Short answer: Android-to-Windows linking is not one single data path. In Microsoft’s best-documented example, Phone Link can display messages, call details, recent photos, notifications and, on supported phones, Android apps on a Windows PC. Microsoft says messages and call details are temporarily stored on the PC, while an optional Contacts sync feature stores contacts online with your Microsoft account. Permissions, phone model, Android version and Windows edition determine which features work. The disclosures do not provide enough technical detail to conclude that every transfer is end-to-end encrypted or that all content stays on the devices.
What Phone Link can access
Phone Link pairs a Windows computer with an Android phone through Microsoft’s Link to Windows service. The connection can make selected phone data and controls available on the PC, but it does not give Windows an identical copy of everything on the handset. Each capability depends on Android permissions and, for several features, a supported phone model.

- Messages: Phone Link can show the content of Android text messages together with sender or recipient contact information.
- Calls: It can display call details and, when the required permissions are granted, let you place calls from the PC.
- Photos: A limited number of recent Android photos can be copied, shared, edited, saved or deleted from Windows.
- Notifications: Notifications can be read, dismissed or acted on from Windows after notification access is enabled.
- Apps: App mirroring on supported devices lets you use Android apps from the PC. Microsoft says it collects an installed-app list and recent activity to provide that experience and show recently used apps.
- Connectivity: Instant Hotspot on supported phones can pass mobile-hotspot information over Bluetooth so the paired PC can connect to the internet.
These are permissions-based views and controls, not proof that every category follows the same storage or transmission route.

| Feature | What Windows can access | Microsoft’s stated storage or retention description | Important qualification |
|---|---|---|---|
| Text messages | Message content and sender or recipient contact information | Temporarily stored on the Windows device; only messages received or sent within the last 30 days are visible in the app | Message permission can expose sensitive texts, including two-factor-authentication SMS |
| Calls | Call details and, with call-related permissions, calling from the PC | Call details are temporarily stored on the Windows device; only calls received or dialed within the last 30 days appear in call logs | Call-log access and permission to make calls from the PC are required |
| Recent photos | A limited number of recent photos; copy, share, edit, save and delete actions | Described as temporarily stored on the PC | The disclosure does not give a matching numeric retention period |
| Notifications | Read, dismiss and act on notifications | No equivalent retention period is specified in the cited disclosure | Availability depends on notification-access permission |
| Mirrored apps | Android apps on supported phones; installed-app list and recent activity for the feature | Microsoft says it does not retain further information for that app-list and recent-activity purpose | This is Microsoft’s product description, not an independent audit |
| Contacts sync | Android contacts made available to Microsoft services | Contacts are stored online and associated with the Microsoft account | This is optional and is separate from temporary local storage of messages and call details |
Temporary storage on the PC is not the same as “local only”
For messages and call details, Microsoft explicitly says the data is temporarily stored on the Windows device and limits the visible history to 30 days. Microsoft also describes accessed photos as temporarily stored on the PC, but does not provide a comparable number of days for photos.
“Temporarily stored on the PC” should not be expanded into a claim that the information never travels elsewhere. The public disclosures reviewed do not provide a complete, content-by-content map of servers, relay services, encryption during transit or deletion timing after temporary data is no longer shown. The safe interpretation is narrower: Microsoft identifies temporary storage on the paired Windows device for these categories, while leaving other technical details unspecified.
Contacts sync follows a different path
Contacts sync is an optional feature rather than an automatic consequence of reading messages or call logs. When enabled, Android contacts are synchronized into Microsoft’s cloud, associated with the Microsoft account and made available through other Microsoft products and services.

Permissions determine what Phone Link can see
During pairing, Link to Windows may ask for access to messages, contacts, call logs, phone calls, photos, notifications, nearby devices and other functions. Android’s wording and menu locations vary by manufacturer, but each permission expands a specific capability.
- Messages permission makes message content and sender or recipient information available to the PC.
- Call-log and calling permissions support call history and calls placed from Windows.
- Photo or media permission enables the recent-photo functions.
- Notification access allows Windows to read and manage phone notifications.
- Contacts permission or Contacts sync can expose address-book information; the optional sync feature has the separate cloud-storage behavior described above.
- Location permission may support Windows location features.
Grant only the permissions needed for the features you actually intend to use. In particular, message access can put private conversations and one-time security codes on a computer that other people may use.
Requirements and pairing steps
Microsoft’s general setup guidance lists Windows 10 with the October 2022 update or later, or Windows 11, and Android 10 or later. The phone and PC should be connected to the same Wi-Fi network during setup. Some features require select phone models, so meeting the operating-system minimums does not guarantee full functionality.

- On the Windows PC, open Phone Link and choose the Android-phone pairing option.
- On the phone, install or open Link to Windows and follow the pairing prompt, commonly by scanning the QR code shown on the PC.
- Sign in with the same Microsoft account on both devices.
- Approve only the Android permissions needed for the features you selected. The phone may request additional permissions after the initial pairing.
- Confirm that both devices are on the same Wi-Fi network, then test each enabled feature separately rather than assuming every capability is available.
Microsoft maintains device-specific compatibility lists, and the Google Play listing notes that calls, apps, file transfer and copy-and-paste capabilities can be restricted to select Microsoft Duo, Samsung and HONOR phones. Device lists and labels change, so check the current requirements page and app listing for your model before troubleshooting a missing feature.

Copy and paste can use mobile data
Cross-device copy and paste exchanges clipboard data between the PC and phone. Microsoft says the feature can use mobile data when mobile-data syncing is allowed and the devices are not connected through Wi-Fi.
On Windows, open Phone Link settings and find the control for cross-device copy and paste. Disable mobile-data syncing if clipboard transfers should be limited to Wi-Fi. This setting controls the network condition for the feature; it does not remove other permissions granted to Phone Link.
Location information has its own disclosure
Microsoft says Link to Windows may use GPS coordinates and Wi-Fi or cell-tower beacon data for Windows location features. Its support guidance says the location data is de-identified before upload, is not associated with the Link to Windows account, and is not sold or shared with advertisers or third parties.

Those are Microsoft’s stated practices. They explain the intended handling but are not an independent verification. Android still lets you control location access in the phone’s app-permission settings; review that permission if location features are unnecessary.

What the Google Play listing does—and does not—establish
The Link to Windows Google Play listing describes calls, notifications, messages, photos, apps, file transfer and copy/paste. It also includes an accessibility-service disclosure intended for people who use a screen reader on the PC, enabling keyboard navigation and spoken feedback. The listing says no personal or sensitive data is collected through that accessibility service.
The listing also displays a developer-provided “No data shared with third parties” data-safety declaration. Treat that as a marketplace disclosure for the listed app, not as proof that no information ever leaves either device and not as a replacement for Microsoft’s product privacy statement. The declaration does not resolve questions about every relay, cloud service, retention period or encryption step involved in Phone Link.
What is still not publicly specified
The available Microsoft pages do not supply a complete technical account for every content type. They do not map all in-transit routes, identify a single retention rule for every category, or establish that every transfer is end-to-end encrypted. It would therefore be inaccurate to say that all Phone Link data stays local, or that all content receives identical encryption treatment.
The same caution applies to app mirroring. Microsoft describes collecting an installed-app list and recent activity to provide the feature and says it does not retain further information for that purpose, but that statement is a product claim rather than an independent security audit.

A privacy-first setup checklist
- Decide which features you need. If you only want notifications, do not automatically enable contacts, message history, calling and photo access.
- Review every Android permission. In Android settings, open the Link to Windows app’s permissions and remove access that is not required. Menu names differ by phone maker.
- Check Contacts sync separately. Leave the option off if you do not want address-book data synchronized to Microsoft’s cloud.
- Protect message privacy. Remember that enabled message access can display private conversations and two-factor-authentication texts on the PC.
- Review notification content. Notifications may contain previews from banking, health, work or messaging apps. Disable notification access if those previews should remain phone-only.
- Limit clipboard data usage. Turn off mobile-data syncing for cross-device copy and paste if transfers should occur only over Wi-Fi.
- Review location access. Disable Link to Windows location permission when Windows location features are not needed.
- Unpair shared or lost computers. Remove the PC from Link to Windows and revoke permissions on the phone when the computer is no longer trusted.
How to assess another Android–Windows linking app
Phone Link is the clearest documented example here, but its practices should not be generalized to every phone-linking application. For any other product, ask five separate questions:
- Exactly which content can it expose: messages, contacts, calls, photos, notifications, files, clipboard or app activity?
- Which Android permissions are mandatory, and can individual features be disabled independently?
- Which Windows and Android versions, phone models and account types are supported?
- Does the privacy policy describe temporary device storage, account-linked cloud storage, or both?
- Can pairing, clipboard, file transfer or synchronization use mobile data, and is there a Wi-Fi-only control?
Without comparable, product-specific disclosures, a privacy ranking of competing apps would be speculation. A feature list alone cannot tell you where the data is stored or how long it remains available.
Version and availability caveats
Compatibility lists, Android permissions, app labels and marketplace data-safety declarations are volatile. Microsoft’s July 24, 2025 Windows Insider announcement described a refreshed Link to Windows experience as an Insider preview with then-current preview build and app-version requirements. That dated preview announcement should not be treated as proof of current general availability or today’s minimum versions.
Before pairing a particular phone, verify the current Microsoft requirements page and the current Link to Windows listing. A supported operating-system version may still lack app mirroring, calls, file transfer or other capabilities if the handset is not in the relevant device group.
Bottom line
Phone Link exposes useful phone data to Windows, but the privacy consequences depend on the individual permission and feature. Microsoft says recent messages and call details are temporarily stored on the PC, photos are also temporarily stored without a stated numeric window, and optional Contacts sync stores contacts online with the Microsoft account. Mobile-data clipboard transfers, location access and mirrored-app metadata add separate decisions. Use the narrowest permission set, treat cloud contact sync as a distinct opt-in, and avoid assuming that “temporary on the PC” means every part of the system is local or end-to-end encrypted.
