The safe pattern is not an unconstrained chatbot. It is a guarded decision system that detects a disruption, builds only feasible alternatives, ranks them, commits the selected itinerary through recognized airline systems, and keeps people in control of exceptions.
SITA’s Air Transport IT Insights 2025 reports that 63% of airlines use AI in operations control for disruption management, aircraft assignment or crew availability, while 75% use AI for routine passenger queries and real-time updates. Those figures show adoption, not a guarantee that every airline has end-to-end automation.

What passenger recovery automation actually does
Passenger recovery is the coordinated response to a cancellation, long delay, diversion, missed connection, aircraft or crew displacement, baggage problem or another irregular operation. The objective is to restore each traveler’s journey while limiting network-wide knock-on effects and preserving safety, contractual obligations and regulatory compliance.
An automated recovery service should answer four questions for every affected journey:

- What happened, and which flights, aircraft, crews and connections will be affected next?
- Which replacement journeys are genuinely bookable for this passenger, not merely visible in a schedule?
- Which remedy is required or permitted by the applicable fare, contract and jurisdiction?
- How can the airline issue the change and communicate it before the next deadline?
AI is useful for forecasting propagation, searching a large set of alternatives and explaining choices. It must operate inside deterministic safety, inventory, ticketing, privacy and passenger-rights controls.
A seven-stage architecture for disruption recovery
1. Detect and classify the event
Ingest flight-status, weather, airport, aircraft, crew and reservation events into a common disruption stream. Classify the event as a cancellation, delay, diversion, missed connection, aircraft swap, crew displacement, baggage incident or another defined case. Estimate propagation across later legs and connecting itineraries.
Use a canonical event identifier so a weather alert, an operations-control decision and a passenger notification refer to the same incident. De-duplicate repeated messages and record event time, source, confidence and last update. A stale cancellation can be as damaging as a missed one if it triggers an invalid rebooking.
2. Build the feasible set
Before ranking options, query the data that determines whether each option can work:
- Published schedules, operating status and current seat or booking-class availability.
- Minimum connection times, terminal changes, airport transfers and last-connection deadlines.
- Aircraft position, maintenance restrictions, crew legality and operational limitations.
- Passenger connection priority, journey status, seat, baggage, special-assistance and group information.
- Interline agreements, codeshare permissions, ticketing authority, fare rules and waiver instructions.
- Passport, visa, transit and documentation constraints where a proposed route crosses borders.
- Jurisdiction-specific duties for care, rerouting, refunds and compensation.
The output is a feasible set, not a list of attractive-looking flights. A flight with seats that cannot be ticketed, an impossible connection or a documentation problem must be excluded before optimization.
3. Optimize the recovery options
Rank valid choices against the airline’s approved objective function. Useful factors include earliest realistic arrival, probability of making every connection, number of additional sectors, total disruption cost, emissions, seat and baggage continuity, customer priority and policy compliance. A network-level solver may choose a slightly later option for one traveler if it protects hundreds of onward connections, but the trade-off must be visible and bounded.

Options can include reaccommodation on the same airline, protection on an interline partner, rerouting through another airport, a voucher, hotel and meals, ground transport or a refund. Optimization or machine learning can search and rank these alternatives; it should not override hard rules.
4. Apply safety and policy guardrails
Block actions that are unsafe, impossible, unauthorized or low-confidence. Deterministic rules should cover minimum connection times, aircraft and crew legality, ticketing eligibility, immigration and documentation checks, assistance requirements, refund triggers and compensation thresholds.
Set confidence thresholds by action. A high-confidence same-carrier reaccommodation may be executed automatically; a cross-border reroute for an unaccompanied minor, a wheelchair user or a family split across cabins should go to a trained specialist. Every blocked or escalated decision needs a reason code so staff can resolve it quickly.
5. Commit the change in airline systems
A recommendation is not recovery until the itinerary is issued and recognized by every involved system. The automation must update the reservation or order, inventory, ticket or electronic miscellaneous document, departure-control record, seat and baggage data, payment or voucher ledger and any interline messages.
Use the applicable reservation and settlement standards rather than writing directly to a partner’s screen. IATA’s AIRIMP is the reference for passenger-reservation interline messages exchanged among agencies, airlines, airports, GDSs and CRS providers. The IATA Reservations Handbook supplies broader procedures for reservation workflows.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsInterline capability is a practical limit on AI ambition. IATA describes LLM-powered agents that interpret interline agreements and validate booking viability, capacity and disruption handling in real time. In an IATA case study, Vueling rebooked British Airways passengers in three clicks and in less than three minutes using NDC-based disruption recovery. That result depends on the participating carriers’ agreements, APIs, inventory and ticketing processes; it is not a universal performance promise.

6. Communicate a usable recovery
Send a personalized message through the passenger’s consented mobile, email, app or agent channel as soon as a valid option is committed. State the new flight numbers, dates, airports, connection times, seats, baggage treatment, assistance arrangements, check-in deadline and any action the traveler must take. Offer a clear accept, change or contact-an-agent path with an expiry time.
SITA reports that 75% of airlines use AI to manage routine queries and provide real-time updates. The useful distinction is between an update that reflects an actual recovery decision and a generic delay notice. A conversational assistant may explain the booked option or retrieve current status, but it should retrieve from live operational data and hand off when the record is inconsistent or the remedy is rights-sensitive.
7. Monitor outcomes and learn under control
Track whether passengers accepted the option, completed each sector, made their connections, received their bags and obtained promised hotels, meals or transport. Record failed contacts, further delays, refunds, compensation cases, overrides and incidents caused by stale data. Feed outcomes into controlled model improvement with versioning, approval and rollback; do not silently retrain on erroneous decisions.

The data foundation airlines need
Integration, rather than model sophistication, is usually the hardest implementation constraint. Establish shared identifiers for the disruption, flight leg, passenger, journey, order or PNR, seat, bag and assistance case. Maintain a data catalogue that names the owner, refresh interval, confidence and permitted use of every field.
For each automated action, retain an auditable decision record containing:
- Input events and their timestamps.
- Candidate itineraries and why each was rejected.
- Safety, connection, inventory, interline and rights checks.
- The selected action, model or rule version and confidence score.
- Approver or automated authority under which it ran.
- Ticketing, settlement and notification results.
- Any human override and the final passenger outcome.
This record supports incident investigation, customer-service explanations, regulatory inquiries and model monitoring. Access should be restricted by role, and sensitive contact, health, accessibility and document data should not be copied into general-purpose prompts.

Privacy, consent and passenger rights
Proactive recovery requires usable contact details, but airlines should collect them with consent and use them for the stated operational purpose. Apply purpose limitation, role-based access, retention schedules, encryption and an obvious opt-out route. A traveler who opts out of a marketing channel may still need essential operational notices through another permitted channel.
Rights vary by departure market, disruption cause, ticket contract and sometimes the operating or marketing carrier. Depending on the case, a passenger may be entitled to care, assistance, rerouting, a refund or compensation. Encode the jurisdiction and cause-of-disruption logic explicitly rather than asking a language model to infer a legal outcome. Escalate ambiguous claims, vulnerable travelers and disputes to customer-care specialists. IATA notes that passenger-rights ticket notices can require regional adaptation, so a single global message is unsafe.
Who owns the decisions?
Automation works best when responsibilities are explicit:
- Operations control: owns network trade-offs, aircraft and crew constraints and disruption authority.
- Customer care: handles vulnerable passengers, accessibility, families, complex assistance and rights-sensitive remedies.
- Revenue management and alliance teams: govern inventory access, waivers, fare protection and interline exceptions.
- IT and data teams: maintain integrations, identity resolution, security, observability and model governance.
- Airport and departure-control teams: verify that seats, bags, documents and boarding records match the committed itinerary.
SITA characterizes AI as strengthening teams’ ability to assess trade-offs rather than replacing operational decision-making. Give controllers a queue of exceptions with the evidence behind each recommendation, plus the ability to accept, edit or reject it.

A practical pilot plan
- Choose a bounded scenario. Start with one disruption type, market and operating group, such as domestic cancellations where same-carrier inventory is available.
- Create a baseline. Measure a pre-period or control group before changing the workflow. Include recovery time, arrival outcome, contact delivery and cost.
- Connect authoritative data. Implement the canonical event model and validate freshness, ownership and reconciliation for each field.
- Automate recommendations first. Let the system rank options while a controller approves them. Review rejected candidates and false feasibility.
- Add controlled execution. Permit automatic booking only for reversible, high-confidence cases with tested ticketing and notification paths.
- Stress failure modes. Simulate stale inventory, duplicate events, partner refusal, API outage, airport closure, documentation failure and a passenger who cannot be contacted.
- Expand by evidence. Increase scope only when outcome, rights accuracy, auditability and override rates meet agreed thresholds.
Metrics that reveal whether automation works
Track the full chain rather than a single speed metric:
Best Value
- Minutes from disruption detection to the first valid option.
- Percentage of affected passengers offered a feasible, ticketable choice.
- Acceptance, completion and arrival-delay rates.
- Missed connections, misconnections and involuntary reroutes.
- Contact delivery, self-service completion and call-center deflection.
- Hotel, meal and ground-transport fulfillment.
- Refund and compensation accuracy.
- Total cost per recovered passenger, including partner and care costs.
- Controller override, escalation and abandonment rates.
- Incidents attributable to stale, conflicting or incorrect data.
Report these measures by disruption type, airport, partner, passenger-assistance category and channel. An improvement in call deflection is not a success if misconnections or unpaid rights claims rise.
Common failure modes and fixes
The AI recommends a flight that cannot be issued
Cause: schedule data was treated as inventory, or interline and ticketing authority were missing. Fix: validate availability, agreement, fare or waiver, ticketing and settlement before presenting the option.
A connection is technically legal but operationally unrealistic
Cause: the solver used a generic connection time and ignored terminals, airport transfers, security or current arrival variability. Fix: maintain airport- and itinerary-specific connection rules and include uncertainty buffers.

Cause: duplicate events or asynchronous updates allowed an old recommendation to be sent after a new one. Fix: use event versioning, notification idempotency and a single committed itinerary as the communication source.
A chatbot invents a waiver or entitlement
Cause: a generative model answered without retrieval or policy checks. Fix: constrain it to current reservation and policy data, show the source decision, and route rights questions to staff.
Vulnerable passengers are treated like ordinary records
Cause: assistance and group context were absent from the optimization objective. Fix: make accessibility, family integrity, unaccompanied-minor status and medical or mobility needs hard constraints with specialist escalation.
Bottom line for airline leaders
AI can turn disruption recovery from a queue of manual searches into a coordinated, auditable workflow. The winning design combines predictive and optimization models with hard operational rules, standards-based booking execution, consented communications and human authority for exceptions. Begin with reliable shared data and a narrow, measurable use case; expand only when the system can prove that a recommendation is safe, ticketable, legally appropriate and actually completed by the passenger.
