How Android Voice Assistants Work With App Shortcuts and System Permissions

Speaking a command to an Android assistant does not give an app automatic access to your microphone, camera, location, or other protected data. The voice service first interprets your request and, when the app supports it, routes the request to an app destination. The app then performs its own Android permission checks before using a protected resource.

Google’s documented mechanism for this routing is App Actions. It connects a spoken task to an app-declared built-in intent (BII), then fulfills that intent with an Android activity, deep link, or supported widget. Runtime permissions remain a separate Android security decision controlled by the user.

The short version: routing and authorization are separate

Consider the request, “Hey Google, start an exercise on Example App.” Google Assistant analyzes the meaning and looks for an app capability that matches the task, such as actions.intent.START_EXERCISE. If a matching capability is available, Android launches the destination configured by the app. That launch may open a screen, follow a deep link, or show a supported widget.

Once the app is running, it is responsible for continuing the task. If continuing requires recording audio, taking a photograph, reading location, or accessing another protected resource, the app must check its own permission state and use Android’s runtime-permission flow when necessary. The fact that an assistant recognized your voice does not transfer the assistant’s microphone authorization to the target app.

This explanation describes Google App Actions, the documented Google-centered integration. Android’s current developer pages discuss Gemini and Google Assistant, but the detailed BII and shortcuts.xml workflow is the App Actions model. Availability and behavior can vary by device, account, language, region, assistant surface, and app quality; an implemented action is not a promise that every utterance will invoke it.

What happens after you speak an app-directed command

  1. The assistant interprets the request. Speech recognition turns your words into a query, and the assistant analyzes the intended task. For example, “search for running shoes on Example App” expresses an in-app search request. Google’s documentation uses examples such as “Hey Google, open AppName,” “Hey Google, start an exercise on Example App,” and “Hey Google, search for running shoes on Example App.” These are examples of natural phrasing, not guaranteed commands for every application.
  2. Google matches the meaning to a built-in intent. A BII is a semantic category for a task, such as starting an exercise or searching an app. It describes what the user wants rather than how a particular Android component should be launched.
  3. The app declares a capability. Developers describe support for a BII with a <capability> element in the app’s shortcuts.xml resource. Google says these declarations are registered when the app is uploaded through Play Console.
  4. Fulfillment carries the request into the app. The capability can define one or more Android <intent> elements, parameter mappings, and, where appropriate, a deep-link URL template. Extracted BII parameters are commonly delivered as Android intent extras.
  5. Android opens the configured destination. Depending on the capability, fulfillment can launch an explicit activity, open a deep link, or display a supported widget surface. The app receives the context it needs to show the requested feature or continue the task.
  6. The app checks protected operations separately. Before using a microphone, camera, location, contacts, or another dangerous permission, the app checks whether that permission is granted. If it is not, the app can explain the need and request authorization through Android’s system dialog.

The key boundary is between steps five and six: launching an app is not the same as authorizing its access to sensitive device resources.

Built-in intents and Android intents are different things

Built-in intent: the user’s goal

A BII is Google’s vocabulary for a category of task. actions.intent.START_EXERCISE, for example, represents the goal of starting an exercise. The BII lets the assistant reason about the request without requiring the user to know an activity class, URL scheme, or internal implementation detail.

Android intent: the launch instruction

An Android intent is the configured instruction that tells Android what to open. It can identify an activity, carry extras such as a search term, or point to a deep-link destination. Google explicitly distinguishes App Actions BIIs from Android intents in the shortcuts.xml documentation.

A useful mental model is: BII = what the person wants; Android intent = how the app is opened with the relevant context. Confusing the two can lead developers to map the right user task to the wrong activity or to expect an Android intent by itself to make a voice command discoverable.

What shortcuts.xml contributes

shortcuts.xml is an Android resource in which developers declare App Actions capabilities and shortcut information. The app’s manifest points Android and Google’s integration to this resource. A capability generally identifies the BII it supports and describes fulfillment, including parameter mappings and one or more intents.

Google’s schema supports different fulfillment choices:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Explicit activity launch: an Android activity opens directly, often with extracted parameters in intent extras.
  • Deep-link fulfillment: a URL template routes the request to a particular in-app location, with user-provided values substituted into the link.
  • Supported widget fulfillment: a compatible widget surface can present the result without opening a conventional full-screen activity.

The app still has to handle the incoming data safely. It should validate parameters, select an appropriate screen, and avoid assuming that a value extracted from speech is complete, correctly spelled, or authorized for the current account.

Static versus dynamic app shortcuts

Static shortcuts

Static shortcuts are defined in the app’s resources and normally change through a new app release. They suit stable, common actions that are the same for most users. Because their definitions ship with the application, changing them generally means publishing an updated version.

Dynamic shortcuts

Dynamic shortcuts are created or updated at runtime. They can represent personalized destinations, recent items, or user-specific actions. Google’s Shortcuts Integration Library guidance explains how dynamic shortcuts can become eligible for suggestions on Google surfaces.

Eligibility is not a display guarantee. Google may consider quality and relevance before surfacing a shortcut, so an app can implement a dynamic shortcut without seeing it appear for every user or query. Developers should provide a reliable in-app path as a fallback rather than treating assistant suggestions as the only way to reach a feature.

Shortcut type How it changes Best fit Important limitation

Dynamic Updated by the app while it runs Personalized, recent, or user-specific destinations Eligibility for Google suggestions does not guarantee that a shortcut will be shown

Why a voice request can still produce a permission prompt

Android applications run in a limited-access sandbox. On Android 6.0 (API 23) and later, dangerous permissions must be requested at runtime rather than being silently granted when the app is installed. Android’s runtime-permission guidance says an app should check permission whenever it performs an operation that requires it.

Suppose a voice command opens an exercise screen. The screen may not need any dangerous permission merely to display instructions. If the user then taps a control that records a workout note, starts a voice log, uses GPS, or activates the camera, the app checks the relevant permission at that moment. A prompt is therefore conditional on the follow-on feature, not on the mere fact that the assistant launched the app.

The user makes the authorization decision

When Android presents a runtime-permission dialog, the user can grant or deny access. The app should explain the feature’s need in context, request only the permission required for that operation, and handle either result. Android’s guidance is explicit: “If the user denies or revokes a permission that a feature needs, gracefully degrade your app so that the user can continue using your app, possibly by disabling the feature that requires the permission.”

Android 11 and Android 12 changes

Android release Permission behavior documented by Android
Android 6.0 / API 23 and newer Dangerous permissions are requested at runtime when the app needs them.
Android 11 / API 30 and newer Microphone, camera, and location requests can offer an “Only this time” choice.
Android 12 / API 31 and newer Privacy indicators notify users when an app accesses the microphone or camera.

These are Android platform rules and API thresholds, not statistics about how many people use voice assistants. A voice trigger does not answer whether the target app already has permission, whether a previous grant was temporary, or whether the user later revoked access in Settings.

Microphone privacy: whose microphone access is being used?

The assistant must listen for and process your spoken request, but the target app’s permission state is separate. The available App Actions and Android permission documentation describes routing to an app destination and authorization for the app that needs a protected resource; it does not describe voice invocation as granting that app microphone access.

For example, saying “open AppName” can launch an app without authorizing it to record. If AppName later offers a voice-note feature, it must check the Android RECORD_AUDIO permission and request it if required. If the user denies access, the app should leave other functions usable and disable or replace only the recording feature.

On Android 12 and later, the system’s microphone and camera indicators provide a visible signal when an app accesses those sensors. Users can also review and change permissions in Android Settings, independently of any assistant settings.

What users can expect from common command types

Spoken request pattern Likely route Permission question
“Hey Google, open AppName.” Open the Play-published app by name. Google says this basic opening behavior does not require the developer to integrate deeper App Actions. Opening the app does not itself grant dangerous permissions.
“Hey Google, start an exercise on Example App.” Match a supported exercise BII, then launch the app’s configured activity, deep link, or other fulfillment. Only a later feature that uses a protected resource needs a corresponding permission.
“Hey Google, search for running shoes on Example App.” Pass the extracted search term to the app’s fulfillment, commonly as intent data or extras. Ordinary in-app search may need no dangerous permission; a separate feature such as location-based results could.

The exact result depends on whether the app supports the relevant BII, whether the utterance matches it, and whether Google chooses to surface the capability. A phrase that sounds natural to a person is not automatically a supported App Action.

  1. Choose a supported task. Identify the BII that most closely represents the user goal. If the app needs in-app search, Google’s guidance includes a GET_THING direction for suitable search experiences.
  2. Add the capability to shortcuts.xml. Declare the BII, its parameters, and fulfillment intents or deep-link templates. Ensure every parameter has a clear mapping and a safe default when speech does not provide it.
  3. Connect the resource in the manifest. The app must point to its shortcuts.xml resource as required by the App Actions setup.
  4. Implement the destination. The receiving activity or deep-link handler should validate incoming data, authenticate the current user where necessary, and render the requested state.
  5. Handle permissions at the point of use. Before recording, taking a picture, reading location, or performing another protected operation, call the Android permission check. Explain the benefit, request the permission through the system flow, and provide a useful denied-permission path.
  6. Publish through Google Play. The documented setup requires a Play-published app for the production integration. Google’s process includes preview, testing, review, and deployment stages.
  7. Test on a physical or virtual device. Google’s setup instructions support both. A developer does not have to buy a phone to test the basic flow, although a physical device can reveal hardware-specific behavior.
  8. Test each permission state. Run the voice command with the permission already granted, denied, temporarily granted where available, and revoked after a previous grant. Confirm that the app neither assumes authorization nor traps the user in a dead end.

Testing should also cover direct app launch, deep-link parameters, malformed or missing speech values, a signed-out user, and a device where the assistant cannot surface the action. The app’s core feature should remain reachable without relying on a single spoken phrase.

Troubleshooting when the command does not work

The app opens, but the requested screen does not

  • Verify that the spoken task maps to the BII declared in shortcuts.xml, rather than only to an Android activity name.
  • Check that the fulfillment intent or deep-link template points to the intended destination and that parameter names match the app’s handler.
  • Test the same destination from an ordinary in-app or deep-link entry point to isolate routing errors from UI errors.

The assistant says it cannot find the action

  • Confirm that the app is published through Google Play as required by the documented setup.
  • Use the natural-language examples as test patterns, but do not assume every synonym is supported.
  • Check device, account, language, region, and assistant-surface availability. Google’s documentation does not guarantee identical surfacing for every configuration.
  • Allow for quality and relevance filtering: an implemented action or dynamic shortcut may be eligible without appearing for every query.

The app opens and immediately asks for permission

That can be correct if the destination starts a protected operation. Confirm that the app explains why it needs access, requests only the relevant permission, and still offers non-protected parts of the feature after denial. Do not “fix” the prompt by treating the assistant’s microphone use as authorization for the app.

A feature worked once and then stopped

Check whether the user selected “Only this time” on Android 11 or later, revoked access in Settings, or changed the permission while the app was not running. The app should check every time the protected operation begins rather than caching an old result.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Scope and availability limits

Google’s documented App Actions support statement covers Android 5 (API 21) and higher on Android phones and excludes Android Go. The setup documentation describes testing with a physical or virtual device and a Play-published application. Platform requirements and labels can change, so developers should verify the current Android Developers instructions when shipping.

Do not generalize this flow to every assistant vendor or every Gemini interface. The evidence here establishes the Google App Actions model: BII matching, shortcuts.xml capabilities, Android fulfillment, and separate runtime permissions. It does not establish a feature-by-feature equivalence across all assistants, devices, or Google surfaces.

A practical checklist for users and developers

For Android users

  • Say the app name and task clearly, but expect only supported app capabilities to work.
  • When a permission dialog appears, read which resource is requested and decide based on the feature you are trying to use.
  • Remember that denying microphone, camera, or location access should affect the dependent feature, not necessarily the entire app.
  • On Android 12 or later, watch for the microphone or camera privacy indicator when a feature uses those sensors.

For app developers

  • Model the user goal with the correct BII and distinguish it from the Android launch intent.
  • Keep capability declarations, parameter mappings, deep links, and activity handlers consistent.
  • Use static shortcuts for stable actions and dynamic shortcuts for personalized destinations that change at runtime.
  • Check runtime permissions at the exact point a protected operation begins.
  • Design a graceful fallback for denied or revoked access.
  • Test on both permission-granted and permission-denied paths, using a physical or virtual device.
  • Treat assistant surfacing as opportunistic; maintain an ordinary in-app route to the same feature.

How to think about the entire interaction

There are three distinct layers. First is recognition and interpretation: the assistant turns speech into a likely task. Second is app routing: a BII-capability match selects an Android activity, deep link, or widget and passes context. Third is resource authorization: Android decides whether the app may use a protected sensor or data category.

Keeping those layers separate explains the behavior that otherwise seems inconsistent. An app can open successfully but lack camera permission. A capability can be implemented but not surface for a particular phrase. A dynamic shortcut can be eligible for suggestions but not displayed. And a denied permission can disable one follow-on operation while leaving the rest of the app available.
