How Automated License Plate Readers Work—and What They Can Actually Identify

Automated license plate readers (ALPRs) photograph displayed plates, convert visible characters into text, and compare that reading with database entries or hotlists. A scan may also be stored with its time, location, and a wider image of the vehicle. It can create a lead about a vehicle and a recorded event, but it does not by itself identify who was driving or prove that anyone committed a crime.

How an automated license plate reader works

An ALPR setup combines a fixed or mobile camera with software. The camera captures an image of a vehicle’s displayed plate; optical character recognition (OCR) interprets the visible characters; and the system compares that reading with data in other databases. A record may include the plate image, date, time, geographic location, and a contextual photograph of the vehicle. The California Bureau of Automotive Repair describes this camera-and-software workflow in its ALPR policy.

Law-enforcement associations’ September 2026 joint principles describe ALPR capture as still images, rather than continuous video, of vehicles and publicly displayed plates, together with the time and location of each image. That description is of ALPR capture; it does not mean every camera system that may be installed nearby is incapable of recording video. The joint principles also distinguish an automated alert from a verified conclusion.

  1. Capture: A fixed roadside camera or a camera mounted on a vehicle photographs a visible plate.
  2. Read: OCR software converts the characters in the image into a machine-readable plate string.
  3. Compare: The system checks that reading against selected databases or hotlists and may flag a possible match.
  4. Review: A person checks the original image and the underlying record before treating an alert as a reason for action.

What an ALPR scan can identify

Visible plate characters

The software can interpret the letters and numbers it can see on a plate. That is a machine reading of an image, not an infallible transcription. Glare, a damaged or obscured plate, or other image conditions can affect what the system reads; users should compare the interpreted characters with the original image.

A vehicle and a scan event

A scan can associate a plate image with a time and place. Depending on the system and the image captured, a contextual vehicle photograph may also show features such as make, model, or registration state. These are observations about a vehicle and a recorded event, not necessarily about the person using the vehicle.

A database association

A possible match means the interpreted plate characters correspond to an entry in a database or hotlist. It does not independently establish that the entry is current or correct. For example, the Northern California Regional Intelligence Center’s 2024 policy warns that a stolen-vehicle entry may remain after a vehicle has been recovered and directs users to verify the reason for enforcement action using a source outside the ALPR system. NCRIC’s policy also instructs users to compare the reading with the original imagery.

Not, by itself, a specific person

A plate is associated with a vehicle, not automatically with the individual driving it at the moment of capture. A contextual image may show a driver or passenger, but visibility in an image is not the same as establishing identity. The California Bureau of Automotive Repair puts the distinction plainly: “The ALPR system does not identify a specific person.” That statement describes BAR’s system and policy; the broader limitation is that a plate reading alone cannot establish who was behind the wheel.

Can a plate reader identify the driver or prove guilt?

No—not from the plate reading or alert alone. The record may help investigators locate a vehicle or establish that a plate was photographed at a particular time and place. It does not establish who was driving, whether the registered owner was present, or whether a person was involved in an offense. The September 14, 2026 joint principles state: “An alert alone does not identify the driver, establish guilt, or replace other investigative work.”

How accurate are automated license plate readers?

No universal accuracy rate is established by the cited sources. Performance can depend on the specific system and the image, while a correct character reading can still be paired with an inaccurate or outdated database entry. NCRIC’s 2024 policy identifies both misread characters and stale or inaccurate hotlists as operational risks; it calls for visual comparison with the image and independent confirmation before enforcement action.

For a reader assessing a particular alert, the practical questions are whether the characters match the plate in the image, whether the image actually depicts the relevant vehicle, and whether a current independent source confirms the underlying database record. An automated match is a lead to check, not proof to act on without verification.

Can a reader tell where your car has been?

A single scan can record where and when a plate was photographed. If a system retains multiple scans, those records can show where that plate was observed at different times. They do not, on their own, prove who was using the vehicle at those times. Whether records are retained, who can search them, and whether they are shared depend on the applicable agency policy, system arrangement, and law.

Why collection, access, and retention matter

ALPR systems can record vehicles that are not on a hotlist. In a 2020 audit, the California State Auditor reported that 99.9 percent of the 320 million images stored by Los Angeles were of vehicles that were not on a hotlist when the image was made. That is a historical figure for the Los Angeles dataset examined—not a current or nationwide estimate. The audit also found privacy and retention weaknesses among four local agencies it reviewed. In a statewide survey of 391 police and sheriff departments, 96 percent of departments using ALPR said they had policies; the existence of a policy does not by itself establish adequate practice.

Policy choices that shape the privacy impact include what images and scan data are kept, how long they remain available, which staff may access them, what queries are logged, how audits are conducted, and when data may be shared. The International Association of Chiefs of Police’s August 2026 statement calls for written policies, access and security controls, auditing, accountable sharing, and retention tied to authorized purposes. The September 2026 joint principles likewise recommend documented queries, verification, training, audits, safeguards for data held by private providers, and responsible sharing. These are organizational guidance and principles, not rules that automatically apply everywhere.

Individual agencies may adopt specific controls. For example, BAR’s policy, effective April 28, 2026, limits ALPR use to specified program purposes, restricts access to trained and authorized staff, calls for encrypted drives with limited access, restricts sharing, and requires audits and spot checks against imagery. Those requirements govern BAR’s system; they should not be assumed to describe every ALPR deployment.

What rules apply to ALPR data?

Legal requirements vary by jurisdiction. As a California example, the state Attorney General’s October 2023 announcement describes state-law rules for ALPR collection, storage, sharing, and use, including safeguards associated with SB 34 and limits relevant to immigration-enforcement information sharing under SB 54. The announcement is not a statement of the law in other states or countries. For a specific deployment, consult the current law and policy that govern the agency and location involved.

How to assess an ALPR deployment or policy

For a meaningful comparison, look beyond the camera brand. The key questions concern what the system captures, how it uses data, and what happens before and after a possible match.

  • Placement and image scope: Is the camera fixed or mobile, and what images accompany a plate reading?
  • Retention: Which scan data and images are kept, and for how long?
  • Database sources and freshness: Which databases or hotlists are checked, and how are outdated entries corrected?
  • Alert verification: Must users compare the image and confirm a record through an independent source before acting?
  • Access and accountability: Are users trained and authorized, queries logged, audits performed, and misuse addressed?
  • Sharing and vendors: What limits govern sharing, especially when a private provider hosts or can access the data?

These dimensions help explain how two deployments can have different privacy and operational consequences even when both use cameras that read plates. The available sources do not establish a like-for-like performance ranking of ALPR vendors.
