How Automated License Plate Readers Collect, Store, and Share Vehicle Data

Automated license plate readers capture a vehicle’s registration plate and associate the read with details such as the time and place it was recorded. Depending on the system, the record may also include an image and may be stored even when the plate is not a match on a police hot list. Where that data goes, who can search it, and when it is deleted depend on the agency and system.

What an automated license plate reader records

An automated license plate reader (ALPR, also called ANPR in the UK) uses a camera and software to detect and read registration plates. A record can connect the plate read to the date, time, and location of capture; the system may also retain the accompanying image and other associated records. The precise fields depend on the agency’s deployment.

Some reads are checked against a hot list: a set of plates of interest to the agency. A read that does not match can still be stored. In a 2019 audit, the California State Auditor found that 99.9 percent of the 320 million images Los Angeles stored during the audited period concerned vehicles that were not on a hot list when imaged. That figure describes one agency’s historical records, not current Los Angeles totals or ALPR systems generally.

Additional personal details are not inherent in every plate read. In the same audit, two of four California agencies had added names, addresses, dates of birth, and criminal charges to their ALPR systems.

How the data moves from a camera to a database

Collection setups can include fixed or movable cameras, cameras covering multiple lanes, CCTV-integrated systems, mobile cameras, or covert arrangements. The UK National ANPR Service impact assessment identifies these as collection sources for that national system. Other deployments vary according to the responsible agency or data controller.

After capture, records may be held in an agency’s own database, by a vendor in cloud storage, or in a national system. The camera’s operator, the organization that controls the records, and the company hosting them may therefore be different parties. For readers assessing a particular deployment, it matters which organization controls the data and what contractual protections apply to any vendor.

A 2019 California State Auditor review found that three of the four agencies it examined used cloud-storage vendors without contract guarantees that the vendors would appropriately protect ALPR data. This finding is limited to those audited agencies and does not establish the terms of other agencies’ contracts.

Who can search the records—and what should be logged

Access rules define who may use a system, for what purposes, and under what authorization. A policy may limit access by role or require a user to justify a search. The UK Home Office’s National ANPR standards, version 3.5, updated July 29, 2026, require written policies for agencies connected to the national capability and say access should be proportionate to the circumstances and rights involved. Those are UK national-system rules, not U.S. requirements.

The UK standards also call for logs of data capture, changes, searches, and administrator or user access. Records should include the user’s identity, justification, time, and relevant authorization. These logs can help an agency review how its system is used; their existence alone does not establish that access is appropriate or that reviews are effective.

For the UK national capability, the impact assessment says most users may access relevant records for up to 90 days after collection, while some access may extend up to a year with authorization. These are access windows for the specified UK system, not general retention periods or rules that apply elsewhere.

How long ALPR data is kept

There is no single retention period for all ALPR records. The period can depend on the system, local policy, and whether data is preserved under applicable legal procedures. Two published examples show why a retention limit should always be tied to the specific system:

System or agency Published retention information
UK National ANPR Service and related national platforms The UK Home Office impact assessment says data is retained for 12 months, unless preserved under applicable criminal-procedure provisions, and then automatically deleted. This statement applies to those national systems.
Palo Alto The city’s public information page describes a local 30-day retention limit and data-sharing memorandums of understanding (MOUs). This is a Palo Alto policy example, not a general ALPR standard.

The California State Auditor’s 2019 report found that some of the agencies it reviewed could retain images longer than necessary. That audit points to a possible gap between a stated purpose and actual retention, but it does not measure current practice across all agencies.

How ALPR data is shared

Agencies may share ALPR records with other law-enforcement agencies, and some arrangements may involve other public bodies. UK national standards describe formal written agreements for certain cases in which a non-law-enforcement organization owns shared collection equipment. They also require use and disclosure to comply with the standards and applicable law.

A written policy or agreement is a safeguard, not proof that every search or recipient is justified. In its 2019 audit of four California agencies, the State Auditor found that three had shared images with hundreds of entities around the United States but could not provide evidence that they had determined whether those entities had a right or need to access the images. The audit also identified weaknesses in written policies, account safeguards, access oversight, vendor contracts, and system auditing. These findings describe the four agencies at that time, not nationwide or present-day practice.

What to check in an agency’s ALPR policy

To understand a particular system, look for the agency’s current policy and ask how it works in practice. These documents and records help distinguish a stated rule from an enforceable or audited control:

  • Collection: Which camera types and locations are used, and what fields are saved with each read?
  • Control and storage: Which agency controls the records, where are they hosted, and what protections are in any vendor contract?
  • Retention and deletion: How long are ordinary reads kept, what exceptions apply, and how is deletion carried out?
  • Access: Which users may search the data, for what purposes, and what authorization or justification is required?
  • Sharing: Which organizations can receive records, under what agreements, and how is a recipient’s authority or need assessed?
  • Oversight: Are searches and user activity logged, reviewed, and audited? What complaint or oversight route does the agency publish?

For a current account of Los Angeles County Sheriff’s Department operations, consult the department’s transparency page and the policy it links; practices at another agency are not a substitute. Ontario’s privacy regulator published police ALPR guidance on December 16, 2024, but its page says parts are under review following 2026 amendments to public-sector access and privacy laws. Confirm current Ontario law before treating that guidance as a statement of current legal requirements. The U.S. Department of Justice-hosted policy guide is an unpublished research report and says its opinions do not necessarily reflect official DOJ policy, so it should be read as proposed operational guidance rather than binding nationwide rules.
