How Canada Chooses Launch Sites, Authorizes Launches and Sets Safety Areas

Canada does not license a spaceport as a standalone facility. Under Transport Canada’s interim commercial launch process, an operator seeking to launch from Canada applies to the Minister of Transport for permission and submits information about its proposed site, vehicle and mission. The Minister considers the public interest and aviation safety; the site’s suitability and any safety areas depend on the specific vehicle, flight plan and hazard analysis.

How the Canadian launch approval process works

  1. The operator proposes a site and mission. The application describes the site, launch vehicle, flight profile, and pre- and post-flight ground operations. The requirements apply to uncrewed commercial launch vehicles and experimental rockets, but not amateur rockets. (Transport Canada’s overview; application requirements)
  2. Transport Canada coordinates a review. The department works with federal partners and consults the relevant provincial or territorial government. Its current overview says it may work with up to 15 other federal departments. The Minister considers whether the proposal is in the public interest and unlikely to affect aviation safety, including factors such as proximity to populated places, environmental-law compliance, national security, and risks to air and marine traffic. (Transport Canada’s overview)
  3. The applicant demonstrates safety and manages hazards. The application must address launch-site safety, access control, ground hazards, flight-safety analysis, and surveillance or notification for relevant hazard areas. An authorization may include conditions. (Transport Canada’s application requirements)

What makes a proposed location suitable?

There is no single preferred location or universal setback that suits every launch. The operator must show that the proposed site can safely accommodate the particular vehicle and intended operation. Transport Canada’s public criteria indicate what matters in the review; they are not a published scoring formula.

  • People and access: Consider how close the site is to populated places and whether public access can be controlled during hazardous operations.
  • Debris and boundaries: The distance from the proposed launch point to the nearest site boundary must be at least the debris dispersion radius for the proposed vehicle type and weight class. The operator must support that radius with evidence based on the maximum debris travel distance from a worst-case launch-vehicle failure in the launch area.
  • Air and marine traffic: The proposal must account for possible effects on aircraft and marine traffic, including relevant flight and contingency paths.
  • Mission geometry: The analysis covers the proposed flight profile, trajectories, ground tracks, impact locations, and contingency profiles. A site that might accommodate one flight plan cannot be assumed suitable for a different mission.
  • Environment, security and critical assets: Environmental-law compliance, national-security risks, and exposure of critical assets are among the considerations relevant to the application and ministerial review.
  • Hazard-area management: The operator needs practical ways to survey, notify people about, control, or, where necessary, evacuate relevant hazard areas.

What “safety zones” mean for a launch

Safety controls address different hazards, so “safety zone” does not mean one standard circle around every Canadian launch. The required areas and controls depend on the vehicle, trajectory, risk analysis, site and launch-day conditions.

Ground operations and site access

Operators must protect people and property during launch preparation, vehicle operations, recovery or return to a safe condition, and site restoration. They must prevent unauthorized access using measures suited to the site, such as personnel, surveillance or physical barriers.

Site boundary and debris dispersion

The boundary-separation criterion is tied to the vehicle-specific debris dispersion radius and worst-case failure analysis. It is a requirement for the proposed launch point and site boundary—not a generic public exclusion-zone measurement that can be applied to every launch.

Flight hazard areas

Depending on the analysis, areas over land, sea or in the air may need to be surveyed, publicized, controlled or evacuated to meet safety criteria. Applications address day-of-flight surveillance and control, publication of hazard areas, and flight-commit criteria related to any necessary toxic-hazard evacuation.

Transport Canada’s current application requirements set a probability-of-impact criterion of no more than 1 × 10⁻⁶ for aircraft other than the launch vehicle being struck by debris capable of causing a casualty. They also set risk criteria for critical assets: 1 × 10⁻³ for each critical asset other than a critical payload, and 1 × 10⁻⁴ for each critical payload. These are technical criteria for the application’s risk analysis, not estimates of an individual person’s risk of death. (Transport Canada’s application requirements)

Does Transport Canada license the spaceport?

No. Transport Canada states, “Transport Canada doesn’t license spaceports.” Spaceports are privately owned and operated; the company seeking to launch from Canada applies for ministerial permission under the Interim Commercial Space Launch Program. The launch application includes site information, but that is not the same as a licence for the facility. (Transport Canada’s overview)

The legal framework may change. On April 21, 2026, Transport Canada announced that the Minister had introduced the Canadian Space Launch Act, describing it as intended to establish authorities for oversight of launch and re-entry from Canadian territory. That announcement establishes that the bill was introduced; it does not establish that it passed, came into force, or replaced the interim process. (Transport Canada’s April 21, 2026 announcement)

How to compare proposed launch locations

For a proposed mission, useful comparison questions follow from the government’s review factors and application requirements. They are practical screening considerations, not an official ranking system:

  • Can access to the launch site and nearby ground hazard areas be controlled effectively?
  • Can the required debris dispersion radius fit within the proposed site boundary, with evidence supporting the calculation?
  • How do the flight path, impact locations and contingency profiles interact with populated areas, air and marine traffic, and critical assets?
  • Can the operator survey, notify, control or evacuate the relevant areas when required?
  • Can the proposal demonstrate environmental-law compliance and address security considerations?

One figure in Transport Canada’s requirements needs particular care: more than 370 km (200 nautical miles) from land appears in a definition concerning an area outside the UN Exclusive Economic Zone. It is not a standard launch-site setback or safety-zone radius. (Transport Canada’s application requirements)
