Mortgage lenders can use automated models to help assess an application, inform loan pricing, estimate a property’s value, or flag unusual activity for review. These are different tasks, and a model’s output is not the same thing as a lender’s final decision. The available evidence does not establish that every lender uses AI, that AI alone makes every decision, or how often mortgage-wide AI systems catch errors or fraud.

What “AI in mortgage lending” means

AI is often used as a broad label for software that analyzes data to produce a prediction, score, classification, or recommendation. In mortgage lending, some automated tools are machine-learning models; others may be conventional statistical scoring systems or rules-based software. Calling a tool “AI” does not, by itself, explain how it works, what data it uses, or whether a person reviews its output.

The useful questions are practical: What task is the system supporting? Which borrower, loan, property, or transaction data does it consider? Is the output a recommendation or a binding decision? Can the lender explain the result, test the model, and correct errors? Those distinctions matter because underwriting, pricing, property valuation, and anomaly detection have different purposes and safeguards.

Where models can enter the mortgage process

Use What the model may do Evidence and limits
Underwriting and risk assessment Assess borrower and loan characteristics to support eligibility or risk judgments. A Federal Reserve study examined algorithmic approvals in government automated underwriting systems; its findings are specific to its data and are preliminary.
Pricing Help map perceived credit risk to interest rates or fees, alongside other loan characteristics. Federal Reserve material describes credit-score bands used with factors such as loan-to-value ratio, but the cited account is from 2007 and does not establish any lender’s current AI method.
Property valuation Estimate collateral value for certain mortgage credit decisions or securitization determinations. A federal rule sets quality-control requirements for covered institutions’ use of automated valuation models in specified decisions.
Fraud and anomaly review Surface patterns that may merit further investigation. Federal oversight records document this as a possible use and a dated Freddie Mac inventory item, not as a universal or proven fraud-detection capability.

The table separates documented use cases from broader claims. A record that a tool exists or that a regulator has set controls does not show how widely lenders use it, how accurate it is, or whether any particular application was evaluated by such a tool.

How automated underwriting supports a mortgage decision

Inputs and outputs

An automated underwriting system (AUS) evaluates information about a borrower and proposed loan to support eligibility and risk decisions. It can process many characteristics consistently and quickly, but its output reflects the system’s design, the information supplied, and the criteria being applied. A score or recommendation is not proof that every relevant fact was captured correctly.

The Federal Reserve researchers Neil Bhutta, Aurel Hizmo, and Daniel Ringo studied algorithmic approvals in government AUS data. They reported that observable risk factors explained most of the denial disparities they examined. Some remaining gaps of 1–2 percentage points were explained by risk factors not directly observed in their data. Their paper concluded that differential treatment played a limited role in denial disparities in the recent years covered by their study, while emphasizing that the work was preliminary and did not represent an institutional position of the Federal Reserve Board. It should not be treated as a finding about every lender, model, time period, or discrimination question. Read the Federal Reserve study.

What an automated result does not settle

An AUS result can support a decision without establishing that the application record is complete, the data are accurate, or the decision complies with every legal obligation. A lender remains responsible for the credit decision and for applicable consumer-protection requirements. The existence of automated underwriting also does not mean that a human never reviews an application; the evidence cited here does not establish a uniform review process across lenders.

For applicants, the practical implication is to distinguish a system’s recommendation from the lender’s action. If information on an application or credit report is wrong, the applicant can raise that issue with the lender or relevant reporting source. A model cannot make incorrect source information correct simply by processing it consistently.

How scoring can affect mortgage pricing

Risk-based pricing means that a lender may use risk gradations to set different interest rates or fees. Credit scores can be one input, but they are not necessarily the only one. The Federal Reserve’s 2007 general account describes rate schedules combining credit-score ranges with other underwriting factors, including loan-to-value ratio. Because that source is historical and about credit scoring generally, it is context for how pricing can work—not evidence that a named lender currently uses AI to set mortgage rates. See the Federal Reserve’s credit-scoring background.

A model that estimates risk and a pricing policy that translates risk into a rate are related but distinct. A score may inform a decision, while the lender’s pricing structure determines how that information affects the offered terms. The result can depend on more than a single score or model output. The sources cited here do not provide a current, industry-wide formula or a reliable estimate of how much AI changes an individual borrower’s rate.

Fair-lending oversight considers pricing as part of a broader mortgage process. In its fiscal year 2023 fair-lending report, the Consumer Financial Protection Bureau (CFPB) described work examining potential disparities in mortgage applications, underwriting, and pricing; the report describes supervisory work, not a conclusion that every pricing model is biased or unlawful. Read the CFPB’s FY 2023 Fair Lending Report.

How automated property valuations are controlled

An automated valuation model (AVM) estimates a property’s value using data and computational methods. Its output can be relevant where a covered institution uses it in specified mortgage credit decisions or securitization determinations. An AVM estimate is not the same as a universal guarantee of market value, and the rule does not cover every AI tool used in mortgage lending.

An interagency final rule requires covered institutions to maintain policies, practices, procedures, and control systems for covered AVM use. The controls address confidence in estimates, protection against data manipulation, conflicts of interest, random sample testing and reviews, and compliance with nondiscrimination laws. The rule took effect October 1, 2025. It is specifically about quality controls for covered automated valuation models, not a general AI law for all mortgage underwriting or pricing. Details are available from FHFA’s final-rule page and the CFPB rule summary.

These safeguards matter because an estimated value may affect a loan decision, while poor data, manipulation, conflicts, or weak testing can undermine the result. The requirements call for controls around those risks; they do not establish that every AVM is inaccurate or that every covered institution uses the same model.

How models may flag fraud or anomalies

Mortgage-finance models may look for unusual patterns in records or transactions and direct them for review. “Flagging” is not the same as proving fraud: an anomaly is a reason to investigate, not a conclusion about intent or wrongdoing. The sources available here do not establish a current industry-wide adoption rate, a fraud-detection error rate, or how reliably any system identifies fraud.

A September 2022 report from the Federal Housing Finance Agency’s Office of Inspector General (FHFA OIG) said Freddie Mac’s tracked AI/ML repository contained 74 items in early May 2022. The inventory spanned language processing, predictive analytics, chatbots, and anomaly detection. The report also described the Enterprise as being in the early stages of AI/ML adoption at that time. The figure is a dated inventory for one Enterprise, not a count of mortgage-industry systems. Read the FHFA OIG report. A 2022 Senate hearing record also lists fraud detection among possible AI/ML uses in mortgage finance, which supports describing it as a use case rather than a proven capability across lenders. What happens if a lender denies an application

When a creditor takes adverse action, the Equal Credit Opportunity Act and Regulation B require a notice that gives the specific principal reasons for the action. A complicated or “black-box” algorithm does not excuse a creditor from that duty. The CFPB’s Circular 2022-03 says the reasons disclosed must accurately describe factors actually considered or scored; a lender cannot use model opacity as a defense for failing to identify them. Read CFPB Circular 2022-03.

The CFPB’s September 2023 guidance further says that a sample checklist of possible denial reasons does not automatically meet the requirement if it does not reflect the actual reasons in the applicant’s case. In CFPB Director Rohit Chopra’s words, “Creditors must be able to specifically explain their reasons for denial. There is no special exemption for artificial intelligence.” Read the CFPB’s guidance.

For an applicant, the notice is the starting point for understanding the lender’s stated reasons. Check whether the reasons describe the factors that actually applied to the decision, and contact the creditor if the explanation appears inaccurate or unclear. Keep the application and notice, and identify any specific information you believe is wrong. This requirement applies to adverse actions; it does not mean every approval must come with an explanation of how a model worked.

How regulators frame fair-lending and model risk

Fair-lending review is broader than checking whether an algorithm contains an explicitly discriminatory rule. Data quality, model design, the way a score is used, and the effects across application, underwriting, pricing, or valuation can all matter. The CFPB’s FY 2023 report describes examination work on potential disparities in mortgage application, underwriting, and pricing; it also describes reviewing appraisal service providers for potential discrimination or bias and checking Home Mortgage Disclosure Act (HMDA) data integrity and validation. These are supervisory priorities and activities, not proof that a particular AI system violated the law.

For Fannie Mae and Freddie Mac, FHFA Advisory Bulletin AB 2022-02 provides AI/ML risk-management guidance and was revised in May 2025. FHFA OIG has described risks including model, data, regulatory and compliance, and operational risks, including information security and third-party providers. Taken together, these are useful lenses for understanding why organizations need reliable data, model validation, monitoring, security, and governance. They should not be mistaken for one universal checklist imposed on every mortgage lender. Read FHFA Advisory Bulletin AB 2022-02 and the FHFA OIG report.

How to judge claims about AI mortgage tools

When a lender, vendor, or headline says “AI,” look for specifics rather than assuming that every automated system works the same way. These checks help separate an actual process from a general promise:

  • Identify the task. Is the system assessing borrower risk, helping set a price, estimating property value, or flagging an anomaly? Those jobs rely on different inputs and have different consequences.
  • Ask what the output does. A recommendation, risk score, valuation estimate, and final adverse action are not interchangeable. Find out whether the model supports a decision or directly determines it; do not assume a human-review step unless it is documented.
  • Look for the relevant safeguards. For an adverse action, the creditor must give specific, accurate reasons. For covered AVM use, the federal quality-control rule addresses estimate confidence, manipulation, conflicts, testing, reviews, and nondiscrimination.
  • Check what the evidence actually establishes. A research study may concern one dataset and period; an oversight report may inventory one institution’s tools; a rule may apply only to a defined activity. None alone demonstrates a universal practice or performance level.
  • Separate a model’s signal from a proven fact. A risk score or anomaly flag is an assessment based on available inputs, not independent proof that an applicant is risky or that fraud occurred.

No current mortgage-wide adoption rate, error rate, savings estimate, or quantified fraud-detection performance is established by the cited sources. A precise number for any of those claims would need a clearly identified population, measurement method, and date.
