If investors see greater risk, they may demand a higher return to hold Brazilian assets or reduce their exposure, putting pressure on the real and other markets. But an election does not mechanically determine the exchange rate or investment flows: global risk appetite, commodity prices, interest rates, fiscal conditions and Brazil’s external position also matter.
How political uncertainty can reach markets
Investors price assets partly on expectations about future policy and the government’s ability to finance its plans. An uncertain result, or uncertainty about what the next government will do, can make those expectations less predictable. If investors conclude that the outlook has become riskier, they may seek greater compensation for holding Brazilian assets, change their currency positions or defer investment decisions.

The IMF’s 2018 Brazil risk assessment described one possible stress chain: election-related policy uncertainty could weaken confidence, raise funding costs, increase credit stress and contribute to capital-flow reversals, putting pressure on the real and other markets. The report identified a risk for Brazil at that time, not an inevitable result of every election.

Why the Brazilian real may come under pressure
The real can weaken if investors sell Brazilian assets and convert proceeds into other currencies, or if they reduce exposure to the currency itself. The exchange rate also responds to factors beyond domestic politics, including global risk appetite, commodity prices, interest rates and the country’s external position. So an exchange-rate move during an election period is not, by timing alone, proof that the election caused it.
The IMF’s 2018 Article IV analysis likewise identified political uncertainty around the upcoming election as a risk that could raise risk premia, pressure the real and reverse capital flows. Those were risks described in a report about conditions at the time, not a current market assessment.
Foreign investment is not one kind of flow
“Foreign investment” can refer to different activities with different horizons. Portfolio investors may buy or sell financial assets, while currency positioning can change quickly as investors adjust their exposure. Foreign direct investment (FDI) refers to investment in businesses and productive activity; it should not be treated as interchangeable with short-term portfolio flows. Uncertainty can affect plans for direct investment, too, but a decision to build, expand or acquire a business reflects more than election risk.
External financing figures illustrate why the distinction matters. The IMF’s 2018 Article IV report said net FDI had fully financed Brazil’s current-account deficit since 2015; for 2015–17, it reported average net FDI of 3.4% of GDP and an average current-account deficit of 1.7% of GDP. These are historical figures from that report, not current readings or evidence that FDI behaves like short-term capital.

That 2022 figure is a historical flow measure, not a present-day value or an estimate of an election’s effect. See the IMF’s 2023 Article IV report for its dates and definitions.

What past Brazilian episodes can—and cannot—show
The 2002 election and exchange-rate expectations
A Central Bank of Brazil working paper published in 2006, analyzing survey data from January 2002 to June 2003, found that dispersion in exchange-rate forecasts peaked around the October 2002 election. It was about 2.5 times its level at the beginning of the sample in January 2002 or its end in June 2003. That statistic measures disagreement among forecasts, not the amount by which the real depreciated.
The paper also found that foreign-owned institutions were relatively more pessimistic than local institutions during part of the period and documented foreign investors as net sellers of Brazilian stocks and currency ahead of the election. Its authors cautioned that it was difficult to establish unequivocally whether foreign selling worsened equity and currency declines. This episode illustrates a possible channel; it does not establish a universal election effect.

Investment declined amid several pressures
An IMF working paper by Ivo Krznar and Troy D. Matheson reported that “Real investment fell by around 30 percent between the beginning of 2014 and the beginning of 2017.” The authors identified several contributing factors: weaker medium-term growth prospects, rising real interest rates, falling terms of trade, economic-policy uncertainty, rising corporate leverage and lower cash flow. The decline was not an estimate of the effect of an election alone. Read Investment in Brazil: From Crisis to Recovery for the paper’s analysis.

A candidate’s label alone does not tell you how markets will respond. Compare the policy implications and the conditions around them instead:
Best Value
- Fiscal credibility and debt sustainability: Consider whether investors see a plausible path for public finances, rather than relying on campaign rhetoric alone.
- Policy continuity or change: Assess what the result could mean for monetary, regulatory and other economic policy, and how clear and credible those plans appear.
- External conditions: Commodity prices and global appetite for risk can support or weigh on Brazilian assets independently of the election.
- Type and horizon of capital: Separate short-term portfolio activity and currency positioning from longer-horizon direct investment.
To judge a market move, compare election developments with changes in those underlying conditions and with the type of flow or asset being discussed. The evidence needed to support an explanation differs for a currency move, portfolio selling and a change in business investment plans.
What an election alone cannot tell you
Historical episodes show that political uncertainty can coincide with changing expectations, asset sales and investment weakness. They do not provide a reliable standalone forecast for the real, Brazilian equities, risk premia or foreign investment in a future election. Without dated market and flow data, it is not possible to say which assets are moving in a given election period or to attribute a current move to the vote.
