On covered airline flights, the flight-deck door is kept closed and locked while the aircraft is operating. It can be opened for authorized entry or exit, but eligibility depends on the rules for that airline and flight, and the crew must follow controlled access procedures. A passenger cannot gain access simply by asking.
Why is the cockpit door locked?
The locked door is a security layer separating the flight crew from the passenger compartment. In U.S. Part 121 operations, the pilot in command must ensure that the lockable door is closed and locked while a passenger-carrying airplane is being operated, except when authorized people need access or egress under FAA-approved procedures. The regulation states that the door “is closed and locked at all times when the aircraft is being operated.” 14 CFR § 121.587

That does not mean entry is impossible. The rules provide for authorized access, while limiting who may enter and how the door may be opened. The detailed implementation comes from each operator’s approved procedures; public regulations do not establish one universal airline routine.
Who is allowed in an airline cockpit?
The eligible categories depend on the jurisdiction and operation. In U.S. Part 121 operations, the list includes crewmembers and certain government officials and inspectors on official duties. Other people may qualify only under specified conditions and permissions. The pilot in command retains authority to exclude someone when safety requires it. Eligibility is not a right to enter on a particular flight. 14 CFR § 121.547

For covered foreign air carriers operating in the United States, Part 129 sets a different framework: access is limited to crewmembers, inspectors of the responsible civil aviation authority, or another person that authority authorizes. The rule also limits who may hold a key to the flight-deck door. Applicability exceptions exist for certain smaller passenger aircraft and lower-capacity cargo aircraft. 14 CFR § 129.28
For covered EU commercial passenger operations, access is governed by EU requirements and national civil-aviation security programs. The EU framework does not create a single worldwide access list. Its provisions require a secure flight-crew-compartment door, with access for authorized people under the applicable security arrangements. How does the flight-deck door get opened?
For U.S. Part 121 passenger-carrying airplanes with a lockable door, opening during operation is an exception to the locked-door baseline. The required safeguards include an FAA-approved audio procedure and an approved visual device. They must enable the crew to establish that the area outside is secure and that the person seeking entry is not under duress. The crewmember in charge on the flight deck authorizes unlocking and opening. 14 CFR § 121.584
The rule specifies these safeguards but does not establish one universal keypad, code, buzzer, knock, or cabin-crew sequence. Those implementation details belong to approved operator procedures and can differ between airlines.

For covered EU passenger-carrying commercial aeroplanes, the door is closed before engine start and locked when required by security procedures or the pilot in command until engine shutdown, subject to authorized access under national civil-aviation security programs. The rules require a means to monitor the full area outside the door from either pilot station. EASA Easy Access Rules for Air Operations, Revision 24, March 2026
Do all airplanes have a secondary cockpit barrier?
No. A 2023 FAA final rule requires an installed physical secondary barrier on specified passenger-carrying transport-category airplanes manufactured after August 25, 2025. It is an additional measure, not a claim that every aircraft has identical hardware. FAA final rule, June 26, 2023

Is cockpit security the same as the sterile-cockpit rule?
No. Door security controls access to the flight deck; the sterile-cockpit rule limits distracting flight-crew activity during defined critical phases. Under U.S. 14 CFR § 121.542, critical phases include taxi, takeoff and landing, as well as other flight operations below 10,000 feet except cruise. During those phases, flight crewmembers may perform only duties required for safe operation. The rule identifies nonessential cabin-to-cockpit communications as an example of activity that is not required for safe operation; it does not prohibit necessary communication. 14 CFR § 121.542
Quick Recap
What these rules mean for passengers
- The flight deck is not open to passengers by request; access is limited by the applicable rules and operator procedures.
- A locked door is the operating baseline, not an absolute ban on authorized entry or exit.
- The exact eligibility rules vary by jurisdiction and operation, so U.S. airline rules should not be treated as worldwide rules.
- Hardware requirements such as the FAA secondary barrier have specific aircraft and manufacturing-date conditions.
