AI data centers are industrial systems built around accelerated computing. GPU-equipped servers train and run AI models, while CPUs, storage and networking move data. Grid connections, power-distribution equipment, UPS batteries and generators keep those servers supplied; cooling systems remove the heat produced by the electrical power. As AI racks become denser and their workloads fluctuate rapidly, electricity access and heat removal can limit how quickly a facility expands.
What an AI data center actually contains
A data center is more than a room full of graphics processors. Its information-technology (IT) equipment includes general-purpose CPUs, GPU or other accelerator cards, memory, storage drives and high-speed networking. Facility equipment supplies electricity, controls temperature and humidity, detects hazards and maintains service during disturbances.

- Compute servers: CPUs handle operating-system tasks, orchestration and many serial workloads. GPUs and other accelerators execute the highly parallel matrix and vector operations common in model training and inference. Not every server contains a GPU, and AI jobs differ greatly in their compute and energy requirements.
- Storage and networking: Training data, model checkpoints and software reside on storage systems. Network fabrics move data between servers and connect the facility to users and other services; a fast accelerator can be underused if data cannot arrive quickly enough.
- Power systems: Utility power enters through a grid connection, then transformers, switchgear, power-conversion equipment and distribution units deliver controlled power to racks. UPS batteries bridge short interruptions, and generators can provide longer-duration backup.
- Environmental systems: Cooling equipment transfers heat away from servers and manages airflow, temperature and humidity. Monitoring and controls coordinate cooling, electrical capacity and IT load.
The International Energy Agency (IEA) describes these parts as an interdependent system: a shortage of grid capacity, transformers or cooling can prevent new computing capacity even when servers are available. IEA, Energy demand from AI (2025).
How GPUs perform AI work
Training: many calculations in parallel
Training adjusts a model’s parameters by repeatedly processing large data sets. The workload is dominated by parallel arithmetic—multiplying and adding large arrays of numbers. GPUs contain many arithmetic units and high-bandwidth memory, so a cluster can perform these operations concurrently. Servers divide a model or a batch of data across multiple GPUs; networking then synchronizes results between servers.

Training is not one fixed power event. A run may alternate between intense computation, data loading, communication and checkpoint storage. Utilization, model size, numerical precision, software efficiency and the number of accelerators all affect energy use. Consequently, a statement about “GPU power” cannot be converted into a universal energy cost for every model.
Inference: serving a trained model
Inference generates outputs for users or other software after a model has been trained. Some inference requests are small and brief; others use long prompts, large batches or multimodal inputs and keep accelerators busy. A service may reserve capacity for traffic spikes, leaving some servers lightly loaded at quiet times. The facility must still power and cool that reserved equipment.
Why CPUs and networking remain important
GPUs do not replace the rest of the server. CPUs schedule work, prepare data and run services; memory feeds the accelerators; storage supplies model files; and network adapters exchange activations and gradients. Bottlenecks in any of these components can reduce useful work per watt, so operators size the complete platform rather than counting GPUs alone.

How much electricity data centers use
Published totals cover all data-center workloads, not AI alone. The IEA estimated that data centers consumed about 415 terawatt-hours (TWh) in 2024, roughly 1.5% of global electricity use, in its 2025 analysis. Its 2025 Base Case projected approximately 945 TWh in 2030. A later IEA update estimated 485 TWh for 2025 and projected about 950 TWh in 2030. These figures come from different publication vintages and should not be presented as a single revised time series.
| Figure | What it represents | Source and vintage |
|---|---|---|
| 415 TWh | Estimated global data-center electricity use in 2024 | IEA, 2025 |
| About 1.5% | Share of global electricity associated with the 2024 estimate | IEA, 2025 |
| About 945 TWh | Base Case projection for global data-center use in 2030 | IEA, 2025 |
| 485 TWh | Estimated global data-center electricity use in 2025 | IEA, 2026 update |
| About 950 TWh | Projection for global data-center use in 2030 | IEA, 2026 update |
The 2026 IEA summary reported 17% growth in overall data-center electricity demand during 2025 and 50% growth for AI-focused data centers. “AI-focused” is a subset; it should not be substituted for the total data-center figures above. See the IEA Executive summary (2026).

Why a global percentage can hide a local problem
Data centers are concentrated in particular regions and connect to specific substations. Even a modest global share can therefore create a large local requirement for generation, transmission, transformers and distribution upgrades. Connection queues and equipment lead times may delay a project before the building or servers are ready. The IEA also notes that AI workloads can change demand quickly, creating reliability and balancing challenges for the local grid.
Where the electricity goes inside a facility
Servers are usually the largest single electricity user. The IEA’s 2025 analysis puts servers at around 60% of data-center electricity on average, with the proportion varying by site. Cooling can account for about 7% in efficient hyperscale centers and more than 30% in less-efficient enterprise facilities. The remainder includes networking, storage, lighting, power conversion, pumps, controls and other infrastructure.

| Cooling | Moves heat from IT equipment and conditions air or coolant | About 7% in efficient hyperscale sites to over 30% in less-efficient enterprise sites (IEA, 2025) |
| Power delivery | Transformers, switchgear, UPS, distribution and conversion losses | Varies with design and load; no single universal share established here |
| Other facility loads | Networking, storage, lighting, controls and safety systems | Varies with equipment and operating conditions |
A common efficiency indicator is power usage effectiveness (PUE), the ratio of total facility energy to IT energy. PUE is useful for tracking a site, but it does not capture every benefit of liquid cooling; the IEA 4E analysis warns that PUE can understate gains when cooling changes also affect heat reuse or IT performance.
Why AI power demand is becoming harder to design for
Higher rack density
The IEA’s 2026 summary reports that AI-server power density increased 11-fold between 2020 and 2025 and is expected to rise another fourfold by 2027. More electrical power is concentrated in each rack, increasing the amount of heat that must be removed from a small floor area. Existing rooms designed for lower-density CPU servers may lack the busway, switchgear, floor loading, airflow or cooling distribution required by new racks.
Rapid load swings
Training phases, inference bursts and synchronized accelerator jobs can make demand rise and fall quickly. The IEA says these swings add reliability challenges: utility connections, UPS systems, generators and control software must tolerate the variation rather than merely the average load. Storage or backup generation can support continuity, but the cited evidence does not identify one preferred architecture for every site.

Electrical bottlenecks
Grid availability is only the first check. A project also needs a connection schedule, transformers with sufficient capacity, switchgear, conductors, power-conversion equipment and protection systems. Long lead times for electrical equipment can become the critical path. Operators therefore compare not just megawatts available, but when they can be delivered, how variable the load will be and what reliability standard the service requires.

Air cooling
Fans move room air through server heat sinks and then to air-handling or chilled-water equipment. Air systems use familiar components and standards, and they are often easier to maintain or retrofit in an existing hall. Their practical limit is heat-transfer capacity: as rack power rises, more airflow, larger fans and more cooling plant may be needed, increasing noise, space and fan energy. Air distribution can also become uneven when a few high-power racks sit among lower-power equipment.
Direct-to-chip liquid cooling
Cold plates attached to processors carry heat into a liquid loop. Because liquid transports heat more effectively than air in a compact space, this approach can support higher rack densities and reduce the airflow burden. Pumps, manifolds, heat exchangers, leak detection and controls become additional design and maintenance requirements. Server and facility interfaces must be standardized, and a retrofit may require new piping or floor distribution.
Immersion and other liquid arrangements
Immersion places some or all electronics in a non-conductive fluid, while rear-door heat exchangers capture heat at the rack boundary. These configurations can fit particular density or building constraints, but they involve different service procedures, fluid handling, equipment compatibility and capital decisions. No one liquid method is established as universally superior by the cited evidence.
What liquid cooling can save—and what it cannot promise
The IEA 4E EDNA report estimates potential savings of about 8% at the server level and 30–40% at the facility level, with overall savings on the order of 10–21%. These are modeled or reported potentials, not guaranteed results for every building. Actual savings depend on rack density, outdoor conditions, coolant temperatures, pump design, heat-rejection equipment, utilization and what air-cooling equipment can be turned down.

Liquid cooling can reduce fan and chiller work, but it does not eliminate electricity use: pumps, heat exchangers, controls and heat-rejection equipment still operate. Operators should evaluate total site energy and reliability rather than treating a server-level percentage as a facility-wide promise.
The decision also includes non-energy trade-offs:
- Initial cost: piping, distribution units, cold plates, pumps and monitoring add capital expense.
- Reliability and service: leak prevention, detection, containment and maintenance procedures must be engineered into operations.
- Standards and supply: compatible servers, connectors, fluids and service skills may be less standardized than air-cooling components.
- Retrofit feasibility: an existing building may not have space, structural capacity or plumbing routes for a new loop.
- Heat-reuse options: a liquid loop can deliver higher-temperature heat to a recovery system, but a useful nearby heat load is not guaranteed.
The IEA 4E EDNA report on liquid cooling (22 June 2026) discusses these efficiency and deployment conditions.

There is no universal cooling winner. A defensible design starts with the workload and the building, then tests both energy and operational consequences.
- Measure the IT load: document present and planned rack power, utilization patterns, accelerator mix and expected growth.
- Map heat removal: determine how much heat each rack produces, where it can be rejected and whether the existing chilled-water or air plant has spare capacity.
- Check electrical and physical constraints: verify utility capacity, transformers, switchgear, UPS, generator, floor loading, ceiling height and equipment-room space.
- Model full-facility energy: include fans, pumps, chillers, heat exchangers, controls and seasonal conditions instead of comparing processor data sheets alone.
- Plan service and failure modes: define leak detection, isolation valves, spare parts, maintenance access and what happens if a pump, cooling loop or utility feed fails.
- Compare lifecycle economics: weigh capital cost, electricity, water or coolant management, retrofit work, staffing and the value of additional compute capacity.
This process also prevents a frequent mistake: selecting liquid cooling solely because a headline percentage looks attractive, without confirming that the facility can install and operate it reliably.
Planning power and cooling for an AI expansion
Questions for the grid connection
- What firm capacity is available now, and what is the date and cost of an upgrade?
- Can transformers, switchgear and protection systems handle the planned peak and rapid ramps?
- What ride-through time and backup duration are required for the service?
- How will on-site storage or generation coordinate with the utility connection?
- Are local permitting, transmission constraints or equipment lead times likely to dominate the schedule?
Questions for the cooling design
- What rack density and coolant or air temperature does the planned hardware require?
- How much cooling capacity remains if several AI clusters run at once?
- Can the design be expanded without shutting down existing customers?
- What monitoring detects rising temperatures, pump failure or a leak early?
- Which components can technicians replace, and what spares are kept on site?
Answering these questions together matters because electrical and thermal limits interact. A larger chiller or pump adds electrical load; a denser rack may require liquid distribution; and a constrained grid connection can make efficiency improvements more valuable than simply adding generation.

What the numbers mean for communities and users
Data-center electricity demand is a system-level issue rather than a claim that every AI request consumes the same amount of power. The energy associated with an output depends on the model, prompt or input, batching, hardware utilization, cooling overhead and the facility’s electricity mix. At the infrastructure level, however, sustained growth can require new substations, transmission work and generation. Communities may therefore experience construction, land-use and grid-planning effects even when the global percentage appears small.
Fatih Birol, the IEA’s executive director, summarized the strategic connection this way: “The IEA was early in recognising that there is no AI without energy – and that countries that provide secure, affordable and rapid access to electricity will be one step ahead,” as reported by the agency on 16 April 2026 in its data-center electricity update.
Frequently Asked Questions
Are all AI data-center servers equipped with GPUs?
No. Facilities combine CPU-only servers, GPU or other accelerator servers, storage and networking. GPU use depends on the workload; orchestration, data preparation and many services still run on CPUs.
The Tool Desk
Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Does liquid cooling always use less energy than air cooling?
No. The IEA 4E figures are potential savings that depend on rack density, equipment, climate and facility design. Pumps and heat-rejection equipment still consume power, and retrofit or reliability costs can change the result.
Is the IEA’s 415 TWh figure AI-only electricity?
No. It is the IEA’s estimate for total global data-center electricity use in 2024. AI-focused demand is a subset and should not be substituted for that total.
Why can a data center affect a local grid more than the global percentage suggests?
Facilities cluster geographically and connect to particular substations. A concentrated load can require local transformers, transmission and generation upgrades even when data centers represent a relatively small share worldwide.
