What technical debt costs an agile team
The PMI Disciplined Agile definition describes technical debt as the implied cost of future refactoring or rework needed to make an asset easier to maintain and extend. Debt can be hidden: its cost shows up later as slower changes, extra rework, defects, or less predictable estimates. It is not simply code that looks old or inelegant; the useful question is what future work it makes harder. PMI Disciplined Agile’s technical-debt guidance frames it as a future cost, not an aesthetic score.
That framing also helps teams avoid two extremes: treating every shortcut as a crisis, or allowing known friction to accumulate without a decision. A trade-off can be reasonable, but its expected consequences should be understood and made explicit.
Make debt visible and prioritize by impact
When code, infrastructure, or a delivery practice repeatedly makes work harder, record the specific friction in the team’s existing planning system. A useful item identifies:

- Location: the component, workflow, or system area involved.
- Observed friction: for example, a routine change requires edits in several unrelated places or repeatedly causes a regression.
- Consequence: the maintenance, extension, defect, or delivery cost the team expects.
- Impeded work: a concrete feature, fix, or operational task that is likely to encounter the problem.
- Uncertainty: what the team does not yet know about the size or risk of the problem.
“Clean up code” does not say what is costly or why it matters. A specific record lets the team compare debt work with features and defects instead of relying on memory or a vague impression that an area is ugly.
Choose work by future cost, not age
Ask whether the debt repeatedly slows delivery, contributes to defects, raises the risk of changes, or makes maintenance and extension difficult. Consider the likely consequence and how uncertain that estimate is, then weigh it against the value and timing of other work. This is a practical way to apply PMI’s future-cost definition; PMI does not prescribe a universal scoring formula. Teams should use judgment suited to their architecture, product risk, and delivery context.

Reduce debt in small steps while delivering
When feature or defect work exposes an awkward design, improve the part that obstructs the change if doing so is prudent. Keep the structural improvement separate and small enough to verify, then make the requested behavior change. Avoid turning a local discovery into an unbounded rewrite.
Martin Fowler describes refactoring as changing a system’s internal structure without changing its external behavior. Small, behavior-preserving transformations help keep the system working as the structure improves. That makes it easier to review and verify each step than a broad restructuring that changes many things at once. See Fowler’s Agile Software Guide.

Incremental improvement does not mean every change must include refactoring. The team should keep the work connected to a real maintenance or delivery cost, and use tests or other suitable checks to verify that behavior remains intact.
Integrate frequently and automate feedback
Small changes are safer to combine when they are integrated regularly and checked promptly. Fowler defines continuous integration as merging team members’ changes into a shared codebase at least daily, with each integration verified by an automated build that includes tests. This is a practice definition, not a measured guarantee that a particular schedule will improve every team’s results. The point is to avoid long-lived divergence and discover integration problems while they are still easier to locate.

- Integrate small changes regularly, aiming for at least daily as described in Fowler’s Continuous Integration guidance.
- Run an automated build and tests for each integration.
- Investigate and fix a broken build promptly so other work is not built on an unreliable baseline.
- Keep feedback quick enough that the team can identify which change introduced a failure.
Long delays can make integration painful and discourage refactoring. Frequent integration and automated feedback support the small, verifiable changes that make debt reduction more manageable.

A shared Definition of Done makes those expectations visible during planning and review. It also helps prevent quality work from becoming an invisible extra that is routinely deferred after feature work is declared finished.
Accept shortcuts explicitly
Sometimes a team chooses a shortcut to meet a constraint. Treat that as a decision, not as a debt-free exception. Record what is deferred, why, the expected consequences, who accepts the trade-off, and when it will be reviewed. PMI’s guidance describes prudent debt as deliberate and calls for architecture and product perspectives to be involved. A deadline-driven choice that ignores the consequences is not made prudent simply by being necessary in the moment.
Choose a debt-reduction approach that fits the work

These are decision axes, not a universal ranking of techniques. The right mix depends on the product and the cost the team is actually experiencing.
A workable team routine
- During everyday work, record material debt when it becomes visible, with its location, concrete friction, consequence, and uncertainty.
- When planning, compare that consequence with feature, defect, and risk-reduction work; prioritize recurring or consequential friction rather than age or appearance.
- During implementation, make small structural improvements where they enable the change, and verify that behavior is preserved.
- Integrate regularly, run the automated build and tests, and respond promptly to failures.
- Use the team’s Definition of Done to make quality expectations part of each completed increment.
- When accepting a shortcut, write down its rationale, expected cost, decision owners, and review point.
