To compare flights fairly, start with the displayed ticket total, then add the optional services you expect to use—such as a checked bag or advance seat selection—and account for the fare’s change rules if flexibility matters. The result is an expected cost for your needs, not one universal “real price.”
What an advertised airfare includes—and what it may not
In the United States, airlines and ticket sellers must advertise the total ticket price, including applicable government taxes and fees and mandatory carrier-imposed surcharges. The U.S. Department of Transportation (DOT) summarizes this as requiring sellers to advertise “the total price that a consumer must pay to purchase a ticket.” DOT’s ticket-buying guidance explains the rule.

Optional services are a separate matter. A ticket price may not include a checked bag or an advance seat assignment, for example. The fare’s restrictions and the services you choose can therefore affect what you pay overall.
How baggage, seats, and changes affect your total
Baggage
A low fare may not be the least expensive practical option if you need to check a bag or bring a carry-on that is not included in that fare. Check the baggage allowance and the fee for your specific itinerary before comparing prices. Allowances and charges vary by airline and itinerary.

Seat selection
Advance seat selection may cost extra. Some discounted tickets have stricter terms, which can include no seat assignment, while higher fare classes typically include more amenities. Compare the price of the seat you actually need; paying to choose a seat in advance is not automatically required to travel.
Ticket changes
If you change a ticket, the cost may include both an applicable change fee and the difference between your original fare and the fare available when you make the change. DOT notes that, in some circumstances, requesting a refund and rebooking may cost less, but fares can move quickly. Treat any future change estimate as a scenario, not a guaranteed price.

Ticket refunds and fees for optional services are distinct. DOT says consumers are entitled to a refund of an ancillary-service fee when the service was unavailable through no fault of the consumer. Separate rules apply to baggage that is lost or significantly delayed. These protections concern particular service failures; they are not routine discounts on a ticket’s purchase price. How to compare the expected cost of two flights
- Match the trip. Compare the same route, dates, passenger count, and other trip conditions.
- Record the displayed ticket total. This includes applicable taxes, fees, and mandatory carrier surcharges.
- Add services you expect to use. Include baggage, a seat assignment if you need one, and any other relevant optional services.
- Compare the restrictions. Check baggage allowances, whether a seat is assigned, refundability, and the fare’s change terms.
- Model a change if flexibility matters. Consider the applicable change fee and a possible fare difference. Because fares can change, this is an estimate of a scenario rather than a promise of what a future change will cost.
- Verify the exact fare before purchase. Recheck the airline’s current fee information and fare rules for your itinerary; charges and allowances can vary.
A suitable comparison weighs expected cost alongside baggage allowance, seat assignment, refundability, and change flexibility. Which ticket is best depends on the services you need and the restrictions you are willing to accept.

In 2024, DOT announced detailed upfront disclosures for first and second checked bags, carry-on bags, ticket changes or cancellations, and passenger-specific fee lookups. The Fifth Circuit vacated that rule. In a final rule dated July 2, 2026, DOT removed the new provisions and restored the earlier framework. The 2024 rule’s detailed disclosures should therefore not be treated as current requirements. The July 2026 Federal Register rule describes the change.

Under the restored framework, a screen that first quotes a specific itinerary must notify consumers that additional baggage fees may apply and indicate where the fees can be found. Ticket agents may direct consumers to airline websites for specific baggage fees. DOT’s general fare guidance also describes a prominent homepage link for optional-service fees and baggage allowance and fee information on e-ticket confirmations; that page was last updated in 2021, so consult the 2026 rule for the recent change. DOT’s fare-advertising guidance provides the general information.
