How Can Airlines Measure Whether Automated Passenger Recovery Is Working?

Airlines should judge automated passenger recovery by the outcomes it produces for people and the operation—not by how many messages a system sends. A credible measurement program follows each disrupted passenger from disruption detection through a viable offer, accepted rebooking, ticketing and departure-control updates, baggage handling, notification and final arrival. It combines speed, completion, journey impact, operating workload, cost, revenue, and passenger experience, with every rate tied to a clearly stated denominator.

No single average, satisfaction score or automation percentage proves that automation caused an improvement. Airlines need a baseline, comparable disruption events, passenger-level records and audits of failures and exceptions.

What “working” means in passenger recovery

Recovery is complete only when the passenger can actually travel on a valid replacement itinerary. Generating an itinerary in a planning engine is an intermediate action, not a recovered passenger.

An end-to-end flow normally includes schedule and disruption detection, inventory search, reservation changes, ticket reissue or revalidation, departure-control-system handling, baggage-routing instructions, partner-airline coordination where applicable, and clear passenger notification. Amadeus describes this integration across schedule, reservation, inventory, ticketing, DCS and notification systems. A scorecard that measures only the first automated offer can therefore report success while passengers remain unticketed, uninformed or unable to board.

Define the unit of measurement before choosing KPIs. An event is a disruption such as a cancellation or airport closure. A passenger record is an individual traveler affected by that event. A journey may contain several passengers and several flight legs. Report event-level metrics for operational control and passenger-level metrics for customer outcomes; do not substitute one for the other.

The core scorecard

The following dimensions cover the chain from detection to arrival. Airlines should document eligibility rules, numerator, denominator, time window and accounting boundary for every metric.

Dimension Measures to define locally What it reveals
Speed Minutes from detection to first viable itinerary, notification, accepted booking, ticketed booking and final recovered itinerary Where passengers wait and where the workflow stalls
Recovery completion Eligible, offered, accepted, ticketed, confirmed, completed, abandoned and manually handled passengers Whether an automated action became a usable journey
Journey impact Arrival delay against the original plan, missed connections, overnight stays and number of itinerary changes Whether recovery reduced disruption rather than merely clearing a queue
Operations Contact-center contacts and handling time, airport-agent workload, exceptions, schedule integrity and crew-connection impact Effects on the wider operation and staff capacity
Economics Re-accommodation, hotel and care expense; revenue and capacity effects; cost per completed recovery Whether faster recovery is financially sustainable
Passenger experience Clarity, suitability, ease of acceptance, satisfaction, complaints, opt-outs and agent-request rate Whether people understood and could use the solution
Equity and resilience All preceding measures by route, cabin, disruption severity, itinerary complexity, accessibility or other relevant needs Whether an aggregate result hides poor outcomes for a subgroup

Use a timestamp chain, not one “recovery time”

Store immutable timestamps for each milestone:

  1. Detection: when the disruption became actionable in the airline’s operational system.
  2. First viable option: when an itinerary met the airline’s rules for connection time, inventory, ticketing and passenger eligibility.
  3. Passenger notification: when the message was handed to the delivery channel and, where available, when it was delivered or opened.
  4. Accepted booking: when the passenger selected or confirmed an option.
  5. Ticketed and operationally confirmed: when reservation, ticket and departure-control records were valid.
  6. Final recovered itinerary: the last accepted itinerary after later changes.
  7. Outcome: actual departure and arrival, including missed connections, overnight stays and further disruptions.

Report medians and upper-tail percentiles, not only means. A mean of 20 minutes can coexist with a long queue of passengers waiting several hours. Track the share reaching each milestone within locally defined service windows, and preserve both automated system events and the final booking outcome so that retries and reversals are visible.

Illustrative timings are not benchmarks

An Amadeus disruption-management scenario describes an airport closure affecting 50 flights and 8,000 passengers: about 30 minutes for schedule and crew recovery, 40 minutes for passenger recovery and 70 minutes to find a solution for everyone. These figures describe that illustrative scenario, not a cross-airline service-level target. Event scale, inventory, airport rules and partner availability can make another incident materially slower or faster.

  • Eligible: passengers in the defined disruption population who can be considered for automated recovery.
  • Offered: eligible passengers for whom at least one rule-compliant option was generated.
  • Notified: passengers for whom a message was sent, with delivery failures separated.
  • Accepted: passengers who selected or confirmed an option.
  • Ticketed and confirmed: accepted passengers whose reservation, ticket and operational records are valid.
  • Completed: passengers who actually traveled the recovered itinerary or reached the defined final destination.
  • Escalated or abandoned: passengers requiring an agent, declining all options, timing out, or remaining unresolved.

For each rate, show the numerator and denominator. “Acceptance rate” could mean accepted divided by notified, offered or eligible; those are different business questions. Keep successful self-service users separate from all notified passengers. In an Amadeus-reported Air France case, more than 580,000 disrupted passengers were notified over four months in 2021, and 89% of disrupted passengers who successfully used self-service said the information and next steps were clear. The 89% denominator is successful self-service users, not everyone notified, and the vendor report does not establish a controlled causal effect.

Track exception quality

Count duplicate or invalid offers, failed ticketing, stale inventory, notification bounces, partner confirmation failures, baggage exceptions and cases handed to agents. Calculate an exception rate per eligible passenger and a resolution time for each exception type. A low contact rate is not automatically good if passengers abandon the process without help.

Test whether the journey actually improved

Compare each recovered itinerary with the original plan and record:

  • arrival delay in minutes and the distribution of that delay;
  • missed connections and additional connection attempts;
  • overnight accommodation and meals provided;
  • number of itinerary changes before final travel;
  • bag-delivery or baggage-rerouting failures;
  • cancellations or no-shows after an automated rebooking.

These outcomes prevent an airline from declaring victory because it cleared a rebooking queue while passengers arrived later, made extra connections or lost baggage. Segment results by disruption type, airport, route, cabin, itinerary complexity and partner involvement. A multi-flight airport closure should not be pooled with one missed connection without stratification.

Include the operation and the economics

Automation can shift costs rather than remove them. Re-accommodation on another carrier may reduce delay but consume scarce seats or displace higher-value revenue. A cheap option may increase hotel, meal, compensation or contact-center costs. Measure at least:

  • revenue and seat-capacity effects, including displaced demand;
  • contact-center contacts, handle time, repeat contacts and airport-agent workload;
  • schedule integrity, aircraft rotation and crew-connection effects;
  • cost per eligible passenger and cost per completed recovery.

Amadeus lists customer service, operational costs, schedule integrity, crew connections, time, revenues, rebooking costs, overnight costs, passenger revenue and value, and loyalty score among the optimization considerations for recovery strategies. Treat those as dimensions to configure and measure, not as proof that a particular strategy is superior.

Measure passenger experience independently

A transaction can be technically valid yet confusing or unsuitable. Ask passengers whether the option was clear, fit their needs, was easy to accept and left them satisfied. Record complaints, opt-outs and requests for an agent alongside survey responses.

Segment survey results by route, origin-destination pair, cabin, disruption severity, language, accessibility need and self-service versus agent-assisted path. IATA’s PaxInsight service describes collecting responses 24 to 48 hours after travel, representative sampling by class and origin-destination pairs, benchmarking by route, airline and class, and more than 60 travel attributes. That is a general passenger-journey measurement service rather than a disruption-specific scale, so airlines should add recovery questions and link responses to the disruption cohort where privacy rules permit.

Do not use a vendor testimonial as a measured effect. A Finnair executive statement hosted by Amadeus says disruption-handling satisfaction improved and contact-center workload decreased, but it supplies no quantified baseline or independent methodology.

Design a credible before-and-after evaluation

  1. Document the baseline. Record the pre-automation workflow, staffing, policy rules, system versions, partner agreements and historical outcomes for a defined period.
  2. Define eligibility. Specify which cancellations, delays, misconnections and airport events enter the automated population. Record severity, geography, time, passenger mix and partner inventory availability.
  3. Freeze event definitions. Use the same timestamp definitions, time zones, passenger deduplication rules and completion window before and after rollout.
  4. Preserve raw evidence. Store generated offers, policy decisions, notification attempts, booking and ticketing responses, DCS status, agent interventions and final travel outcomes.
  5. Compare like with like. Use a phased rollout, matched comparison group or carefully stratified historical baseline where practical. If disruption mix or operating conditions differ, describe the result as an association rather than a causal effect.
  6. Report uncertainty and distribution. Publish counts, rates, medians, upper-tail times and confidence intervals where the analytics team can support them. Explain missing data and excluded passengers.
  7. Audit exceptions. Sample failed notifications, invalid offers, duplicate bookings, partner failures and agent escalations. Read passenger comments to verify that a completed transaction was useful.

A controlled trial is difficult during irregular operations because weather, air-traffic restrictions, fleet availability and partner inventory change simultaneously. A transparent quasi-experimental design is still stronger than a simple launch-month comparison.

Build dashboards that support decisions

Executives need a small set of trend lines; operations teams need drill-down. Show event-level status for active disruptions and passenger-level plans for review after the event. Useful dashboard controls include disruption type, airport, route, cabin, partner, policy version, automation path and exception category.

Set alerts for deteriorating completion, long notification queues, ticketing failures, rising agent-request rates, unusual cost per completed recovery and widening gaps between passenger segments. Keep a versioned record of policy changes so an apparent improvement is not confused with a change in eligibility or denominator.

How to interpret published figures

Historical vendor figures can illustrate measurement, but they are not universal targets. The Air France self-service figures above are from an Amadeus Global Report published in 2021 and are vendor-reported. The airport-closure timings are an approximately 2018 illustrative scenario. Neither establishes a current industry benchmark.

An Amadeus white paper estimated that disruption cost airlines 8% of revenue, or $60 billion worldwide. The cited passage does not establish a current-year basis or directly comparable methodology, so airlines should not present that estimate as a current industry statistic.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A 2025 Amadeus press release about a Bulgaria Air collaboration records an agreement and a CEO statement about helping passengers faster and making the experience more flexible. It establishes a deployment agreement, not observed post-deployment outcomes. The same distinction applies to any supplier’s product-page claims about dashboards, mass re-accommodation, scenario comparison or possible rebooking on other carriers.

Common measurement failures and fixes

Counting offers instead of passengers

Failure: reporting the number of itineraries generated. Fix: connect every offer to acceptance, valid ticketing, notification and completed travel.

Publishing a percentage without its denominator

Failure: calling 89% “passenger clarity” without explaining who answered. Fix: print numerator, denominator, cohort and survey timing beside every rate.

Pooling incomparable events

Failure: combining a major airport closure with isolated misconnections. Fix: stratify by severity, scale, airport, route and partner availability.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Optimizing speed at any cost

Failure: minimizing time to offer while increasing hotel expense, revenue displacement or invalid bookings. Fix: review speed with journey, operational and economic measures in the same decision meeting.

Ignoring people who leave the funnel

Failure: measuring only successful self-service users. Fix: include delivery failures, abandonment, opt-outs, agent requests and unresolved passengers.

Claiming causation from a launch comparison

Failure: attributing improvement to automation when weather, staffing or inventory changed. Fix: use matched or phased comparisons and label observational results as associations.

A practical minimum viable scorecard

An airline starting from sparse data can implement these fields first: disruption ID; passenger and itinerary IDs; eligibility reason; detection time; first viable option time; notification sent and delivered times; acceptance; ticketing and DCS confirmation; agent intervention; final arrival; missed connection; overnight care; direct recovery cost; contact-center contacts; and a post-travel clarity and suitability response. Add route, cabin, disruption severity, partner and accessibility segments from the beginning so later equity analysis is possible.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Review the scorecard after every significant event, then publish a monthly trend with event mix and denominator definitions. The objective is not a single “automation score.” It is evidence that passengers reach a valid journey faster or more reliably, without unacceptable cost, operational damage or unequal treatment.
