OpenAI says it may notify law enforcement when a conversation indicates an imminent and credible risk of harm to others. Anthropic describes separate rules for service enforcement and for disclosing user information in response to government requests. Neither policy means that every disclosure of a crime or threat is automatically reported, and the policies reviewed here do not establish that consumer chatbots automatically call emergency services.
What happens if you tell a chatbot about a crime or threat?
There is no universal rule for AI chatbots. Each provider sets its own safety and privacy practices, and the public information reviewed here is specific to ChatGPT from OpenAI and Claude from Anthropic. Do not assume that one company’s policy applies to another service—or that a provider can predict how a particular conversation will be assessed.

A conversation about crime is not necessarily a request to commit one. OpenAI says ChatGPT is trained to refuse instructions, tactics, or planning that could meaningfully enable violence, while allowing neutral factual, historical, educational, or preventive discussion within safety boundaries. A question about the history of an attack, for example, is materially different from asking for help planning violence. OpenAI does not say that every mention of a crime triggers a report.
OpenAI’s published threshold for notifying law enforcement is narrower: “When conversations indicate an imminent and credible risk of harm to others, we notify law enforcement.” That is OpenAI’s stated practice, not a universal legal standard, a guarantee that every threatening message will be reported, or a promise about the outcome of any particular conversation.

How OpenAI says ChatGPT reviews concerning activity
Automated flagging is not the same as a report
OpenAI says it uses automated systems to flag potentially concerning activity. It then evaluates flagged interactions in context, including the surrounding conversation and relevant patterns over time. A flag is therefore a prompt for assessment under the company’s process, not by itself proof of wrongdoing or evidence that police have been contacted.
Some cases may receive additional human review
OpenAI says a flagged case may be escalated for more detailed human review, or dismissed or deprioritized as low risk or non-violative. It describes additional investigation for cases assessed as presenting indicators of potentially serious real-world harm. The public material does not say that every conversation is read by a person, nor does it publish a comparable count of law-enforcement referrals for imminent threats.
For difficult cases, OpenAI says mental-health and behavioral experts help assess risk. Its criteria allow risk to be considered even when the conversation does not make the target, means, or timing explicit. This describes how the company says it evaluates risk; it does not mean that any one ambiguous statement automatically meets the reporting threshold.

How ChatGPT’s published approach differs for self-harm
OpenAI describes a distinct response when someone expresses suicidal intent: ChatGPT directs the person to real-world support. Its named resources are 988 in the United States, Samaritans in the United Kingdom, and Find A Helpline elsewhere. OpenAI says it is not currently referring self-harm cases to law enforcement, citing privacy. It also says a human reviewer may refer a case involving an imminent threat of serious physical harm to others.
A crisis-resource referral is not the same as a law-enforcement notification or an emergency dispatch. ChatGPT should not be treated as a crisis service, a clinician, or a substitute for contacting local emergency responders when someone faces immediate danger.
What Anthropic says about Claude, enforcement, and information requests
Anthropic describes two processes that are easy to confuse. Its service-enforcement process can include warnings, suspension, or termination of access. Separately, its government-data-request policy addresses when user information may be disclosed to government authorities. A restriction on an account is not itself evidence that information was disclosed to police.

For ordinary government requests, Anthropic says it generally discloses user information only in response to valid legal process. It says requests are assessed for legal validity and may be rejected if they are overly broad or vague. Its policy also describes an emergency exception: Anthropic says it may disclose information without delay if it believes an emergency may result in imminent physical harm or death and disclosure may avert that emergency. The exception concerns disclosure in response to a government request; it is not evidence that Claude automatically reports every user disclosure to police.
Anthropic reported 11.4 million banned accounts for January through June 2026. That is an enforcement total, not a count of crime reports, imminent threats, or emergency referrals. It cannot be used to estimate how often the company refers a conversation to law enforcement.

Is a chatbot going to call 911, 999, or 112?
The policies summarized here do not establish that consumer chatbots automatically call emergency services. A provider’s decision to notify law enforcement, a crisis-resource referral shown to a user, and an emergency dispatcher sending responders are different actions. Do not rely on a chatbot to contact emergency responders for you.

If there is immediate danger, contact the emergency service for your location directly, or ask someone nearby to do so. If the concern is suicidal intent rather than an immediate dispatch request, OpenAI names 988 for the United States, Samaritans for the United Kingdom, and Find A Helpline elsewhere. Availability and appropriate contacts depend on where you are.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How illegal-content reports differ from emergency escalation
OpenAI’s information for the European Union under the Digital Services Act describes a channel for reporting illegal content. OpenAI says reports submitted through that channel are reviewed under applicable law and its policies and may lead to content removal, restriction, or another appropriate action. This is a content-moderation process: it is not the same thing as an individual user telling a chatbot about a threat, a crisis-resource referral, or an emergency call.
When considering any reporting route, identify what the route is designed to do. A report about content asks a platform to review material; a disclosure to authorities concerns information sharing; a crisis referral points a person toward support; emergency dispatch seeks immediate responders. The existence of one channel does not establish that the others are available or automatically activated.

What to take into account before sharing sensitive information
Published policy can explain a provider’s stated process, but it cannot promise confidentiality or determine in advance how a specific conversation will be handled. OpenAI’s account of its safety review and Anthropic’s government-request policy address different stages and circumstances. Neither is a guarantee that every message will remain private or that every alarming statement will lead to a report.
- Separate discussion from assistance. A neutral, educational, historical, or preventive question is not the same as seeking actionable instructions or planning for violence; OpenAI says ChatGPT is trained to refuse the latter when it could meaningfully enable violence.
- Do not treat a warning or account action as proof of police contact. Anthropic lists warnings, suspension, and termination as service-enforcement actions; its data-request policy separately addresses disclosure.
- Do not infer a referral count from enforcement statistics. Anthropic’s 11.4 million banned accounts for January–June 2026 measure banned accounts, not referrals to authorities or emergency services.
- Use direct channels for urgent needs. A chatbot’s response is not a substitute for contacting emergency responders or a real-world crisis resource.
What these published policies do not establish
The available policies do not establish how every major chatbot provider handles crime or threat disclosures, how often any provider refers cases to law enforcement, or how an individual conversation will be judged. They also do not establish a general ability for consumer chatbots to dispatch emergency responders. OpenAI’s EU illegal-content channel is specifically described in the context of the Digital Services Act; it should not be generalized into a worldwide emergency-reporting service.
The most precise answer is therefore provider-specific: OpenAI says it may notify law enforcement for conversations indicating an imminent and credible risk of harm to others, while describing a separate resource-referral approach for suicidal intent. Anthropic distinguishes account enforcement from disclosure in response to legal process, with an emergency exception to the latter. Neither account supports the claim that every chatbot automatically reports every crime or threat.
