Businesses build a deforestation-free supply chain by running a risk-based due-diligence system: adopt a clear policy, map commodities and production sites, trace higher-risk materials to sufficiently granular origins, assess legality and deforestation risk, require corrective action, and verify results continuously. The system must cover direct and indirect suppliers, not just the last company that issued an invoice.
Companies selling into or exporting from the European Union need a separate, product- and role-specific check against the current EU Deforestation Regulation (EUDR) text and implementation guidance. The general framework below helps build control; it is not a substitute for determining whether a particular product, operator or deadline falls within the law.

Define what “deforestation-free” means for your business
A useful policy combines environmental, legal and supply-chain requirements instead of treating a supplier declaration as proof. State which commodities, products, subsidiaries, suppliers and markets are covered; what evidence is required; who approves exceptions; and what happens when a supplier cannot meet the standard.

For timber and wood products, include both deforestation and forest degradation concerns, together with legality of harvest and trade. Set a date rule that can be tested against production records and geolocation data. Under the European Commission’s EUDR explainer, the relevant cutoff is after 31 December 2020, with an additional forest-degradation condition for harvested wood. Other markets or voluntary commitments may use different definitions, so record the rule that applies to each product and destination.

Make the policy operational. Procurement contracts, supplier onboarding, product specifications, grievance procedures and internal audit plans should all refer to the same requirements. A policy that sustainability staff understand but buyers are not measured against will not change purchasing decisions.
Assign accountability before collecting data
Give senior leaders a decision role
Name an executive owner with authority over purchasing, supplier remediation and budget. The board or an equivalent governing body should receive updates on material risks, unresolved cases and whether controls are working. Senior oversight matters because eliminating a high-risk source can affect cost, continuity and relationships with small producers.
Divide responsibilities across functions
- Procurement: includes requirements in tenders, contracts, purchase orders and supplier reviews.
- Sustainability or environmental teams: define risk methods, review evidence and coordinate remediation.
- Legal and compliance: determine product scope, market obligations, contractual language and escalation thresholds.
- Operations and quality: reconcile volumes, lots, facilities and chain-of-custody records.
- Finance and internal audit: test controls, retain evidence and check that incentives do not reward opaque sourcing.
Tell suppliers and relevant business partners what information is required, how often it must be updated, how complaints can be raised and what support is available. Apply the same expectations to traders, processors and agents that sit between your company and the producer.
Map commodities, suppliers and production sites
Start with a complete inventory of products and inputs that could be linked to forest conversion or illegal harvesting. Record the commodity or species, product code, country of production, processing steps, supplier, intermediary, facility and destination market. Include private-label goods and indirect ingredients; a supplier’s name alone does not identify where a product was produced.
Build a living supply-chain register
- List every relevant finished product, component and raw material, including substitutes used when the preferred material is unavailable.
- Link each item to direct suppliers, traders, processors, warehouses and production sites.
- Ask suppliers to identify their own upstream sources and the point at which material enters a certified, segregated or mass-balance system.
- Capture production-area information, such as farm, concession or plot identifiers, when risk or regulation requires it.
- Record data provenance, collection date, responsible person and any unresolved gap.
Prioritise mapping effort. Begin with commodities, regions, suppliers and business relationships where forest-conversion pressure, weak governance, opaque trading or poor historical performance creates the greatest exposure. Re-map when a supplier, product, processing route, ownership structure or market changes. A static spreadsheet becomes inaccurate as soon as sourcing shifts.

Use a practical risk register
| Risk dimension | Questions to record | Possible evidence |
|---|---|---|
| Commodity and product | Could this material originate from a forest-risk commodity or wood source? | Specification, species or commodity declaration, bill of materials |
| Geography | What country, jurisdiction and production area supplied the material? | Farm, concession or plot geolocation; permits; maps |
| Business relationship | How much visibility and leverage does the company have over the supplier and upstream chain? | Contracts, supplier ownership and intermediary records |
| Past performance | Were there previous complaints, legal breaches, audit findings or unexplained volume changes? | Grievance log, enforcement records, audit reports, transaction history |
| Control environment | Does the supplier operate a credible due-diligence and traceability process? | Procedures, training records, reconciliations and corrective-action history |
Assess risk and match traceability to the risk
Traceability is not a single technology or certificate. It is the ability to connect a product claim to reliable information about origin, movement, transformation and legality. The appropriate level depends on the likelihood and severity of harm and on the quality of available evidence.
Use graduated traceability
- Supplier-level: identifies the immediate seller and its policy. This may be a starting point for low-risk relationships, but it does not establish production origin.
- Jurisdiction-level: links material to a region or administrative area supported by land-use, legality or monitoring evidence. It can be useful where production is controlled and data is credible.
- Site-level: identifies a farm, concession or facility and connects its output to deliveries. This gives a stronger basis for checking land status and production dates.
- Plot-level: provides geolocation for individual production plots. High-risk contexts or applicable regulation may require this granularity.
Assess both the information and its reliability. Check who collected it, when it was updated, what portion of the supply is covered, whether volumes reconcile, and whether an independent source corroborates it. A map that covers only a small share of a supplier’s purchases should not be presented as full-chain visibility.
Evaluate legality and land context
Review land tenure, permits, harvesting rights, protected-area status, customary rights, labour and environmental requirements, and relevant enforcement conditions. Ask whether the supplier’s evidence covers the actual production site rather than a headquarters or trading address. Where rights of Indigenous Peoples or local communities may be affected, include consultation and grievance information in the assessment.
Do not treat certification as conclusive
Certification can provide useful chain-of-custody or production controls, but its scope, audit method, geographic coverage and material model must be tested. Determine whether material is kept separate, mixed under controlled accounting or merely associated with a claim. Check whether the certificate covers the relevant site, period and product. Certification is one input to due diligence, not an automatic finding that a product is deforestation-free.
Choose a chain-of-custody and assurance approach
Different approaches solve different problems. Compare them against the evidence your policy and markets require rather than selecting a tool because it produces a dashboard or a certificate.

| Approach | What it can establish | Questions to test |
|---|---|---|
| Direct tracing to origin | Connects lots or volumes to a farm, plot, concession or other production site. | Is the origin data complete, current and reconciled to purchased volumes? Can changes be detected? |
| Supplier-system assessment | Evaluates whether a supplier has functioning due-diligence controls. | Are controls independently tested? How are exceptions, subcontractors and grievances handled? |
| Jurisdictional evidence | Uses credible regional land-use, legality or monitoring information to support lower-cost coverage. | What area and producers are covered, and can the evidence distinguish compliant from non-compliant sources? |
| Certification or controlled chain of custody | Provides defined rules for eligible material and movement through the chain. | What is the certificate’s scope, custody model, audit quality and treatment of mixed material? |
| Remote sensing and risk data | Flags possible forest loss, land-use change or inconsistencies for investigation. | What is the spatial and temporal resolution, and how are false positives and remediation handled? |
Across all approaches, compare traceability granularity, custody model, data provenance, independent corroboration, ability to support remedy, interoperability with supplier and regulatory records, and accessibility for small suppliers. OECD-FAO guidance describes these as complementary options rather than ranking commercial providers.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsTurn findings into a risk-management plan
For each material risk, document the finding, affected products and sites, responsible owner, corrective action, deadline, evidence of completion and consequence if the action fails. Separate immediate containment from longer-term prevention. For example, pause a questionable lot while investigating, then improve supplier mapping and purchasing incentives so the same gap does not recur.
Work with suppliers instead of relying only on termination
Supplier engagement can include training, data templates, shared mapping, field support, financing for compliance improvements and a phased plan for smallholders. Set measurable milestones, such as submitting complete origin records, resolving unexplained volume discrepancies or establishing a functioning grievance channel. Continue purchasing only when the risk is within the policy’s accepted threshold and the supplier is meeting agreed milestones.
Address impacts beyond one contract
Deforestation drivers can involve roads, land speculation, weak enforcement and community rights that a single buyer cannot fix. Where relevant, engage affected communities, Indigenous Peoples, civil-society organisations and local authorities. Landscape-level initiatives can complement company controls, provided participation, governance and results are transparent. Do not claim that participation alone proves a product is compliant.
Monitor, verify and report continuously
Verification should test whether controls work in practice and whether impacts or risks return. Use a risk-based combination of documentary review, supplier-record reconciliation, remote-sensing alerts, independent audits, site investigations and stakeholder consultation. No single method sees every failure: satellite information may flag land-cover change but not explain tenure or legality, while an audit may miss sites outside the sample.

Set monitoring triggers
- New supplier, production site, intermediary or processing route.
- Change in country, jurisdiction, commodity, species or product code.
- Unusual volume, price or shipment patterns that do not reconcile with production capacity.
- New complaint, enforcement action, media allegation or community report.
- Remote-sensing alert or other evidence of land-use change after the policy cutoff.
- Expired permit, certificate or supplier declaration.
Define review frequency by risk. High-risk sources need more frequent and granular checks than stable, well-evidenced low-risk sources. Retain the underlying records, not only a pass/fail result, so an auditor or regulator can reconstruct the decision.
Report honestly
Report the scope of the system, commodities covered, proportion mapped to each traceability level, significant risks found, corrective actions, unresolved cases and how affected stakeholders can raise concerns. Explain limitations such as incomplete upstream data or reliance on regional evidence. A transparent limitation is more credible than an unsupported zero-risk claim.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Understand the EU Deforestation Regulation separately
The European Commission’s explainer says EUDR due diligence applies to relevant products within the regulation’s scope, including products first placed on the EU market or exported from it. Whether a business is an operator, trader or another role, and whether a product code is covered, must be confirmed against the current legal text and guidance.
Information businesses may need to collect
- Product description and relevant classification or product code.
- Quantity and transaction information.
- Supplier and business-partner details.
- Country of production.
- Evidence that production complied with applicable legislation.
- Geolocation of the production plot or plots.
- Evidence needed to assess the post-31 December 2020 deforestation cutoff and, for harvested wood, forest degradation.
If the required information cannot be collected, the Commission explainer states that the operator must not place the relevant product on the EU market or export it. Do not generalise this statement to every product or company without checking the current regulation, annexed product codes, role definitions, guidance, FAQs and implementation timing. Keep legal review separate from a voluntary corporate policy so a change in law can be reflected without rewriting the entire control system.

Build a data system that people can audit
A spreadsheet can support an initial inventory, but larger or changing chains need a controlled system linking suppliers, sites, lots, documents, geolocations, risk decisions and corrective actions. Design data fields around the questions an investigator must answer, not around the features of a software product.
Best Value
Selection criteria for traceability and monitoring tools
- Coverage: commodities, regions, suppliers and production sites included.
- Granularity: ability to move from supplier or jurisdiction to farm or plot when risk demands it.
- Provenance: source, collection date, update process and version history for every record.
- Corroboration: support for independent documents, remote sensing, audits and stakeholder evidence.
- Interoperability: import and export with procurement, inventory, supplier and regulatory records.
- Exception handling: alerts, ownership, deadlines, escalation and evidence of closure.
- Accessibility: practical data-collection methods and cost for small suppliers and producers.
- Security and permissions: controls for sensitive geolocation, commercial and community information.
Tool use does not itself establish legality, deforestation-free status or regulatory compliance. Validate the underlying data and retain human review for high-consequence decisions.
Implement the system in manageable phases
Phase 1: establish scope and baseline
Approve the policy, assign owners, inventory products and suppliers, identify priority commodities and markets, and record current evidence gaps. Freeze unsupported claims while the baseline is being built.
Phase 2: map and classify risk
Collect origin, site, volume and legality information; classify relationships by risk; and set the traceability level and review frequency required for each class. Escalate missing or contradictory data rather than silently downgrading the risk.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Phase 3: remediate and verify
Issue supplier action plans, provide proportionate support, investigate alerts, consult relevant stakeholders and verify completion through independent or otherwise credible evidence. Decide whether to continue, condition, suspend or exit a relationship using the policy’s documented thresholds.
Phase 4: institutionalise learning
Feed findings into contracts, supplier selection, product design, purchasing forecasts and training. Review the risk model when monitoring identifies new drivers, when regulations change or when a supplier’s structure changes. Treat each incident as a control-design lesson, not merely an isolated failure.
Common failure modes and fixes
- Only mapping direct suppliers: require upstream production-site information and identify traders and processors.
- Applying identical checks everywhere: prioritise by commodity, geography, supplier performance and severity.
- Accepting a certificate without checking scope: verify the site, period, custody model, material coverage and audit reliability.
- Collecting data with no volume reconciliation: compare production capacity, shipment records, processing yields and purchased quantities.
- Using remote sensing as a final verdict: investigate alerts with legal, tenure and stakeholder evidence.
- Ignoring smallholders and local rights: provide accessible support, consult affected people and avoid shifting costs without assistance.
- Stopping after onboarding: monitor continuously and trigger reassessment after changes or complaints.
- Making broad EUDR claims: confirm the current product codes, roles and implementation requirements for the exact transaction.
What a defensible record should show
For every material product or source, an independent reviewer should be able to see the policy requirement, supply-chain map, risk classification, evidence reviewed, reasoning behind the decision, supplier communications, mitigation actions, verification results and approval. Link records to dates and responsible people. Preserve superseded versions so a later review can determine what was known when a purchase was made.
The strongest systems connect purchasing decisions to outcomes: less exposure to forest conversion, faster response to credible complaints, better visibility for high-risk origins and documented support for producers and communities. They treat traceability as a means to identify and remedy harm, not as a marketing label.

A deforestation-free supply chain is built through accountable governance, risk-prioritised mapping, evidence matched to the required traceability level, supplier remediation and continuous verification. Start with the highest-risk commodities and origins, increase detail to farm or plot level where necessary, triangulate claims with independent evidence, and check EU obligations separately for each product and business role.
