The Board of Governors has seven seats, and a full governor term lasts 14 years. Governors exercise the Board’s statutory responsibilities as a body, including examining Federal Reserve Banks and member banks, obtaining specified reports, and supervising Reserve Banks. They also serve on the Federal Open Market Committee (FOMC), whose monetary-policy role is distinct from the Board’s broader powers.
Who appoints Federal Reserve governors?
The president nominates each person to serve as a governor of the Federal Reserve Board. The Senate must give its advice and consent before the person is appointed. A nominee does not become a governor merely because the president selects them: Senate confirmation is part of the appointment process.

The governing rules are in Section 10 of the Federal Reserve Act. The Federal Reserve’s FAQ, “Who are the members of the Federal Reserve Board, and how are they selected?”, also describes the process as presidential nomination followed by Senate confirmation. These rules apply to the Board of Governors, the federal body based in Washington, D.C.; they should not be confused with the leadership or appointment arrangements of the 12 regional Federal Reserve Banks.

The Board is made up of seven members, and no more than one may be selected from any one Federal Reserve district. The statute also directs the president to have due regard for fair representation of financial, agricultural, industrial, and commercial interests, as well as the country’s geographic divisions. That language sets considerations for selection; it does not establish a quota assigning a fixed number of seats to each industry or region.

The district limit and representation direction concern the composition of the Board as a whole. They do not change the basic appointment sequence: presidential nomination, Senate advice and consent, and appointment. The statute’s design combines a small national governing body with a geographic and economic representation consideration, rather than creating a separate governor for every Reserve Bank.
How long does a governor serve?
A full term as a governor is 14 years. Terms are staggered so that, ordinarily, one governor’s term expires on January 31 of each even-numbered year. Staggering means the seats do not all come up for a new full-term appointment at once; it does not mean every governor necessarily leaves office on the date their term expires.
A governor may continue serving after the end of a term until a successor has been appointed and qualified. This continuity rule helps avoid a seat becoming vacant solely because the calendar date has passed while the appointment process is unfinished. It does not convert the expired term into a new 14-year term.

Full terms and appointments to finish a term
- A person who completes a full 14-year governor term cannot be reappointed as a governor.
- A person appointed to complete an unexpired term may later be appointed to a full term.
- The term structure is staggered, with one expiration ordinarily scheduled for January 31 of an even-numbered year.
These distinctions matter when considering a governor’s time in office. An appointment to fill the remainder of an existing term is not the same as appointment to a new full term, and the statute treats those paths differently. The 14-year figure describes a full statutory term, not a guarantee that every individual will serve exactly 14 years in office.
How are the Chair and Vice Chairs selected?
The Chair and two Vice Chairs are not separate seats on the Board. The president designates Board members to those leadership roles, and the Senate must consent to each designation. A person must already be a Board member or be appointed to the Board at the same time as the leadership designation. The designated Vice Chairs include one Vice Chair for Supervision.
A Chair or Vice Chair designation lasts four years, distinct from the governor’s 14-year full term. The leadership designation may be renewed; it does not itself extend or replace the person’s underlying governor term. A Board member can therefore continue as a governor without continuing in a particular leadership position, subject to the applicable term and appointment rules.

| Role or designation | How selected | Term |
|---|---|---|
| Governor | Nominated by the president and appointed with Senate advice and consent | 14 years for a full term |
| Chair | Designated by the president from among Board members, with Senate consent | Four years |
| Vice Chair, including Vice Chair for Supervision | Designated by the president from among Board members, with Senate consent | Four years |
What the Chair does—and does not do
The Chair presides at Board meetings, manages Board staff, and serves as a public spokesperson and representative for the Board. Section 10 of the Federal Reserve Act calls the Chair, “subject to its supervision,” the Board’s “active executive officer.” The qualification is important: the Chair leads and represents the Board but remains one member of it, not a separate authority with unilateral control over every Board decision.
The Vice Chair for Supervision has a defined focus within the Board’s leadership. The role develops policy recommendations and oversees supervision and regulation of the covered firms. The designation does not turn the Vice Chair into a separate Board or erase the Board’s collective statutory responsibilities.
What powers do governors have?
Many powers commonly attributed to “the governors” legally belong to the Board of Governors as a body. Section 11 of the Federal Reserve Act authorizes the Board to examine the accounts, books, and affairs of Federal Reserve Banks and member banks, obtain specified reports, and exercise general supervision over Reserve Banks. These are institutional powers of the Board, rather than a general license for an individual governor to act alone.

Examinations, reports, and supervision
- Examinations: The Board may examine the accounts, books, and affairs of Federal Reserve Banks and member banks.
- Reports: The Board may require reports specified under the Act.
- General supervision: The Board exercises general supervision over the Federal Reserve Banks.
These authorities are part of the Board’s oversight of the Federal Reserve System. They should not be mistaken for the day-to-day functions of a regional Reserve Bank, nor should “general supervision” be read as a claim that each governor individually manages every Reserve Bank operation. The Federal Reserve Act assigns the authority to the Board and provides a framework for how the Board may exercise it.
Delegation has limits
The Board may delegate some functions under statutory conditions. Section 11, however, excludes rulemaking and functions pertaining principally to monetary and credit policies from that general delegation authority. This is one reason it is inaccurate to describe Board authority as a single undifferentiated power: the statute identifies particular powers, specifies limits, and distinguishes functions that cannot be handled through the same general delegation route.

How do governors relate to the FOMC?
Every member of the Board of Governors also serves on the FOMC. The FOMC is the Federal Reserve body that sets monetary policy. That role is closely connected to the Board, but it is institutionally distinct from the Board’s statutory examination, reporting, and Reserve Bank supervision powers.
Best Value
In practical terms, a governor participates in two related settings: as a member of the Board, the governor is part of the body with the Board’s powers under the Federal Reserve Act; as an FOMC member, the governor participates in the committee’s monetary-policy role. Saying that governors help set monetary policy is therefore not the same as saying the Board’s examination powers are FOMC powers, or that the FOMC performs all of the Board’s functions.
The Federal Reserve’s descriptions of the System and the Board explain these connected roles. The Board guides operation of the Federal Reserve System, oversees Reserve Bank operations, and shares responsibility for supervising and regulating certain financial institutions and activities. The FOMC’s monetary-policy function sits alongside those responsibilities rather than replacing them.
Are governors independent, and can they be removed?
The Federal Reserve says governors cannot be removed for their policy views. It also explains that long, staggered terms are intended to help insulate the Board from day-to-day political pressures. Those protections should not be confused with immunity from every form of removal: the Federal Reserve Act permits earlier removal for cause.
The two points address different issues. Protection from removal over policy views supports the Board’s ability to make decisions without being dismissed simply for those views. The statutory for-cause provision means the law still recognizes a basis for removal before a term ends. The statute’s terms do not support describing governors as removable at will, nor do they support saying they can never be removed.
Common distinctions to keep straight
- Governor versus Chair: A governor holds a Board seat with a full statutory term of 14 years; the Chair designation is a four-year leadership role held by a Board member.
- Board versus FOMC: The Board’s statutory oversight powers and the FOMC’s monetary-policy function are related but distinct.
- Board versus Reserve Banks: The Board of Governors is not the same institution as the 12 regional Federal Reserve Banks. The Board exercises general supervision over Reserve Banks under the Act.
- Collective authority versus individual influence: Governors serve on the Board, but the cited statutory powers are primarily powers of the Board as a body. The Chair’s executive role is expressly subject to Board supervision.
What the appointment structure means
The system separates membership from leadership. A governor is selected through presidential nomination and Senate confirmation to a long, staggered statutory term; the president separately designates Board members to four-year leadership posts, also subject to Senate consent. That arrangement lets the Board retain continuity across administrations while allowing its leadership designations to run on a shorter cycle than full governor terms.
It also separates institutional responsibilities. The Board oversees important parts of the Federal Reserve System and holds powers to examine, obtain reports, and supervise Reserve Banks. Its members additionally serve on the FOMC, where the committee carries out the Federal Reserve’s monetary-policy role. Keeping those distinctions clear is the key to understanding both how governors are appointed and what authority they exercise.
