Attacks near a major sea lane affect cargo through a chain of operational and financial decisions: a carrier may avoid the area, a longer route consumes more days and fuel, insurers may restrict or reprice war-risk cover, and charter-party clauses determine which party absorbs many of the extra costs. The Red Sea crisis shows the mechanism clearly, but there is no single worldwide delay, surcharge, or insurance percentage. The result depends on the vessel, cargo, lane, policy, contract, and conditions on the date of transit.
Why an attack changes a shipping plan
A vessel operator does not need to suffer a direct hit for an incident to affect a voyage. Management, charterers, insurers, flag authorities, and cargo interests continually reassess whether a route remains safe and commercially workable. A threat assessment can lead to slower sailing, extra watchkeeping, convoy or naval-coordination requirements, a temporary pause, or a full diversion.

The term “drone attack” also needs care. Official maritime notices often describe attacks or incidents without identifying every weapon. In the wider 2026 Gulf risk picture, BIMCO referred to missile and drone threats alongside navigation interference and other hostilities. Treating every reported incident as a drone strike would overstate what the cited records establish.

If the expected danger, insurance condition, or legal exposure is unacceptable, the carrier can avoid the risk area. For Asia–Europe services, that may mean bypassing the Suez Canal and Red Sea and sailing around the Cape of Good Hope. A ship then spends more days at sea, consumes more fuel, and returns later to its next loading position.

Why one diversion affects many sailings
A container ship is part of a scheduled loop rather than an isolated trip. When each round voyage takes longer, the same fleet completes fewer rotations in a given period. Containers also return later, equipment becomes harder to reposition, and published sailing schedules may be blanked, consolidated, or changed. Ports can receive vessels in bunches after delays, creating berth, yard, and truck bottlenecks that add time beyond the extra ocean miles.
How much longer can cargo take?
The best-known early-crisis benchmark is dated, not a permanent service promise. In a statement dated 4 January 2024, the International Maritime Organization said at least 18 shipping companies had chosen to reroute vessels around South Africa, adding 10 days to the journey. That figure describes the conditions and decisions reported at that point; it is not a universal 2026 delay for every carrier or cargo type.
| Evidence or planning factor | What it tells a shipper | Important qualification |
|---|---|---|
| IMO statement, 4 January 2024 | At least 18 companies were rerouting around South Africa, with 10 additional journey days reported. | An early-crisis snapshot, not a current lane-wide estimate. |
| Route choice | A Cape of Good Hope voyage generally requires more sailing distance than a Suez routing. | Actual time varies with origin, destination, speed, weather, port rotation, and waiting time. |
| Schedule recovery | Carriers may alter speed, omit a port, or retime a loop after diversion. | A published transit time can change after booking; obtain the carrier’s latest operational notice. |
| Network congestion | Late arrivals can create bunching, missed connections, and equipment shortages. | Port and inland conditions can add or remove time independently of the attack risk. |
For a real shipment, ask for a route-specific estimate that states whether the vessel will enter the Red Sea, use the Suez Canal, or divert. A door-to-door promise should separate ocean transit from transshipment, customs, terminal handling, rail, trucking, and buffer time. A ten-day ocean estimate does not mean the final delivery will be exactly ten days later if the original schedule had slack, nor does a shorter quoted sailing guarantee an earlier delivery when ports are congested.

Extra days reduce effective capacity even when no ship is physically damaged. Consider a loop that normally completes a rotation in a fixed number of weeks. Extending each leg means the operator needs more vessels to preserve weekly departures, or must reduce sailing frequency. If additional ships are unavailable, the carrier may combine services, roll bookings, or leave some cargo for a later sailing.

Longer routes also change container positioning. Import containers reach their destination later, while empty equipment needed for exporters remains tied up. The resulting imbalance can produce equipment-repositioning charges, booking restrictions, and different rates by origin and destination. These effects are network effects: a shipper whose cargo never approaches the risk area can still face a changed schedule or price because the carrier’s global rotation has been stretched.
How marine insurance responds
War-risk insurance is a separate cost and availability channel. A standard cargo or hull policy may contain geographic limits, exclusions, notice requirements, or a requirement to pay an additional premium before entering a listed risk area. Depending on the underwriter and the vessel’s circumstances, cover can be repriced, narrowed, placed with another market, or unavailable for the proposed transit.
BIMCO reported in August 2026 that some ships in the Gulf faced substantially higher costs to renew or replace cover, while some could not obtain adequate cover for an intended transit. That account does not establish a universal percentage increase. A premium quote is specific to the vessel, flag, ownership, cargo, route, duration in the area, security arrangements, deductible, insurer, and wording of the policy.

What a shipper should verify
- Whether cargo insurance remains effective on the proposed route and during a diversion.
- Whether a war-risk extension is required and when notice must be given.
- Any exclusions for delay, confiscation, strikes, cyber events, or particular territorial waters.
- The deductible, limits, claims procedure, and documentation needed after an incident.
- Whether a carrier’s quoted surcharge covers only its own war-risk exposure or also an amount for deviation and operational disruption.
Do not infer the cargo policy from the shipowner’s hull cover. They are different interests with different terms. A carrier may have permission to sail while a cargo owner’s policy imposes a separate notification or premium condition.

Who pays the extra premium, deviation, and delay cost?
There is no automatic rule that assigns every consequence to the shipper or the carrier. The answer usually comes from the bill of lading, service contract, charter party, cargo-insurance wording, and applicable law.
Charter-party questions
BIMCO identifies recurring issues including deviation, delay, off-hire, redelivery, safe-route obligations, force majeure, and allocation of additional war-risk premiums. For example, a charter may permit a deviation that is commercially reasonable, require the charterer to reimburse a defined premium, or give the owner discretion to refuse an unsafe route. Another contract may leave a particular delay risk with the owner. The text and governing law matter more than an industry assumption.
How costs can appear on an invoice
- War-risk premium: an amount charged for entering or remaining in a designated risk area.
- Deviation or bunker adjustment: fuel and operating costs associated with a longer route.
- Detention, demurrage, or storage: charges that may arise when a delayed box misses a free-time window.
- General or emergency surcharges: carrier charges introduced under the service contract or tariff.
- Delay-related losses: missed production, a substitute shipment, or a lost sale, subject to contract and insurance limitations.
A quoted ocean rate may therefore be only one part of the landed cost. Request an itemized offer showing the validity date, route assumption, surcharges, free time, transshipment plan, and whether the carrier can change the route after booking.

Longer voyages reduce available capacity and increase fuel consumption. If many shippers compete for fewer timely sailings, carriers gain pricing power and spot rates can rise. Insurance costs and security measures add further operating expense.

UNCTAD’s 2024 review reported that, by mid-2024, the Shanghai Containerized Freight Index had more than doubled from late 2023. That is an index comparison, not a dollar quote and not a measurement of the attack effect alone. UNCTAD also identified longer routes, higher fuel use, and rising insurance premiums among the drivers. Port congestion, demand changes, weather, labor disruption, equipment positioning, and inventory decisions can move the same index in either direction.
Consequently, a high rate does not prove that a particular attack caused the entire increase. To isolate the operational effect, compare the same lane, equipment type, sailing frequency, transit commitment, and quote validity before and after the route change. A spot quote and a long-term contract may react at different speeds.

The IMO’s maintained Red Sea incident page, accessed 11 October 2026, reported 61 confirmed incidents since 10 January 2024, including 57 incidents in the period ending 31 December 2025. It also listed Secretary-General statements dated 23 July 2026 on renewed Red Sea attacks and 12 August 2026 on a deadly ship attack.
Those are confirmed incident counts under IMO reporting. They do not quantify the probability of the next attack, the delay for a particular container, or the price of an insurance policy. IMO Secretary-General Arsenio Dominguez wrote in the organization’s 24 May 2024 report that “the maritime industry sustains the supply chains that are the lifeline of nations and populations around the world – innocent seafarers and commercial ships trading essential supplies should be free to navigate, unhindered by geopolitical tensions.” In the same report, the IMO Maritime Safety Committee characterized the attacks as “illegal and unjustifiable.”

Why the 2026 Gulf and Strait of Hormuz disruption is different
Do not merge the Red Sea episode with the separate Gulf disruption described by BIMCO on 21 August 2026. BIMCO reported severe traffic reduction and restricted navigability in the Strait of Hormuz after hostilities that began in late February 2026. Its account included missile and drone threats, navigation interference, and cases in which insurance became more expensive or unavailable for some ships.
The commercial mechanics are related—risk reassessment, route decisions, insurance constraints, and delayed capacity—but the geography and network consequences differ. A vessel transiting the Gulf may face a different set of coastal authorities, terminals, cargoes, chokepoints, and alternative routes than a container service deciding whether to use Suez. A shipper should therefore request a route-specific assessment rather than apply a Red Sea transit assumption to a Gulf booking.
How to compare shipping options for a live shipment
- Get the planned route in writing. Ask whether the vessel will transit the risk area, divert, wait offshore, or transfer the cargo to another service.
- Separate each time component. Obtain estimated ocean days, transshipment time, port dwell, inland delivery, and the validity period of the estimate.
- Request the insurance wording. Confirm war-risk cover, exclusions, notice requirements, deductible, and whether the policy follows a carrier-ordered diversion.
- Read the cost-allocation clauses. Check who pays additional premium, deviation, fuel, delay, off-hire, storage, and demurrage, and which force-majeure language applies.
- Compare reliability, not only price. A cheaper base rate with an uncertain sailing or low frequency may cost more after inventory, storage, and missed-production effects.
- Calculate landed cost. Add the base ocean rate, surcharges, insurance, customs and terminal fees, inland transport, inventory carrying cost, and a realistic delay contingency.
- Reconfirm before loading. Risk notices and insurer requirements can change between booking and departure, so obtain a final carrier and broker confirmation.
Common pitfalls and practical fixes
Using a historical delay as a guarantee
The early 2024 ten-day figure is useful context but cannot substitute for a current carrier schedule. Fix this by recording the date, route, vessel, and assumptions behind every transit estimate.
Assuming a surcharge equals full protection
A carrier’s surcharge may not insure the cargo owner’s interests or cover consequential loss. Fix this by reviewing the cargo policy separately and asking what event triggers payment.
Accepting “safe route” language without reading the clause
Safety clauses can interact with deviation rights, charterer instructions, and force-majeure provisions. Fix this by having the contracting party or maritime counsel interpret the actual charter party and governing law.
Comparing base rates only
A low headline rate can be outweighed by longer transit, extra storage, equipment fees, or a less frequent service. Fix this by requesting an all-in, date-stamped comparison for the same cargo and delivery terms.
Bottom line
Attacks near shipping lanes raise cargo risk first through decisions: avoid the area, sail farther, slow or suspend operations, and renegotiate insurance and contractual responsibilities. The longer route consumes time, fuel, and vessel capacity; insurance may become costlier or unavailable; and freight rates can rise when supply tightens. The scale is never universal. For a defensible shipment decision, compare the actual route, current transit estimate, policy wording, contract allocation, service reliability, and complete landed cost on the date of booking.
