People may still shape its use through design, operating limits, supervision and the ability to intervene or deactivate it. The details vary by system and jurisdiction. “Military robot” is broader than “autonomous weapon”: military AI can also inform a human decision without controlling a weapon.
What makes a weapon system autonomous?
The key distinction is what the system does after it is activated. For an autonomous weapon system, the system itself selects and applies force to a target without human intervention in that selection and engagement. A person may have made decisions beforehand, including whether and where to deploy it, but that does not mean a person approves each engagement.

This definition concerns weapon functions, not every military use of AI or robotics. A robot may perform other tasks, and an AI tool may analyze information or recommend a target while leaving the decision to use force with a person. The International Committee of the Red Cross (ICRC) uses the selection-and-engagement distinction in its explanations of autonomous weapon systems.

A simplified sequence helps explain the concept. It is a general model, not a description of every system:

- Receive information: Sensors gather information about the system’s surroundings.
- Evaluate it: Software assesses that information against a target profile or other criteria.
- Select and engage: If the criteria are met, the system may select and engage a target without further human involvement in that step.
This does not mean the machine thinks like a person or chooses its own mission. Nor does autonomy necessarily mean the system uses machine learning: the decision process and technology depend on the system. The important question is whether the weapon itself selects and applies force, or whether a human remains the decision-maker for those actions.
How is an autonomous weapon different from decision-support AI?
The distinction is whether the software directly controls the use of force. AI-based target recognition, for example, may provide information to a person making a decision. If the system instead selects and engages a target without human intervention, it raises a different question about human control.

| System role | What the software does | Where the use-of-force decision sits |
|---|---|---|
| Decision-support tool | Analyzes or classifies information, such as possible targets, and informs a person. | A person makes the decision to use force; the tool does not itself select and engage the target. |
| Autonomous weapon function | Uses sensor information and criteria to select and engage a target. | The system performs selection and engagement without further human intervention in those steps. |
Where can humans stay in control?
Human control is not simply a count of how often an operator touches a control. The ICRC identifies predictability and reliability as central: people responsible for a system need to understand how it is likely to behave in its intended conditions and have meaningful ways to constrain or stop it.

Before use: define the task and limits
Design and operational planning can bound the system’s task, eligible target types, operating environment, geography and duration. Narrower limits can reduce the range of situations in which the system may act. Whether those limits are adequate depends on the system and its intended conditions.

During use: oversee, intervene or deactivate
Human oversight matters only if it can be exercised effectively. Operators need a realistic opportunity to assess the system’s behavior and, where necessary, intervene or deactivate it in time. A nominal ability to issue a command is not the same as an effective ability to affect an engagement.
Assess predictability and reliability
Control also depends on whether the system behaves reliably and predictably in the conditions where it is used. Questions about testing, safety and review are therefore relevant to whether commanders and operators can exercise judgment over the use of force.

What does U.S. policy require?
U.S. Department of Defense Directive 3000.09, dated January 25, 2023, states that autonomous and semi-autonomous weapon systems will be designed to allow commanders and operators “to exercise appropriate levels of human judgment over the use of force.” The directive also describes requirements concerning safety, testing and review of covered systems. This is U.S. DoD policy, not a universal treaty rule.
When announcing the directive, Deputy Secretary of Defense Dr. Kathleen Hicks said: “DoD is committed to developing and employing all weapon systems, including those with autonomous features and functions, in a responsible and lawful manner.” That statement describes the department’s commitment; it does not by itself settle how any particular system operates or whether a specific use is lawful.

What humanitarian concerns and safeguards are debated?
The ICRC identifies concerns about risks to civilians and combatants, possible conflict escalation, challenges to compliance with international humanitarian law, and the ethical implications of delegating life-and-death decisions to sensor, software and machine processes.
As recommendations, the ICRC has called for limits including:
- Restricting targets to objects that are military objectives by nature.
- Operating only in areas where civilians and civilian objects are absent.
- Requiring effective human supervision, with timely intervention and deactivation possible.
These are ICRC recommendations, not a statement that every jurisdiction has adopted them as binding rules. On October 5, 2023, the UN Secretary-General and the ICRC President jointly called on states to establish prohibitions and restrictions, stating: “Human control must be retained in life and death decisions.” That dated call did not itself create a binding global prohibition.
How to evaluate claims about a particular system
When a government, manufacturer or commentator describes a system as “autonomous,” ask what the term means in that specific case. These questions separate technical capability, operational control and governing policy:
Quick Recap
- Which functions are autonomous: sensing, classification, target selection, engagement or something else?
- What decisions do people make before activation, and what oversight or intervention is possible during operation?
- How predictable and reliable is the system in the conditions for which it is intended?
- How narrowly are its task, target types, geography, environment and operating time bounded?
- Can an operator intervene or deactivate the system in time to matter?
- Which jurisdiction’s rules apply, and is the cited statement law, government policy or an advocacy recommendation?
