After an Indian GST rate change, first determine which rate applies to each transaction under the time-of-supply rules; do not assume the invoice date alone decides it. Then update billing settings, check invoice tax calculations, and reconcile any corrections with the accounting records and GST returns. The applicable rate and effective date depend on the relevant notification and goods or services classification.
Which GST rate applies to a transaction?
Section 14 of India’s Central Goods and Services Tax Act, 2017 sets out special time-of-supply rules when a tax rate changes. The result depends on when the supply took place and the invoice and payment dates. An invoice issued after the change does not, by itself, establish that the new rate applies.

For each affected transaction, establish these facts before deciding the rate:
Free tools Windows power users keep installed
One-click scans. No signup required.
- The effective date stated in the applicable rate-change notification.
- The date of supply under the rules applicable to that transaction.
- The invoice date.
- The payment date, including the statutory definition of receipt of payment that applies to section 14.
- The exact goods or services classification covered by the notification.
Section 14 defines receipt of payment by reference to the date the payment is entered in the supplier’s books or credited to the bank account, whichever is earlier, subject to the section’s proviso for delayed bank credit. Apply the relevant statutory branch to the transaction’s facts rather than relying on a single date.

- Two-Part Carbonless Invoice Book: Each invoice book has 50 sets of invoices, each with a white/light yellow section, with the yellow section retained in the invoice book to maintain detailed records.
- Consecutively Numbered: Enlarged red 6-digit numbers in the upper right corner of each invoice receipt book help you quickly navigate through your orders.
- Wraparound Divider Flap: A thick folded cardboard divider is integrated into the back of each invoice book for use between each two-part sales order to prevent the written content from rubbing off on subsequent copies of the invoice, resulting in wasted invoices.
- 2 Packs/50 Sets (100 Sets Total): Each invoice book provides 50 sequentially numbered carbonless sets of 2 invoice books for long-term use.
- Customizable Space: Each invoice book for small business has space at the top to add a company seal or sticker.
How to update invoices and billing settings
Confirm the rate and effective date first
Identify the notification that applies to the goods or services and confirm its effective date and classification. The title alone does not establish a particular rate change, so do not apply a general percentage to all sales.
Change the relevant tax code and check the invoice
Once the applicable rate is established, update the corresponding tax code or rate in the invoicing process. A GST tax invoice includes the taxable value, applicable tax rate and tax amount, along with other prescribed details. Check that the calculation and total invoice value recalculate correctly. For an intra-state supply, verify the central and state tax components; for an inter-state supply, verify the integrated tax component, as applicable to the transaction. See the CGST Act for the statutory framework.

Preserve the original document when correcting it
If a previously issued invoice needs correction, retain the original document and a clear audit trail for the correction or related note. Avoid silently overwriting the original record: accounting and return reconciliation should make it possible to trace what was first issued and what was subsequently reported.

How to correct information already reported in GSTR-1
GSTN’s GSTR-1 guide describes an amended-invoice workflow for earlier B2B invoice details and provides for reporting credit or debit notes and amended notes in the relevant return tables. Use the appropriate portal workflow for the document and circumstances. Portal instructions do not override statutory conditions or reporting cut-offs; check current law and the live portal guidance before filing a correction.

How to keep the accounting and return records aligned
Maintain a traceable record connecting each affected supply to the rate-change decision and the documents and entries that follow. A practical record set includes:
- The supply and its goods or services classification, with the applicable notification and effective date.
- The original invoice and any later amendment, credit note or debit note.
- The related ledger and tax entries.
- The return period in which each document was reported, together with the filed return record.
GSTN’s GSTR-1 guide says credit and debit notes are reported in the return for the month in which they are issued and describes an outer limit for reporting credit notes. Since statutory limits and portal processes can change, verify the current requirement in the law and GST portal guidance rather than relying on an older deadline.

The cited CGST Act PDF is updated through 2021; it does not establish whether later amendments or notifications changed a rule relevant to a particular transaction. Confirm current law, the applicable notification and current GSTN portal instructions before acting.
