Businesses assess exposure by tracing each important raw material through the components, suppliers, processors, traders and recyclers that support it, then testing how concentration, import dependence, geopolitics, trade restrictions, traceability gaps and limited substitutes could affect operations. The assessment becomes useful when every material is tied to a disruption scenario, a measurable business consequence, a mitigation owner and a review date.
This approach applies to minerals bought directly and to materials hidden inside purchased components. It also separates physical-supply risk from responsible-sourcing due diligence, which addresses related but different questions.

What an exposure assessment must answer
A useful assessment answers six practical questions:
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitches- Which products, processes and components depend on a material?
- Where is that material extracted, processed, refined, transported, traded, recycled and stored?
- How concentrated is supply at each stage, and which countries or companies control it?
- What political, trade, logistics or governance events could interrupt the route?
- How quickly would a shortage affect production, customers, safety, revenue or legal obligations?
- What actions can reduce the exposure, who owns them and when will they be reviewed?
Do not treat a material as low risk simply because its mine origin is known. Processing may be concentrated elsewhere, and a company may have no visibility beyond its direct supplier.

Understand the regulatory context before setting your scope
Proposed EU requirements for certain large companies
The European Commission’s COM(2025) 946 final, dated 3 December 2025, proposes amendments to Regulation (EU) 2024/1252. It would require identified large companies operating in the Union, using strategic raw materials in specified sectors, to map components containing those materials and the stages where they are extracted, processed or recycled. The proposal describes an assessment at identification and at least every three years, with findings presented to the board and mitigation for significant vulnerabilities.
That text is a legislative proposal, not a blanket obligation currently applicable to every business. Confirm adoption, the final wording, company-size tests and sector scope before treating it as law.
Existing 3TG due-diligence duties
Regulation (EU) 2017/821 creates risk-management duties for covered Union importers of tin, tantalum, tungsten and gold (3TG) originating from conflict-affected and high-risk areas. Those duties concern adverse impacts and responsible sourcing. They are not a general physical-shortage test for every mineral or company. The European Commission’s “Due diligence ready!” portal provides OECD-based guidance and tools that can also help smaller businesses organize supplier inquiries.

Step 1: Define critical materials and business consequences
Start with products, processes and components
Build a list of products and operational processes whose interruption would materially affect output, service delivery, revenue, safety, environmental performance or compliance. For each product, obtain the bill of materials (BOM), including subassemblies bought as finished items. Ask engineering and procurement to identify indirect materials such as catalysts, specialty alloys, coatings, magnets, batteries, electronics and packaging inputs when their absence can stop a line.
Capture the minimum decision data
For every material or material-containing component, record:

- annual quantity and spend;
- the percentage of the product or process that depends on it;
- on-hand inventory and days of coverage;
- supplier lead time and likely recovery time after an incident;
- approved suppliers, alternates and qualification status;
- technical, safety and regulatory constraints on replacement;
- the financial, customer, safety and legal consequence of a shortage.
There is no universal scoring formula in the cited EU proposal. Make your assumptions explicit rather than presenting a precise-looking score whose weights nobody can explain.
Step 2: Map the material and component supply chain
Trace every stage you can verify
Link each BOM item to the direct supplier and then to available upstream actors. Record extraction or collection sites, concentration and refining plants, recycling facilities, trading or transport points, warehouses and country of dispatch. A component supplier may be unable to name a mine, but it should be able to identify the processor or refiner and explain its own information source.

The International Energy Agency defines traceability as following origin, movement, custody and transformation. Use that definition: a country-of-invoice field alone is not provenance.
Label confidence and data age
Give every data point a status such as verified, supplier-reported, inferred or unknown. Store the evidence, reporting period and date received. Separate the share of volume with a known origin from the share with a known processing route. A supplier declaration that has not been refreshed for several years should not receive the same confidence as a recent, independently corroborated record.
Coverage usually declines beyond direct suppliers. In an IEA report published in 2026, two-thirds of more than 80 surveyed companies active in critical-mineral supply chains reported some traceability system: 30% reported full coverage and 40% coverage of selected minerals or supply chains. The figures describe that survey, not the performance of every industry.

Step 3: Score the exposure on separate risk axes
Use a transparent scale, such as low, medium and high, or a numerical scale with documented definitions. Keep likelihood and impact separate. An unlikely event at a sole-source processor can deserve more attention than a likely event with a six-month buffer and qualified alternatives.

Why country of origin is not enough
The European Environment Agency’s EU supply-risk methodology combines concentration, supplier-country governance, import reliance, trade issues, recycling and substitution. This reflects the way a disruption actually propagates: a politically stable mine can still depend on one overseas refiner, a single port or an export licence.
The IEA reported that export controls threatened mineral supplies in 2025. Include policy changes in scenarios even when current shipments are arriving normally.
Step 4: Convert scores into disruption scenarios
For each high-priority material, write a short scenario with a trigger, affected stage, duration and business result. Useful scenarios include:
- loss of a dominant source country;
- a fire, outage or contamination event at a refining or processing plant;
- an export restriction, sanctions measure or new licensing requirement;
- port closure, shipping interruption or transport corridor failure;
- failure or insolvency of a direct supplier;
- quality rejection that removes an apparently available alternative.
Map the scenario to the exact component and process it affects. Model at least the time to consume existing inventory, the time to qualify another source, the time for that source to deliver and the expected recovery sequence. Where data is missing, show a range and mark the uncertainty; do not silently assume the best case.

Step 5: Prioritise the exposures that need action
Prioritise the combination of high operational consequence, concentrated or fragile supply, low traceability confidence and few feasible substitutes. A material with high geopolitical exposure but multiple qualified suppliers and a year of inventory may rank below a less famous material that has one processor and two weeks of coverage.
Use a risk register that records the material, affected products, scenario, likelihood, impact, confidence, current controls, residual risk, action, owner, budget, target date and next review. Unknown origin or processing should appear as an information gap requiring an owner, not as a zero-risk score.
Step 6: Choose mitigation that fits the failure mode
Diversify supply and contracts
Qualify suppliers in different countries and, where possible, different processing networks. Geographic diversity is not genuine diversification if every supplier buys from the same refiner. Consider longer-term contracts, minimum-volume commitments, alternative logistics routes and strategically justified inventory buffers. Compare carrying cost with the value of avoided downtime and the time needed to qualify a replacement.
Increase secondary-material use
Assess recycled or otherwise secondary feedstock for quality, availability, recovery yield and regulatory acceptance. The option is strongest when recycling capacity and take-back arrangements exist before a disruption occurs. Do not count theoretical global recycling potential as a usable substitute without a contract, specification and delivery path.
Substitute or redesign
Engineering can reduce dependence through a different material, lower loading, a modular design or a process change. Include testing, safety certification, customer approval, tooling and production-ramp time in the scenario. A substitute that takes 18 months to qualify does not solve a two-month interruption.
Best Value
Improve supplier and tier visibility
Standardize supplier questionnaires, require updates when sources or processors change, and place traceability data in procurement and enterprise-risk systems. Contractual disclosure clauses, independent checks and targeted audits can improve confidence, but an audit is not proof that every upstream transaction is visible.
Step 7: Govern, report and refresh the assessment
Present significant exposures, assumptions, scenario results, data gaps and mitigation progress to senior leadership or the board. Assign an accountable executive and an operational owner for each action. Record decisions when management accepts residual risk.
Refresh the assessment after a material sourcing change, supplier acquisition or failure, product redesign, new trade restriction, major price or capacity shift, or a change in recycling availability. The proposed EU approach uses a recurring period of at least every three years for the companies it would cover; businesses with volatile supply chains should review important routes more often.
Use EU trend data as context, not as your company score
The EEA reports that, among 66 materials assessed, supply risk increased for 36, stayed steady for five and decreased for 25 between 2011 and 2023. The indicator uses EU data and is repeated every three years. It signals changing external conditions, but it is not a forecast and does not measure any one company’s exposure. Combine it with your own BOM, contracts, inventory, processing locations and consequence analysis.
Common assessment mistakes
- Stopping at the first-tier supplier: request processor, refiner, mine or recycler information and record what remains unknown.
- Counting countries instead of capacity: three suppliers may share one plant or trading intermediary.
- Calling an alternative “available” without qualification: test technical, safety, regulatory and production lead times.
- Mixing responsible sourcing with shortage risk: a clean due-diligence record does not guarantee supply continuity, and a shortage scenario does not by itself establish an adverse human-rights impact.
- Hiding uncertainty: confidence and data age belong beside every score.
- Writing a report without owners: every material vulnerability needs an action, accountable person and due date.
A practical deliverable for management
The finished assessment should contain a material-and-component register, an upstream map, confidence ratings, the risk-axis scores, disruption scenarios, a ranked risk register and a mitigation plan. Attach the assumptions and evidence so a new procurement or engineering lead can reproduce the result. The board-level view can be concise, but it should show which exposures could stop operations, what is being done, what remains unknown and when the decision will be revisited.
