Scotland’s 2026–31 Programme for Government commits to feasibility studies on the viability and cost of bringing Wardie Bay and sections of the Water of Leith into safe public use. Before those studies, the Government says it will commission a scoping study. Wardie Bay already has a bathing-water monitoring record; the sources cited for the river do not establish an equivalent classification or monitoring series, so the two places cannot be assessed from the same evidence.
What has the Scottish Government committed to?
The Programme for Government 2026–31 says the Government will commission feasibility studies examining the “viability and cost” of bringing Wardie Bay and sections of the Water of Leith into safe public use. This is a commitment to investigate what may be feasible; it is not a decision that swimming will be approved or that any particular river stretch will be opened for bathing.
In Parliament on 1 October 2026, Cabinet Secretary for Climate Action and Rural Affairs Gillian Martin said: “As an initial step, I will commission a scoping study to identify the best approach for increasing public amenity use of waters in urban environments.” She said it “will consider both historical and current sources of contamination, any water quality improvements that are required, public safety considerations, technical feasibility and likely costs.” The scoping findings are intended to inform the later feasibility studies. The exchange did not give a start or completion date for the scoping work, identify the Water of Leith sections under consideration, or set out detailed terms of reference. Those are still open questions for residents and water users.

What does the evidence say about Wardie Bay?
Its annual classification
Wardie Bay was designated as a bathing water in 2023. SEPA’s published results show a classification of Good for 2025, following Excellent in 2024 and Good in 2023. These annual classifications are calculated from a four-year data set of measurements for E. coli and intestinal enterococci. They describe a longer-term statistical record, not the water conditions on a particular day. SEPA’s results page also lists individual 2026 sample results, which vary by sampling date; an individual result should not be treated as a stand-alone guarantee of safety. SEPA’s advice after heavy rain
SEPA describes Wardie Bay as a small urban beach beside Granton Harbour and identifies it as vulnerable to short-term pollution after heavy rainfall. Its advice is not to bathe during heavy rain or for 1–2 days afterwards, because pollution risks can include sewer overflows. What is known about the Water of Leith?
The sources cited for the Government’s commitment do not establish a bathing-water classification or an equivalent routine bathing-water sampling record for the Water of Leith sections being discussed. Wardie Bay’s monitoring results cannot be transferred to the river. The purpose of the proposed scoping and feasibility work is to examine conditions and requirements, including contamination sources, water-quality improvements, public safety, technical feasibility and cost.
A 2024 Scottish Government information release reported plans to address 24 high-priority unsatisfactory combined sewer overflows discharging into the Water of Leith by 2027. That is a reported plan, not confirmation that all work has been completed, and it does not by itself establish that any stretch is suitable for recreation. SEPA’s 2026 Scotland-wide summary says 97% of designated bathing waters met required standards and 82% achieved Good or Excellent. Those figures describe designated bathing waters across Scotland, not Wardie Bay alone and not the Water of Leith. What residents still need answered
The Government’s commitment begins a process, but the parliamentary exchange did not provide the details needed to judge when or where it could lead to changes in public access. Useful questions for the Government and relevant agencies include:

- When will the scoping study start and conclude, and when will its findings be published?
- Which Water of Leith sections will be assessed, and how will those locations be selected?
- How will residents, swimmers and other water users contribute?
- What baseline monitoring will be used, and how will routine conditions be distinguished from short-lived pollution events?
- Which agency will publish results and explain short-term risks to the public?
- How will the study assess any required infrastructure or water-quality improvements alongside public safety, technical feasibility and cost?
What was raised about dredging at Wardie Bay?
In the 1 October 2026 parliamentary exchange, MSP Sanne Dijkstra-Downie raised dredging and raking that she said had taken place at Wardie Bay over several days in August 2026 and asked about a presumption against dredging during the bathing season. Martin said she did not know the details and deferred to SEPA on licence conditions. The exchange records a concern and a request for clarification; it does not establish whether the work breached a condition or what regulatory conclusions, if any, were reached.
