How Banks Monitor Transactions for Money Laundering

Banks monitor transactions through a risk-based process: they assess the risks posed by their products, customers and locations; compare account activity with what they know about each relationship; use manual reports, automated surveillance or both to identify activity that may need attention; investigate alerts in context; document the decision; and report to authorities when the law requires it. A flag is a lead for review, not proof that a customer committed a crime.

What transaction monitoring is designed to do

Transaction monitoring is one part of a bank’s broader anti-money-laundering (AML) and Bank Secrecy Act (BSA) program. Its purpose is to identify activity that is inconsistent with a customer’s known circumstances or that presents a risk the bank must investigate. The process is not a single list of suspicious transactions, and there is no public threshold that every bank applies in the same way.

U.S. examination procedures from the Federal Financial Institutions Examination Council (FFIEC) describe monitoring as a control that should connect a bank’s risk assessment, customer due diligence, transaction data, investigation process and suspicious-activity reporting. Internationally, the Financial Action Task Force (FATF) uses the same risk-based idea. Its 2025 guidance states: “Monitoring refers to manual or electronic scanning of transactions.”

Monitoring does not mean a person watches every payment as it happens. Systems may process large volumes of transactions, while investigators review selected alerts and referrals. FinCEN and the federal banking agencies have specifically explained that risk-based monitoring does not generally require real-time human review of every transaction, such as every deposited check, in the account context discussed in their guidance.

How a bank sets the risk context

Risk assessment comes first

A bank begins by assessing where its exposure is greatest. FFIEC guidance organizes that assessment around products, services, customers and geographic locations, along with relevant transaction information. A bank may weight these factors differently from another bank because its business model, customer base and delivery channels differ.

The assessment should be updated when the bank adds products or services, enters new geographic markets, serves different customer types or otherwise changes its risk profile. A single characteristic, such as a customer’s country, occupation or use of cash, should not be treated as determinative by itself. The bank is expected to consider pertinent information together.

Customer due diligence supplies the baseline

Customer due diligence helps the bank understand the nature and purpose of a relationship and develop a customer risk profile. Relevant information can include the customer’s occupation or business, expected account activity, source of funds and source of wealth. For a business, reviewers may also consider its type, size, location and target market.

On a risk basis, the bank maintains or updates customer information through ongoing due diligence. That baseline gives monitoring systems and investigators something to compare with actual activity. A transaction that is ordinary for one customer may be unusual for another, even when the dollar amount is identical.

What banks actually monitor

Manual reports and analyst-selected activity

Manual reporting can produce lists or reports for activity that matters to the bank’s risks. FFIEC examples include currency transactions, funds transfers, sales of monetary instruments, ATM activity, large items, significant balance changes and nonsufficient-funds activity. These are examples of report types, not a complete public checklist used by every institution.

Employees can also refer activity that does not fit a report or that becomes concerning during ordinary account servicing. A referral may start an investigation even if no automated rule fired.

Automated account surveillance

Automated systems apply filters or scenarios to account and transaction data. They may compare observed activity with expected activity or a customer profile. FATF describes electronic or manual scanning using parameters such as the transaction’s origin or destination country, value and nature.

In practice, a bank may examine frequency and value, the jurisdictions involved, the payment route, the bank’s role in a transfer and the product or service used. Monitoring can include transactions in which the bank is the originating, intermediary or beneficiary institution. Transfers involving foreign institutions or higher-risk jurisdictions may receive additional scrutiny when the bank’s risk assessment calls for it.

Monitoring is risk-based, not identical for everyone

FATF’s guidance emphasizes that the extent and nature of monitoring depend on the money-laundering and terrorist-financing risks associated with the customer, the product or service and the transaction location. A higher-risk relationship may receive additional screening or more intensive review. Lower risk does not mean “no monitoring”; it means controls are calibrated to the assessed risk.

What can cause a transaction-monitoring alert?

An alert generally means that activity matches a bank-defined scenario or appears inconsistent with available customer information. It is an indicator for examination, not a conclusion that money laundering occurred.

  • Unexpected size or frequency: amounts or transaction volumes that do not fit the customer’s expected activity.
  • Unusual origin or destination: payments involving jurisdictions, institutions or routes that require additional context under the bank’s risk assessment.
  • Role and routing concerns: patterns involving an originating, intermediary or beneficiary bank that merit review, including transfers through foreign institutions.
  • Product or channel changes: activity through a service, account type or channel that is inconsistent with the relationship’s stated purpose.
  • Profile mismatch: transactions that do not fit the customer’s occupation, business type, size, location, target market, expected account activity or stated sources of funds and wealth.
  • Other risk-relevant behavior: currency activity, monetary-instrument purchases, ATM use, large items, balance changes or nonsufficient-funds activity when those reports are relevant to the bank’s risks.

No item on this list is automatically illegal. Legitimate explanations can include a new contract, seasonal business, an inheritance, a property sale or a change in suppliers. The investigator’s task is to establish the facts rather than treat a rule match as guilt.

The investigation after an alert

  1. Referral to responsible personnel. The alert or employee referral goes through the bank’s defined escalation path to personnel responsible for AML review.
  2. Collection of context. Reviewers examine the transaction, related transactions, counterparties, jurisdictions, payment messages and the customer’s due-diligence information. For funds transfers, FFIEC procedures call for attention to frequency, dollar volume, the bank’s role, foreign institutions and whether the activity fits the customer’s business or occupation.
  3. Comparison with expected activity. The reviewer tests the activity against the account’s purpose, expected use, occupation or business, sources of funds and other information the bank holds. Business reviews can include the company’s size, location and target market.
  4. Request for an explanation when appropriate. The bank may contact the customer or obtain supporting information through ordinary due-diligence channels. A request does not by itself mean the bank has decided that the activity is criminal.
  5. Documented decision. The bank records the facts reviewed, the rationale and the disposition. FFIEC procedures specifically expect documentation of decisions not to file a suspicious-activity report (SAR), as well as the bank’s filing and record-retention processes.
  6. Escalation or reporting where required. If the facts meet the applicable legal and regulatory requirements, the bank follows its SAR process and any other required action. Reporting obligations depend on the jurisdiction and the facts; there is no universal threshold or deadline established by the material summarized here.

Because an alert is only a starting point, an investigation can close with no SAR, lead to additional monitoring, result in account restrictions or produce a report. The outcome depends on the evidence and applicable law, not simply on the existence of an alert.

How banks test whether monitoring works

FFIEC examination procedures look beyond whether a bank owns monitoring software. Examiners assess whether the program covers the bank’s actual products, services, customer types and geographies, and whether the controls identify the risks described in the bank’s assessment.

  • Reasonable filters: scenarios and thresholds should make sense for the bank’s risk profile and available data.
  • Accurate reports: output should be complete and reliable enough for investigators to use.
  • Appropriate frequency: reports should run often enough for the risks the bank is managing.
  • Independent validation: methodology and system performance should be independently verified or validated.
  • Transaction testing: testing should determine whether systems detect suspicious activity in relevant transaction samples.
  • Research and escalation: alerts must be capable of being investigated, referred and documented through a defined workflow.

These controls matter because a system can generate many alerts yet still fail to cover an important product or channel. Conversely, a bank may need to refine scenarios that produce inaccurate or unmanageable reports. Ongoing review connects the monitoring method to changes in products, customers, geographies and criminal typologies.

Manual, automated and hybrid monitoring compared

Approach How it operates What the bank must evaluate
Manual reporting and review Employees or analysts produce reports, identify activity and refer cases using information relevant to the bank’s risks. Whether important products, services and transaction types are covered, and whether referrals reach responsible personnel.
Automated surveillance Electronic scanning applies expected-activity or profile filters and parameters such as value, origin, destination or transaction nature. Whether filters are reasonable, reports are accurate, the run frequency is appropriate and the methodology is independently validated.
Hybrid program Automated scenarios provide broad screening while employees add referrals, context and investigative judgment. Whether data from relevant channels reaches the system, alerts can be researched and decisions are consistently escalated and documented.

There is no universally best technology. FFIEC’s comparison points are coverage, customer context, transaction-channel information, filter reasonableness, report accuracy, validation, testing and the quality of investigation and documentation that follow an alert.

What customers should expect when activity is flagged

A bank may ask for information about a payment, the purpose of an account, the source of funds, counterparties or a business transaction. It may delay or decline a transaction under its policies or applicable law, or request updated customer information. Some reviews produce no visible customer contact at all.

Customers should answer questions accurately and provide relevant documents through the bank’s official channels. They should not assume that a temporary hold proves wrongdoing, and they should not assume that a completed payment means no monitoring occurred. Banks generally cannot disclose every internal detection rule or the details of a possible SAR process.

Why “Do banks monitor every transaction?” has a nuanced answer

Banks may collect and screen transaction data across the channels covered by their programs, but risk-based monitoring does not mean a human reviews every transaction in real time. Automated systems and reports prioritize activity for investigation. The scope, timing and depth of monitoring vary with the bank’s risk assessment, the customer relationship, the product or service, the location and the quality of available information.

That design lets a bank focus investigative resources where the combination of facts warrants attention while retaining controls for lower-risk activity. It also means that an alert can be generated days after a transaction, and that an unusual transaction may be reviewed without an alert if an employee or another control refers it.

U.S. rules and international principles are not interchangeable

The FFIEC, FinCEN and federal banking-agency material described here is U.S.-focused. U.S. banks follow U.S. BSA and SAR requirements, along with applicable state and federal rules. FATF guidance is an international framework for risk-based AML and counter-terrorist-financing controls; it does not by itself impose one worldwide reporting rule or one set of bank thresholds.

In every jurisdiction, the practical sequence is similar: understand the relationship and risk, monitor relevant activity, investigate signals in context, document the decision and report or take other action when the applicable law requires it.
