American billionaires are influencing warfare less by issuing battlefield orders than by financing companies, setting product strategies, winning government contracts and helping shape defense policy. Their firms are supplying data-fusion software, cloud infrastructure, satellite communications, sensors and autonomous platforms. The result is a military technology ecosystem in which venture-backed entrants move quickly, while established contractors still control most defense revenue and the industrial capacity for complex weapons.
Influence comes through companies and procurement, not personal command
Wealth gives technology entrepreneurs several routes into national security: they can own or fund defense companies, recruit engineering talent, choose which military problems to pursue, lobby for acquisition reforms and compete for government awards. That influence is substantial, but it does not mean a billionaire personally decides when a weapon is used. Civilian leaders, military commanders, contracting officers and legal authorities remain part of the chain of responsibility.

The Brennan Center for Justice’s March 2026 report, The Business of Military AI, says industry leaders are taking a larger policymaking role, particularly in acquisition, testing and oversight. Private investment firms including Founders Fund, 8VC, Andreessen Horowitz and Lux Capital have helped create a wider defense-technology startup ecosystem. Backing a company does not by itself establish control over every product or contract; it shows how private capital is helping determine which capabilities reach the procurement system.

Peter Thiel and Alex Karp launched Palantir after the September 11 attacks. Karp is chief executive and Thiel is board chair. Its Foundry platform is described as software for combining large datasets, while Gotham is a defense and intelligence decision-support tool. These systems can bring together satellite imagery, sensor feeds, reports and other records so personnel can analyze a changing situation.

The distinction between decision support and autonomous action matters. A platform that organizes information or recommends options does not automatically select and engage a target. The Army consolidated 75 Palantir contracts in 2025 into an agreement valued at up to $10 billion over 10 years, covering the TITAN ground system and the Maven Smart System. “Up to” is a ceiling for the agreement, not money already spent.
Anduril: linking sensors, software and machines
Palmer Luckey led the technology entrepreneurs who founded Anduril in 2017. Early investors included Peter Thiel’s Founders Fund, Joe Lonsdale and Marc Andreessen. Anduril’s Lattice software is associated with surveillance, sensor integration and autonomous systems, connecting information from multiple devices to help operators monitor and respond to threats.
The company and its investors illustrate how commercial technology methods enter defense programs: a founder sets a product direction, venture funding supports development before large procurement awards and the resulting system is adapted to military requirements. That path can shorten development cycles, but a software-rich system still depends on testing, communications, hardware reliability and rules governing human control.

| Company or group | Primary function | Influence mechanism | Important qualification |
|---|---|---|---|
| Palantir | Data integration, analytics and decision support | Platform contracts and integration into military planning | Decision support is not the same as an independently firing autonomous weapon |
| Anduril | Surveillance, counter-drone systems, sensors and autonomous platforms | Founder-led strategy, venture investment and government awards | Individual programs differ in their autonomy and human-control arrangements |
| SpaceX/Starlink | Launch services and satellite communications | Commercial infrastructure, government contracting and wartime connectivity | Access to private communications infrastructure creates strategic dependence |
| Major cloud providers | Cloud computing for military data and artificial intelligence | Multiyear government awards and underlying data infrastructure | Cloud capacity enables applications but is not itself a weapon |
| Traditional defense primes | Aircraft, missiles, ships, vehicles and other complex systems, plus newer AI offerings | Long-standing procurement relationships and industrial capacity | They remain much larger by defense revenue than newer entrants |
How procurement is changing
New entrants are winning defined programs
In April 2024, the Air Force selected Anduril and General Atomics for collaborative combat aircraft work. In May 2024, the Army awarded Palantir a $480 million battlefield-information software deal. The Department of Defense’s 2024 Replicator announcement named Anduril among prototype providers and set a goal of fielding multiple thousands of all-domain attritable autonomous systems by August 2025. The announcement establishes the program’s aim and selections at that time; the available reporting does not establish whether the numerical goal was met.

Other technology-focused efforts described in 2024 reporting included satellite work by SpaceX, synthetic-aperture radar from Capella, directed-energy systems from Epirus and a software pilot from Shield AI. These examples show a broadening supplier base, not proof that every project has reached large-scale deployment.
Cloud contracts make infrastructure a military capability
In 2022, the Defense Department awarded the Joint Warfighting Cloud Capability contract to Microsoft, Google, Amazon and Oracle. The Brennan Center describes $1 billion as awarded, with up to $8 billion more possible. Those figures represent award status and potential value, not equivalent realized revenue. Cloud providers supply storage, computing and networking on which data-heavy applications and AI models can run.
Companies can cooperate as well as compete
Palantir and Anduril announced a national-security AI consortium in December 2024. That is evidence of an initiative the companies themselves described, not an independent evaluation of its results. Palantir’s TITAN page lists Northrop Grumman, Anduril, L3Harris, Pacific Defense, SNC, Strategic Technology Consulting and World Wide Technology as partners. The arrangement demonstrates that startups and established contractors may combine their capabilities rather than simply displace one another.
Why the old defense industry still matters
Rapid growth among venture-backed firms can create the impression that they have overtaken established contractors. Revenue data does not support that conclusion. The Brennan Center reports the following fiscal-year 2025 defense revenue figures:

| Company | Measure | Fiscal year 2025 figure | Related growth measure |
|---|---|---|---|
| Palantir | Defense revenue | $903 million | 54% median annual revenue growth from 2016 to 2025 |
| Anduril | Defense revenue | $912 million | 143% median annual revenue growth from 2016 to 2025 |
| Lockheed Martin | Contracting revenue | $76 billion | Not stated in the cited report |
| RTX | Contracting revenue | $35 billion | Not stated in the cited report |
The categories are not identical: the first two figures are defense revenue, while the latter two are contracting revenue. Even with that qualification, the scale difference is clear. Established primes retain factories, supply chains, certification experience and program-management capacity required for aircraft, missile defenses, ships and other complex platforms. Axios, citing a 2022 assessment, reported that the number of aerospace and defense prime contractors in a Pentagon contracting pool fell from 51 to five over three decades. That is a count of primes in that pool, not every defense supplier.
Ukraine shows how private technology enters a war
TIME reported in February 2024 that Ukrainian agencies used Palantir software to analyze satellite imagery, open-source information, drone footage and field reports for military decision support. The report described use by more than half a dozen Ukrainian agencies and identified other private-sector contributions including cloud services, cyber defense, satellite connectivity and experimental drones.
Palantir chief executive Alex Karp told TIME that the software was “responsible for most of the targeting in Ukraine.” That is Karp’s characterization of the company’s role, not an independently established statistic. The reporting also includes skepticism about whether high-technology systems have fundamentally changed the war’s attritional character. Technology can improve information and coordination without eliminating ammunition shortages, damaged infrastructure, electronic warfare or the uncertainty of combat.

Ukraine’s minister of digital transformation at the time, Mykhailo Fedorov, said: “Our big mission is to make Ukraine the world’s tech R&D lab.” The phrase describes a wartime innovation strategy, not evidence that Ukraine is a consequence-free test range. Battlefield use involves civilians, allies, operators and adversaries, and lessons from one conflict may not transfer directly to another.

How AI changes military work—and what it does not prove
AI can classify images, fuse sensor data, detect patterns, prioritize alerts, predict maintenance needs and help staff plan operations. These functions can compress the time between observing a situation and deciding how to respond. They also move risk into data quality, model behavior, interfaces and communications networks.
Jason Brown, general manager of Applied Intuition Defense, told Axios in July 2024: “Software and data are now, really, the weapons that matter most.” The statement captures the industry’s emphasis, but software does not replace physical platforms, trained personnel or logistics. Nor does the presence of an AI component establish that a system is fully autonomous. Each program must be assessed for what it senses, what it recommends, who authorizes action and what happens when its data or communications fail.
The accountability questions behind the technology race
Testing and human oversight
Rapid procurement can outpace independent testing. Military users need evidence about performance in contested networks, degraded weather, spoofed signals and unfamiliar environments. Policies also need to specify when a human must review a recommendation, how overrides work and who is accountable for errors.
Recommended Free Tools
Civilian harm and friendly fire
An incorrect classification or an overconfident recommendation could contribute to civilian harm or attack friendly forces. These are documented policy risks, not proof that every named system has caused such an incident. Assessment should include realistic exercises, incident reporting and procedures for suspending a system that behaves unexpectedly.
Best Value
Privacy and data access
Fusing commercial, governmental and battlefield data can expose personal information and create new surveillance capabilities. Clear collection limits, retention rules, access controls and auditing are needed when platforms combine records that were not originally gathered for military use.
Concentration and resilience
When a small number of firms provide essential software, cloud capacity or satellite connectivity, the government may gain speed but lose bargaining power and redundancy. Policymakers must consider interoperability, alternate suppliers, transparent contract terms and the ability to continue operations if a commercial provider changes its policy or suffers an outage.
What to watch next
- Whether prototype programs such as Replicator move from announcements to independently verified fielding and sustained operations.
- How much of large contract ceilings, including the Army’s potential $10 billion Palantir agreement, becomes delivered and paid work.
- Whether new software companies can meet military reliability, cybersecurity and testing requirements at scale.
- How procurement rules address conflicts of interest when company founders and investors participate in defense-policy debates.
- Whether oversight keeps pace with systems that combine commercial data, cloud infrastructure and autonomous functions.
American billionaires are therefore shaping warfare as owners, financiers, executives and policy participants in a network of firms. They are accelerating the military use of data, software, satellites and autonomy, but they have not made traditional defense companies obsolete or removed public authorities from responsibility. The central question is whether testing, transparency and democratic oversight develop as quickly as the technology.
