But detection performance is only one measure of a system: firms also need reliable data, validation, privacy safeguards, explainability and auditability, ongoing monitoring, human intervention suited to risk, and oversight of outside providers. The rules that apply depend on the institution, its activities, and its jurisdiction.
How does AI help detect fraud?
It can monitor activity and identify patterns
AI methods can help analyze activity as it occurs and flag patterns that merit review. This can support fraud monitoring on financial platforms, where the goal is to direct attention to potentially suspicious activity rather than treat every alert as proof of wrongdoing.
In a 20 November 2025 account of European banking, the European Central Bank (ECB) reported increased AI use cases among significant institutions between 2023 and 2024, including fraud detection. The ECB described real-time monitoring and pattern recognition as uses of AI, but said it remains difficult to quantify the financial benefits realized. The report does not establish a specific reduction in fraud or losses.
Alerts still need context
A model’s output is one input to an operational decision. A useful system must be evaluated for whether its alerts are reliable in the intended setting, how staff can investigate them, and what happens when the system is uncertain or unavailable. A high volume of alerts that cannot be reviewed effectively can undermine the value of detection.

What do current adoption figures show?
The ECB’s supervisory reporting covered 107 significant institutions in 2023 and 110 in 2024. It reported increased AI use, including for fraud detection, but did not give a percentage for that summary. These figures concern the ECB’s significant-institution reporting, not every bank or regulated platform.
The ECB also described a workshop involving 13 banks. About half of that sample had introduced dedicated AI policies or oversight committees. This is a small workshop sample, not a representative estimate of the banking sector. Its observations are useful as examples of governance practices, not as proof that all institutions have adopted them.
What controls make AI fraud detection more responsible?
Check data quality, privacy and integrity
Fraud models depend on the information they receive. Incomplete, outdated, inconsistent or poorly governed inputs can weaken results; large or unstructured data can also be difficult to manage. Institutions should check data quality and integrity, restrict access appropriately, and account for privacy risks in how data is collected and used. FINRA and ESMA both identify privacy or data-integrity concerns in their material on AI use.

Validate before deployment and monitor after
Evaluation should happen before a tool is put into service and continue as its operating conditions change. FINRA’s 27 June 2024 Regulatory Notice 24-09 advises member firms to evaluate tools before deployment and maintain compliance with existing rules. The ECB reports that banks use controls such as model dashboards, inventories and data-quality checks.
Monitoring should give responsible teams a way to review performance and changes over time, investigate unexpected behavior, and control updates. Dashboards and inventories can support that work, but they do not replace validation or accountable review.
Treat explanations as evidence to examine, not proof
Explainability tools may help people review why a model flagged an activity, but an explanation interface does not establish that a model is correct or fair. The BIS Financial Stability Institute’s 8 September 2025 paper warns that explainability techniques can be inaccurate, unstable or misleading. Documentation, validation and independent review are therefore important complements to explanations.

Match human intervention to the risk
The ECB reported that banks in its 13-bank workshop sample described human oversight for high-risk decisions and real-time fraud alerts, with more human validation as risk increased. That is a reported sample practice, not a universal legal requirement. In practice, firms need to define when a person reviews an alert or decision, how it can be escalated, and who can intervene if a system behaves unexpectedly.
What changes when a provider supplies the model?
Third-party and cloud-based tools can introduce dependencies beyond the model itself. A firm needs enough visibility to assess the tool’s behavior, compliance implications, privacy practices and continuity arrangements. The BIS paper notes that third-party models can intensify explainability challenges; the ECB reports attention to provider checks and backup options.

Which rules apply to regulated platforms?
There is no single global AI compliance standard in the sources discussed here. Existing obligations continue to apply, but the relevant framework depends on the firm’s jurisdiction, regulated activity and use case.
United States: FINRA member firms
FINRA Regulatory Notice 24-09, published 27 June 2024, says: “The rules apply when member firms use AI, including Gen AI or similar technologies, in the course of their business, just as they apply when member firms use any other technology or tool.” The notice does not create new requirements or interpretations. It highlights existing concerns including supervisory-system design, model risk management, privacy and data integrity, reliability, accuracy, third-party tools and evaluation before use. It applies to FINRA member firms, not every U.S. financial platform.
European Union: investment services
In its 30 May 2024 guidance, the European Securities and Markets Authority (ESMA) said firms using AI in investment services for retail clients must comply with relevant MiFID II requirements, including organizational and conduct obligations and acting in clients’ best interests. ESMA identifies risks including algorithmic bias, poor data quality, opaque decisions, overreliance on AI, privacy and security. The guidance is framed around the relevant investment services and requirements, not every platform or activity in the EU.

CFTC-regulated markets and broader international context
A 2024 responsible-AI report announcement from the Commodity Futures Trading Commission’s Technology Advisory Committee identifies fairness, robustness, transparency, explainability and privacy as typical responsible-AI properties. It emphasizes assessing risks in the specific use case and in light of potential harm; it is not a comprehensive binding rulebook.
The OECD’s 2024 report reflects its 2024 Survey on Regulatory Approaches to AI in Finance and should be read as survey context, not a universal measurement of financial-sector risk. The BIS Financial Stability Institute has also described the challenge of applying established model-risk expectations to complex AI. Neither source establishes one set of rules for all jurisdictions.
How should a firm evaluate an AI fraud tool?
Rather than choose on model claims alone, institutions can compare tools against the operational and governance questions raised by supervisors and regulators:
- Detection evidence: What validation supports the tool’s performance in the intended use case, and how will reliability and accuracy be checked after deployment?
- Auditability: Can the firm document the model and examine its behavior, while recognizing that explanations may be imperfect?
- Data safeguards: Are data quality, privacy and integrity addressed for the inputs the tool actually uses?
- Human escalation: Which alerts or decisions require review, and can staff intervene when risk or uncertainty rises?
- Provider and continuity risk: What visibility, oversight and backup arrangements exist if a third-party model or service changes or becomes unavailable?
- Monitoring and change control: Who reviews performance, tracks changes and decides whether an update remains appropriate?
The CFTC committee’s responsible-use dimensions—fairness, robustness, transparency, explainability and privacy—offer a way to frame those questions around the potential harm of the particular use case. They are evaluation dimensions, not a substitute for determining which legal obligations apply.
What responsible deployment ultimately requires
AI can strengthen fraud monitoring by helping teams recognize patterns and respond to activity in real time, but its value cannot be judged from detection claims alone. A regulated institution needs controls that make the system’s data, behavior, limitations, providers and human escalation paths subject to review. That work must fit the institution’s activity and jurisdiction, while preserving the obligations that already apply.
