South Korean athletes who win Asian Games gold may qualify for the art-and-sports-personnel service pathway. It is often called a military-service exemption, but it is not a complete release from obligations: qualifying athletes serve in a designated field and must complete 544 hours of public-interest service during the mandatory service period.
Which Asian Games medal qualifies?
The listed criterion is winning first prize in an Asian Games event—gold. The Enforcement Decree of the Military Service Act names a person who “shall have won the first prize in the Asian Games” as a sports person who may be recommended for art and sports personnel service. Silver or bronze alone is not the stated qualification. See Article 68-11 of the decree.

The result must be considered for the relevant event and athlete. An overall team medal does not automatically establish that every team member qualifies. The decree excerpt does not explain every team-event eligibility detail, so individual cases should be checked with the responsible authorities.
What does “military-service exemption” mean in practice?
The legal route is a service classification, not a blanket cancellation of duties. Art and sports personnel serve in a field determined by the commissioner of the Military Manpower Administration (MMA), and complete the required public-interest service.

Public-interest service requirement
Article 68-12 sets the total at 544 hours during the mandatory service period. Eligible activities include sports or cultural work that promotes the rights and interests of socially vulnerable groups, sports instruction for children and adolescents, and other approved voluntary activities. See Article 68-12 of the decree.
The cited provisions establish the total hours and broad activity categories; they do not establish a universal schedule or hour-accounting procedure for every athlete.
How this differs from ordinary active duty
The MMA’s general guidance lists these active-duty periods:

|---|---|
| Army | 18 months |
| Marine Corps | 18 months |
| Navy | 20 months |
| Air Force | 21 months |
These are ordinary active-duty terms, not the duration or workload of the art-and-sports-personnel pathway. MMA service-process guidance provides the general figures.

How does an athlete enter the pathway?
- The athlete applies for recommendation to the Minister of Culture, Sports and Tourism, submitting proof of the prize and other required documents.
- The ministry notifies the MMA commissioner of the nominees.
- If recommended, the athlete serves in the field determined by the MMA commissioner and fulfils the applicable public-interest duties.
The decree describes this recommendation process; a medal does not remove the need to complete the applicable administrative steps. Confirm individual eligibility and requirements with the ministry or MMA.
What recent examples show—and what they do not
On October 3, 2026, the Associated Press reported that South Korean golfer Tom Kim won the individual Asian Games golf gold. The report said South Korea took silver in the team event and teammate S.H. Kim did not receive the same benefit from that team result. This illustrates why an individual gold and a team medal should not be treated as interchangeable; the applicable regulations and each athlete’s circumstances control. After the Hangzhou Asian Games, Yonhap reported on October 8, 2023 that South Korean footballers including Lee Kang-in and Jeong Woo-yeong received the benefit following the men’s team’s gold. Yonhap also noted that Paris Saint-Germain was not obliged to release Lee because the tournament fell outside the FIFA international calendar; he joined South Korea after the competition began. That report describes the circumstances of that tournament, not a general release rule for clubs. Yonhap report, October 8, 2023.
What remains case-specific?
The Korea Legislation Research Institute’s English translation provides a useful account of the decree, but legal application depends on the current Korean-language rules and the athlete’s administrative circumstances. The cited provisions do not establish a universal military-education or training duration, the scheduling of public-interest hours, or how every team event is assessed. Athletes with a specific case should confirm details directly with the MMA or the Ministry of Culture, Sports and Tourism.
