AI data centers secure power on a constrained grid by combining early interconnection planning, flexible computing, coordinated facility controls, finite-duration storage, and (where permitted) behind-the-meter generation. None of these is a universal substitute for new transmission and bulk generation. The dependable approach is a coordinated plan that matches workload commitments and local grid conditions while utilities, regulators, and developers resolve longer-term capacity and cost allocation.

This article focuses on the United States, where recent national-laboratory studies and Federal Energy Regulatory Commission (FERC) actions address the rapid growth of large loads. Rules and project results vary by region, and FERC proceedings described below are not final, uniform tariffs.

Why AI data centers face a power-availability problem

AI facilities concentrate very large, relatively steady electrical demand in one location. A utility may have generation somewhere in its system, yet still lack transmission capacity, substation equipment, or a completed interconnection study at the site and date the data center needs. Engineering studies, permitting, equipment procurement, and network upgrades can take longer than a developer’s construction schedule.

The scale of the planning challenge is significant. Lawrence Berkeley National Laboratory (LBNL) projects that U.S. data-center energy use could be two to three times its 2023 level by 2028; that is a forecast, not an observed outcome (LBNL, May 2026). Its Speed to Power report identifies more than 40 possible measures for accelerating large-load connections, organized across forecasting, interconnection, resource planning and procurement, markets and operations, and cost allocation and rates (LBNL, June 2026). The count refers to solutions identified in reviewed literature, not to projects already deployed.

That makes reliable power a system-coordination problem rather than a search for one device. A site can improve its near-term position with operational flexibility, storage, or onsite generation, but it still needs a transparent grid-connection process and enough long-run generation and transmission to serve its contracted demand.

Five planning tracks that have to move together

Forecast the load in a form the grid can use

Developers should provide utilities with staged forecasts: construction dates, initial and ultimate megawatt demand, ramp rates, seasonal patterns, power-quality requirements, and the portion that can be curtailed or shifted. Forecasts should distinguish firm demand from conditional demand, because a utility can plan a different network solution when some computing is interruptible during defined events. Updating the forecast as hardware and workload plans change prevents an interconnection study from being based on obsolete assumptions.

Start interconnection and transmission work early

An application is only the beginning. The utility or regional transmission organization must study short-circuit duty, thermal loading, voltage, stability, protection, and the upgrades needed for the requested service. PNNL’s framework for streamlining large-load interconnection calls for a more consistent and fair process, reflecting the delays and uncertainty in current practice (PNNL, May 22, 2026). Developers should request pre-application information, reserve engineering resources, track study milestones, and keep a schedule for permits, transformers, switchgear, and transmission work rather than treating the queue date as a guaranteed energization date.

Procure resources and define who pays

Utilities may need new generation, transmission, distribution equipment, or demand-response contracts. Tariffs determine how a large customer pays for dedicated facilities, shared network upgrades, standby service, and any flexible service it receives. A credible plan states which costs are assigned to the data center, which are socialized across customers, and what happens if the project load arrives later or does not materialize.

Design market and operating rules around stress conditions

Reliability depends on the operating agreement as much as the physical connection. The contract should specify notice periods, maximum curtailment frequency and duration, telemetry, performance tests, restoration priority, and penalties or credits. It should also explain how a battery, generator, or flexible computing load participates in emergency and balancing services.

Coordinate rates with actual flexibility

Time-varying prices, non-firm service, or interruptible tariffs can reward a facility that reduces demand when the local system is constrained. They work only when the utility can measure performance and the customer understands the operational consequences. A low rate without a clearly funded upgrade plan does not create capacity.

Four flexibility mechanisms for an operating data center

1. Shift computation across time or geography

Batch training, data preprocessing, checkpoint generation, and other non-urgent work can be scheduled for hours when the grid is less stressed or routed to another region with available capacity. The facility needs workload classification, queueing software, geographic redundancy, and a service-level policy that identifies what may move and what must remain local.

Not all AI workloads are safely interruptible. Interactive inference, latency-sensitive services, data-residency obligations, and jobs with tight completion deadlines may have little flexibility. Moving a workload also transfers network traffic and may create a new peak elsewhere, so scheduling needs a system-wide signal rather than a simple clock-based rule.

2. Adjust facility infrastructure and controllable loads

Cooling plants, air handlers, chilled-water systems, power-conversion equipment, and charging loads can sometimes be operated within a wider range without violating chip-temperature or reliability limits. Controls can pre-cool thermal systems, alter set points, sequence noncritical equipment, or reduce auxiliary consumption during a grid event. These actions are incremental: they lower or reshape demand but do not provide an unlimited energy source.

Instrumentation is essential. Operators need real-time meters, equipment-level telemetry, tested control logic, and a manual fallback. Any control that could affect servers, cooling redundancy, fire protection, or safety systems should have independent protection and a defined recovery sequence.

3. Use batteries as finite-duration flexibility

Storage can discharge during a constrained interval, absorb energy when the grid is strong, and smooth a ramp when computing load changes quickly. LBNL lists storage as a flexibility lever, and a PNNL simulation evaluates batteries coordinated with onsite generation (LBNL, May 2026; PNNL, September 22, 2026).

A battery has limited energy, power-conversion losses, a state-of-charge window, degradation, and a recharge requirement. The operating plan must reserve energy for the grid event most likely to matter, define how quickly it can respond, and prevent simultaneous commitments that exhaust it. Batteries can defer or reduce a peak; they cannot permanently supply a multi-day shortfall or eliminate the need for generation and transmission.

4. Add onsite or co-located generation

Behind-the-meter generation can supply part of the load while a permanent grid connection is being built or can reduce imports during stressed conditions. The design may include engines, turbines, fuel cells, or other resources, subject to local fuel supply, air permits, noise limits, emissions rules, safety requirements, and interconnection protections. The available evidence does not establish natural gas, or any other fuel, as universally cheapest, cleanest, or most reliable.

Ownership and operating status matter. A generator that is normally isolated may have different protection and tariff treatment from one that parallels the grid or exports power. Fuel-delivery contracts, maintenance outages, black-start capability, emissions monitoring, and synchronization procedures must be included in the reliability calculation. FERC is specifically examining how tariffs should treat co-location and behind-the-meter generation.

How the options compare

The right portfolio depends on the site’s queue position, workload commitments, local constraints, permitting environment, and risk tolerance. The available studies do not establish a single cheapest or most reliable choice across regions.

Strategy Time to deploy Dependable capacity and duration Response to grid stress Workload or service impact Permitting and emissions Grid-upgrade need Cost responsibility
Computation shifting Potentially quick after software and contracts are ready Depends on the amount and timing of deferrable work; no fixed capacity is established Can respond through scheduling before or during an event May delay jobs, increase latency, or require geographic redundancy Little new physical permitting; may move environmental impacts to another site Can reduce peak import but does not replace a firm connection Primarily the operator’s software, networking, and service-management costs
Facility-load controls Usually requires engineering, sensors, and commissioning Limited by safe operating ranges and event duration; not stated as a universal value Fast for qualified equipment with tested controls Must protect cooling, power quality, and hardware reliability Generally facility-permit changes rather than a new generator; effects vary by equipment May lower or reshape the upgrade requirement Often shared through the facility program or tariff; allocation is region-specific
Battery storage Depends on procurement, interconnection, fire code, and construction Finite energy and power; duration, degradation, and recharge limits are project-specific Very fast response when state of charge is adequate Normally little direct workload impact, but dispatch can reduce backup margin Requires siting and fire-safety approvals; emissions depend on charging and replacement supply Can shave peaks but cannot replace bulk generation Capital and operating costs may be the customer’s, utility’s, or a market program’s
Onsite or co-located generation Equipment, fuel systems, permits, and protection can make deployment lengthy Can provide sustained output while fuel and equipment are available; dependable rating is site-specific Can support imports during an event, subject to start-up and ramp limits Usually little workload impact once operating, but outages and maintenance require redundancy Fuel, emissions, noise, water, and safety permits may be material Can reduce imported power but still requires a safe grid connection and reserve plan Typically borne by the project unless a tariff or shared-resource arrangement says otherwise
Transmission, generation, and tariff upgrades Often the longest path because studies, equipment, construction, and approvals are required Provides the durable firm capacity the system plans for; exact amount depends on the project Improves system capability rather than acting as a short-term control Little operational impact on workloads after commissioning Requires extensive siting, environmental, and regulatory approvals Addresses the underlying network and supply constraint Allocation is set through utility and regional-market rules

What coordinated controls can deliver—and what they cannot

PNNL’s September 22, 2026 study modeled data-center load profiles, battery storage, and natural-gas generation on a modified IEEE 24-bus transmission system. The simulations indicate that coordinated controls can relieve congestion on a weak grid and assist during stressed conditions (PNNL, September 22, 2026). This is modeled potential, not a field-test result or a guarantee for every utility territory.

Applying the result to a real project requires a site-specific power-flow and stability study, actual equipment limits, communication and cybersecurity testing, fuel availability, and operating rules approved by the interconnecting utility. A controller that works in a model may fail to deliver the same service if telemetry is delayed, the battery is depleted, the generator is unavailable, or several facilities respond simultaneously.

How U.S. interconnection rules are changing

On June 18, 2026, FERC directed all six jurisdictional regional grid operators to justify or reform tariffs for large loads. The targeted action asks about co-location, behind-the-meter generation, flexible service, cost transparency, and study processes (FERC, June 18, 2026). It is a regulatory process, not a final nationwide rulebook; each proceeding and region can produce different requirements and timelines.

FERC Chairman Laura V. Swett described the objective as “setting the stage for a resilient, reliable, and forward-thinking grid” while providing certainty for investors and protecting existing deals (FERC, June 18, 2026). For a developer, the practical questions are whether a proposed flexible load qualifies for a distinct service, how network costs are assigned, what studies are required for parallel generation, and how an existing customer is protected if a new large load changes local flows.

A practical sequence for a new AI campus

  1. Define the service promise. Separate latency-sensitive inference, training, batch work, and auxiliary loads. Record which workloads can pause, move, or run at reduced power and the maximum acceptable interruption.
  2. Build a staged electrical forecast. Provide construction phases, initial and ultimate demand, ramp rates, power factor, cooling load, seasonal behavior, and firm versus flexible megawatts to the utility and regional operator.
  3. Open the interconnection work before final site commitment. Request pre-application data, submit the study request, identify transmission and distribution upgrades, and align transformer and switchgear orders with the study schedule.
  4. Test a flexibility baseline. Measure how much computation, cooling, and auxiliary load can move for 15 minutes, an hour, and longer under safe operating limits. Validate the result during commissioning rather than relying on nameplate ratings.
  5. Size storage and generation against explicit events. Specify the event duration, response time, recharge plan, fuel reserve, maintenance strategy, emissions limits, and islanding or paralleling mode. Do not count the same megawatt simultaneously as backup, market capacity, and guaranteed grid relief.
  6. Negotiate measurable tariff terms. Put curtailment notice, telemetry, testing, restoration priority, credits, penalties, upgrade-cost allocation, and treatment of behind-the-meter resources in the service agreement.
  7. Operate with continuous verification. Monitor state of charge, generator availability, control latency, workload displacement, and actual feeder conditions. Reforecast demand as hardware generations and utilization change.

Limits that decision-makers should state openly

  • There is no verified universal figure in the cited material for deployment cost, uptime improvement, battery duration, or regional project outcomes.
  • The two-to-three-times energy-use figure for 2028 is an LBNL projection, not a measurement of future consumption.
  • The PNNL control result comes from a modified IEEE 24-bus simulation, not a commercial data-center field trial.
  • Onsite generation can reduce grid imports but introduces fuel, maintenance, emissions, permitting, and synchronization obligations.
  • Flexibility measures can bridge a timing mismatch; they do not remove the need for adequate bulk generation, transmission investment, or a transparent tariff.
