparation electricity, clinker tonnes per operating hour, kiln availability, free lime, strength indicators, emissions, bypass rate, cooler efficiency and maintenance events. Report the fuel blend by heat share and mass share; these are not interchangeable when NCV differs.
Set decision gates in advance: a quality limit, an emissions limit, a maximum preheater pressure drop, a minimum production rate and a maximum total energy cost. If any gate is breached, return to the qualified blend, diagnose the cause and retest under controlled conditions.
Bottom line: optimize the kiln first, then the fuel
Fuel substitution can reduce fossil-fuel spending, but production is protected only when the entire heat-and-material balance remains inside the kiln’s operating envelope. Stable control, efficient heat recovery and accurate feeding usually provide the lowest-disruption starting point. Alternative fuels should then be selected by delivered usable heat and process fit, with moisture, ash, sulphur, chlorine, preparation, gas volume, bypass, electricity, permits and clinker quality included. Industry pathway figures and individual case studies are useful reference points, not promises for a particular plant.
