India’s Customs administration is being urged to use artificial intelligence, machine learning and real-time analytics to reduce compliance costs and cargo delays. These are policy aims, not demonstrated savings: reports of CBIC Chairman Vivek Chaturvedi’s remarks on 16 September 2026 do not provide an evaluation showing that transaction costs or cargo dwell times have fallen.
What India’s Customs proposal is intended to do
At an Authorised Economic Operator (AEO) programme in New Delhi, Central Board of Indirect Taxes and Customs (CBIC) Chairman Vivek Chaturvedi called for technology to support a “near-touchless, near-digital” clearance experience. Business Standard reported that the aim is to lower businesses’ compliance costs and reduce unnecessary physical interaction, particularly for trusted taxpayers. A same-day ETCIO report carried by IANS described related goals: predictive and cyclical analytics, lower cargo dwell costs, better data integration, and support for MSMEs seeking to use facilitation schemes.

The reporting also describes a proposed unified portal that could consolidate businesses’ compliance history across indirect taxes. It does not establish that the portal has launched, set out its technical design, or give an implementation schedule. Chaturvedi’s remarks should therefore be read as a direction for policy, not confirmation that these capabilities are already operating.

Customs analytics does not have to mean generative AI. The relevant applications are mostly focused systems for handling data and prioritising checks:
#1 Best Overall
- Read Before You Buy — No Video Output: These adapters support charging and USB 2.0 data transfer, but cannot transmit video signals. Except for standard USB webcams (which use USB data only), they are not compatible with HDMI/DisplayPort cables, video-capable USB-C hubs, or docking stations with video output.
- Convert USB-A Ports to USB-C: Designed to connect USB-C earphones, cables, flash drives, card readers, and other USB-C accessories to standard USB-A ports. Plug-and-play with no drivers or software required.
- Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
- Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
- Risk targeting: predictive models can help identify shipments that merit closer scrutiny, allowing officers to focus controls on higher-risk cases rather than apply the same level of intervention to every consignment.
- Document and data review: automated processing can help examine declarations and supporting information, flag inconsistencies, and direct cases that need human review.
- Anomaly detection: systems can identify patterns or declarations that differ from expected profiles, helping authorities select cases for further assessment.
- Operational planning: timely analytics may help allocate staff and other resources in response to changing patterns and workloads.
For legitimate traders, the hoped-for benefit is fewer avoidable interventions and faster processing. That can reduce the time and effort tied up in compliance and cargo waiting. But a model can only help if its flags are useful and procedures allow lower-risk shipments to move without unnecessary delay.
What an overseas customs example shows—and does not show
An OECD-published compendium describes a Turkish Customs Administration data-mining project launched in 2018. It used predictive modelling, anomaly detection, risk-profile analysis and real-time analytics to focus controls on higher-risk areas. The case makes the proposed operating model concrete: use data to guide attention rather than treating every shipment identically.

It is an example of operational use in Turkey, not proof that India has deployed the same system or that analytics automatically reduce costs. The case does not establish a quantified economic impact. A separate OECD publication discusses AI use across supply chains and customs; its figure of more than 130 customs organizations implementing automated or AI-enhanced systems is attributed to Klotz, Barr and Sotelo (2024), rather than presented as the OECD’s own count. That secondary-source figure should not be treated as an independently verified measure of results.

Customs models depend on relevant, timely and reliable information, including declarations, transaction records, tariff classifications and administrative data. If records are incomplete, inconsistent or trapped in incompatible legacy systems, analytics can produce weak or misleading signals. Integrating data across agencies and processes is therefore a prerequisite, not a benefit technology delivers by itself.

A March 2025 WCO-associated Smart Customs Project report identifies potential uses including routine process automation, risk assessment, fraud detection, resource allocation, clearance and predictive analytics. It also stresses foundational requirements: suitable infrastructure, trained personnel, legal and ethical safeguards, attention to fairness and accountability, and a cost-benefit case. The report’s own front matter says it was not formally approved by the WCO and does not necessarily reflect the organisation’s official position; it is useful background, not binding WCO guidance. It recommends piloting systems before full-scale implementation.
Effective safeguards matter because an inaccurate risk flag can delay a compliant trader, while an opaque system can make it difficult to explain or challenge a decision. Human review, auditability and monitoring of errors should be considered alongside speed and automation.

How to tell whether the initiative is delivering
Announcements about AI adoption are not enough to establish that businesses are better off. A credible evaluation would compare results before and after a pilot, account for changes in shipment mix and procedures, and report both efficiency and control outcomes. Useful measures include:
- transaction and compliance costs for businesses, measured consistently;
- cargo dwell times and clearance times, with the method and shipment categories specified;
- the share of shipments selected for intervention and the proportion of interventions that find a material issue;
- clearance speed for legitimate traders, including MSMEs and AEO participants;
- model error rates, review outcomes and the process for correcting or appealing decisions;
- implementation and operating costs, including data integration, infrastructure, training and oversight.
Without published baselines and outcome data, claims of lower costs or faster clearance remain intended benefits rather than measured effects.

Where AEOs and MSMEs fit
AEO programmes recognise businesses that meet specified compliance and supply-chain security standards. Business Standard describes facilitation benefits that include faster clearance and reduced risk-based intervention. The policy remarks place trusted-trader facilitation alongside wider use of analytics, while the IANS/ETCIO report says the approach is also intended to help MSMEs access facilitation schemes. The report attributes a figure of more than 6,000 AEO-certified entities in India to Chaturvedi; it is his reported figure, not an independently verified count from a CBIC register.
For businesses, the practical value will depend on clear eligibility rules, accessible processes and evidence that trusted status or reliable compliance data leads to fewer unnecessary checks. The proposal to consolidate compliance history could support that goal, but the available reports do not establish that the portal exists or explain how businesses would access, correct or contest its records.
