A well-controlled agent gathers and reconciles the credit file, calls approved property, borrower, cash-flow, valuation and policy models, runs downside scenarios, drafts an evidence-linked memo, routes exceptions and monitors the loan after closing. The lender’s policy, delegated authority, independent credit review and audit trail remain decisive.
That distinction matters because CRE lending covers acquisition, development, construction and financing of income-producing property. Repayment depends on leases, operating cash flow, collateral value, sponsors, market conditions and refinancing access, while concentrations can make many loans vulnerable to the same shock. An agent is therefore best understood as a governed workflow coordinator around validated models and human decisions.

What an AI agent does in a CRE loan decision
In this setting, an agent is software that can interpret a task, retrieve permitted information, call specialized models or rules, take documented workflow actions and ask for human intervention when a condition exceeds its authority. It is more capable than a static checklist, yet it must operate inside the lender’s credit policy and access controls.
Recommended Free Tools
The agent may read a rent roll, extract lease expirations, reconcile operating statements with bank data, calculate coverage ratios, test an interest-rate shock, identify a missing environmental report and assemble a recommendation. It should show the source and date for every material input, the model version used and the assumption that produced each result. It should not silently invent a vacancy rate, replace an appraisal with a language-model opinion or approve an exception outside delegated authority.

The Office of the Comptroller of the Currency (OCC) describes CRE lending as “acquisition, development, and construction lending and the financing of income-producing real estate.” The same supervisory framework expects board and management oversight, portfolio management, management information systems, market analysis, underwriting standards and portfolio stress testing. Those requirements apply whether a person, a rules engine or an agent performs a task.
The six-stage agentic underwriting workflow
1. Intake, identity and document control
The workflow begins by creating a controlled credit file. Typical inputs include:
- the application, requested amount, purpose, term, amortization and proposed structure;
- rent rolls, trailing operating statements, budgets and tax information;
- leases, amendments, tenant concentrations and rollover schedules;
- borrower, guarantor and sponsor information, organizational documents and beneficial-ownership records;
- the appraisal or evaluation, environmental and property-condition reports;
- existing debt, maturities, liens, payment history and other sources and uses.
Identity controls match legal entities, properties and guarantors across documents. Optical extraction or language models can locate fields, but deterministic checks should validate totals, dates and units. The agent flags a rent roll whose unit count differs from the operating statement, a lease that expires before the requested term or debt that appears in one schedule but not another. It preserves the original document, page reference, extraction confidence and timestamp so an underwriter can inspect the evidence rather than trust a generated value.

2. Property and market analysis
Next, the agent classifies the property and market, then compares performance with approved market data. It can organize occupancy, rent growth, concessions, tenant quality, lease rollover, operating expenses, cap-rate evidence and competing supply. Every market observation needs a source date; a stale data point is a risk flag, not a fact to be blended invisibly into a forecast.
The agent should surface the sensitivities that commonly change repayment capacity: higher vacancy, slower rent growth, lease rollover, a wider capitalization rate, rising interest rates, higher expenses and a weaker refinance market. Interagency CRE guidance identifies market analysis and stress testing as core risk-management controls. The agent can run those cases consistently, but a credit officer decides whether the scenarios are severe and plausible enough for the transaction and portfolio.

3. Cash flow, structure and policy tests
Using approved definitions, the system calculates debt-service coverage, loan-to-value, debt yield, amortization, guarantor support, sources and uses and covenant headroom. A common coverage expression is net operating income divided by annual debt service, but the lender’s policy controls which income adjustments, reserves and debt-service assumptions are allowed. The same discipline applies to value: the denominator, valuation date and treatment of subordinate debt must be explicit.
The agent records each assumption and lets the reviewer compare base, downside and recovery cases. It tests eligibility, exposure limits, minimum ratios, amortization requirements, recourse provisions and other policy rules. A policy failure should be displayed as a failed test with the governing rule, not buried in narrative prose. If an underwriter changes stabilized occupancy or interest-rate assumptions, the change, reason and effect on every affected ratio are logged.

Rather than relying on one “AI score,” the agent orchestrates several model types:
| Model or component | Typical work | Control required |
|---|---|---|
| Rules and calculators | Eligibility, policy limits, covenants, payment schedules and ratio calculations | Versioned formulas, reproducible inputs and change approval |
| Borrower and credit models | Sponsor strength, repayment capacity, default likelihood and risk-rating support | Documented training data, validation, performance monitoring and override controls |
| Property and valuation models | Income approach, comparable evidence, rent and vacancy assumptions, automated valuation and market scenarios | Independent review, confidence information, data-integrity checks and controls against manipulation or conflicts |
| Scenario engines | Interest-rate, vacancy, rent, cap-rate, expense and refinance sensitivity cases | Approved shocks, transparent assumptions and portfolio-level aggregation |
| Language models | Document extraction, question answering over the file, memo drafting and exception explanation | Grounding in retrieved evidence, output review and a prohibition on being the sole source of a numeric credit conclusion |
Model-risk practice requires conceptual soundness, validation, monitoring, governance and clearly assigned roles. A vendor’s model is not validated merely because procurement approved it. The lender remains accountable for understanding what a model does, where it is reliable and how an override is handled.
5. Evidence-linked decision packet
The agent assembles an underwriting packet rather than a bare approval label. A useful packet contains:

- the proposed risk grade, rationale, conditions and what evidence would change the recommendation;
- model names and versions, calculation records, retrieved documents, prompts, timestamps and human actions.
Material exceptions are routed to an authorized credit officer or committee. The agent can prioritize and explain an exception, but it cannot expand its own delegated authority.

Approval is not the end of the workflow. Quality assurance and quality control should occur during underwriting, before funding and after closing, as described in OCC guidance. Before funding, the lender verifies conditions, lien position, insurance, collateral documents, organizational authority and any required environmental or property reports.
After closing, the agent can ingest financial statements, rent rolls, rent collections, covenant certificates, maturity dates, risk ratings and market updates. It can detect a falling debt-service ratio, unusual collections, a large lease rollover, a watch-list trigger or an approaching maturity and route the item for review. Monitoring latency should be measured: a daily alert may be appropriate for collections, while a quarterly borrower package may be sufficient for another exposure. A human sets the escalation threshold and confirms any amendment, waiver, risk-grade change or enforcement action.
Where human judgment and approval remain mandatory
Human oversight is a set of decision gates, not a “human in the loop” button added after deployment. At minimum, an authorized person must approve the delegated-authority design, policy exceptions, material assumptions, collateral sufficiency and final risk grade. Independent credit-risk review should challenge repayment sources, guarantors, documentation, covenants, underwriting quality and any override of automated scoring.
For a material exception, the reviewer should see the competing evidence: the model result, source documents, downside range, data-quality warnings and the proposed mitigation. The reviewer records whether the exception is approved, rejected or returned for more information, with the authority level and timestamp. Internal audit can then reconstruct the path from intake to decision, while management and the board receive portfolio-level reporting on concentrations, overrides and emerging risk.

Automation bias is reduced when the interface makes uncertainty visible. Confidence is not a substitute for judgment, but confidence ranges, alternative scenarios and explicit “evidence missing” states make it harder to accept a fluent narrative uncritically.
Three practical agent designs
Autonomy should be chosen by control needs, not by novelty. The following designs describe increasing workflow authority; an institution can combine them for different loan products.
| Design | Decision authority | Evidence and explainability | Validation and overrides | Stress testing and monitoring | Implementation trade-off |
|---|---|---|---|---|---|
| Rules-first copilot | Calculates, checks policy and drafts; a human approves every material action | Strong lineage when inputs and formulas are deterministic | Limited model complexity; manual overrides are visible and reviewable | Standard scenarios and scheduled monitoring | Lower integration and control burden, but less automation of complex cases |
| Model-orchestration agent | Routes work among approved credit, property, valuation and scenario models; humans decide exceptions and final disposition | Requires a central record of model versions, prompts, retrieved evidence and calculations | Each model needs validation and a defined override process | Can run multiple sensitivities and trigger event-based monitoring | More efficient for varied portfolios, with greater governance and integration effort |
| More autonomous workflow agent | May advance routine cases within tightly bounded delegated authority; material decisions remain human | Must explain chained actions and stop when evidence or authority is insufficient | Highest burden for scenario testing, change control, access management and override review | Can monitor continuously, but false positives and missed escalations require testing | Potentially faster operations, offset by the largest approval, security and audit burden |
Compare these designs on decision authority, evidence lineage, explainability, validation depth, override handling, stress-testing capability, monitoring latency, integration with loan-origination and servicing systems, security and privacy, third-party dependence, implementation effort and total cost. A design that cannot export a complete decision record is unsuitable for a regulated credit process, regardless of how impressive its demonstrations appear.

Model-risk management
On April 17, 2026, the OCC, Federal Reserve and FDIC revised their model-risk guidance. The bulletin emphasizes risk-based development, validation, monitoring, governance and third-party considerations. It also states: “Generative AI and agentic AI models are novel and rapidly evolving. As such, they are not within the scope of this guidance.” That wording does not remove existing obligations; it means the bulletin is not a complete agentic-AI rule. Banks still need controls appropriate to the models and decisions they use, and the agencies announced a future request for information about banks’ use of AI, including agentic AI.
A model inventory should identify every scoring, valuation, extraction and scenario component, its owner, purpose, inputs, limitations, validation status and retirement date. Change control covers prompts, retrieval indexes, formulas, data sources, model weights, thresholds and software dependencies—not only a vendor’s version number. Monitoring compares outcomes with expectations, tests drift and sets escalation thresholds. Independent validation challenges conceptual soundness and performance rather than repeating the developer’s demonstration.
Best Value
Valuation, fair lending and privacy
The July 17, 2024 interagency bulletin on automated valuation models illustrates specific controls: confidence in estimates, protection against data manipulation, conflicts management, random testing and nondiscrimination. Those controls are relevant whenever an automated valuation influences a CRE decision. A lender should reconcile automated estimates with appraisal or evaluation evidence, document comparable selection and investigate material divergence.
Fair-lending, privacy and cybersecurity duties continue to apply to the data and outcome, even when a language model performs the extraction. Limit access by role, encrypt data in transit and at rest, segregate test files from production credit data, retain only what policy permits and prevent prompts or retrieved documents from leaking across borrowers. Logs must be tamper-evident and available to authorized reviewers.
Third-party and concentration risk
Vendor due diligence covers security controls, data handling, resilience, subcontractors, service-level commitments, incident notification and an exit plan. Contractual assurances do not replace validation. The lender needs a usable export of documents, features, calculations and decisions if a provider fails or the relationship ends.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteAt portfolio level, aggregate exposures by property type, geography, sponsor, maturity and refinancing date. Office, retail, multifamily or construction loans can respond together to market or funding shocks. Management and the board need reports that connect individual agent alerts to these concentrations; a perfectly documented loan-level decision can still be unsafe when the portfolio is overexposed to one scenario.
Common failure modes and the control that addresses each
| Failure mode | What it looks like | Control |
|---|---|---|
| Bad or stale data | Conflicting occupancy, outdated market rent or an omitted liability | Completeness checks, reconciliation, source dates, confidence flags and escalation before a recommendation |
| Model drift or weak validation | Performance degrades while the workflow continues unchanged | Model inventory, conceptual validation, outcome testing, monitoring thresholds and formal change control |
| Valuation error or bias | Unsupported comparable evidence, manipulated inputs or systematic differences in estimates | Independent review, documented comparables, automated-valuation quality controls and nondiscrimination testing where applicable |
| Automation bias | Reviewers accept a polished recommendation without examining contrary evidence | Competing evidence, confidence ranges, downside cases and mandatory human sign-off |
| Concentration or refinance risk | Many loans fail under the same property, rate or maturity shock | Aggregate exposure reporting, portfolio stress tests and board-level escalation |
| Third-party or security failure | Unavailable service, data leakage or an unverifiable vendor model | Access controls, resilience and exit plans, vendor oversight and independent validation |
A controlled implementation path
- Define the authority map. List tasks the agent may perform, tasks requiring review and decisions reserved for a committee. Set monetary, risk-grade and exception limits before connecting production data.
- Standardize the credit file. Establish required documents, entity identifiers, source-date fields, provenance links and a clear state for missing or contradictory evidence.
- Start with deterministic work. Automate completeness checks, policy calculations, payment schedules and document routing before allowing generative drafting or chained actions.
- Inventory and validate models. Record owners, assumptions, training or calibration data, limitations, validation results, monitoring metrics and approved use cases for every component.
- Design the review screen. Put source evidence, assumptions, failed tests, sensitivities, confidence information and override controls beside the recommendation. Do not make the reviewer open multiple systems to discover how a number was produced.
- Test adverse cases. Use contradictory documents, missing leases, stale market data, extreme vacancy, rate increases, valuation divergence, prompt injection and unavailable vendors. Verify that the agent stops and escalates rather than improvising.
- Pilot with parallel review. Compare agent-supported files with independent underwriting, measure false alerts and missed issues, and obtain approval from credit-risk, compliance, security and internal-audit stakeholders.
- Monitor in production. Track data quality, model performance, override rates, exception aging, alert latency, access events and portfolio concentration. Revalidate after material changes and retire components that no longer meet their approved purpose.
How a reviewer should read an agent’s recommendation
Start with the repayment source: recurring property cash flow, guarantor support, sale or refinance. Confirm that the source survives the downside cases and that the proposed term does not extend beyond credible lease or financing support. Then check collateral and valuation evidence, policy tests, covenant headroom and unresolved data conflicts. Finally, inspect exceptions and overrides: who made them, under what authority, using which evidence and with what compensating controls.
If the agent cannot answer those questions from its records, the problem is not merely presentation. It indicates a break in evidence lineage or governance, and the file should return to manual review until corrected.
