The agent may receive a scoped payment credential, present it to a merchant, and act through the normal merchant–acquirer–network–issuer chain. Extra controls—user authentication, agent identity checks, token limits and signed instructions—surround that chain; they do not replace card authorization, clearing or settlement.
The crucial distinction is that permission to act and approval of a particular transaction are separate decisions. A user can authorize an agent to shop within defined rules, while an issuer or network can still decline an individual payment. Likewise, a cryptographic signature can prove which approved agent sent a message without proving that the purchase is sensible, fraud-free or guaranteed to be reimbursed.

What an agentic payment actually is
In an ordinary online purchase, a person selects an item and submits payment details. In an agentic payment, software performs the selection or transaction after receiving delegated authority. The instruction might cover a specific purchase, a recurring business task or a constrained purpose such as buying an approved service up to a set amount.

“Agentic” describes who or what initiates the action, not a new universal payment rail. A flow can use existing card networks with tokenized credentials, an API-oriented machine-payment protocol, an onchain mechanism, or a combination. Availability, supported merchants and policy controls depend on the provider and implementation.

The six-stage lifecycle
1. A user defines intent and grants authority
The process begins with an authenticated instruction. Visa’s Intelligent Commerce overview describes a flow in which a cardholder completes step-up verification and Passkey setup, then authenticates a payment instruction before an agent requests credentials. The service checks the credential request against that instruction and applies network-level controls. This is Visa’s documented implementation, not a mandatory format for every agent.
A useful instruction is narrower than “buy anything.” It can identify the merchant, product or service, spending ceiling, currency, timing and purpose. Providers may bind those attributes to a payment context, but there is no single permission language or policy model shared by all networks.
2. The merchant can identify the agent
Visa’s Trusted Agent Protocol specifications use signed messages and public keys so a merchant can check that a request came from an approved agent and was not altered in transit. The specification also describes signed consumer-recognition and payment objects, along with nonces to help prevent replayed messages.
That answers an identity question—“which approved agent sent this?”—rather than an approval question. Key verification does not establish that the agent stayed within the user’s intent, that the issuer will approve the charge or that a dispute will be resolved in the customer’s favor.
3. A tokenized payment credential is supplied
A payment token substitutes for exposing the underlying card credential in each interaction. In agentic designs, the token can carry context such as the approved agent, merchant, amount or other policy limits. Visa describes agent-specific tokens and checks for the intended merchant and amount. Mastercard describes Agentic Tokens as an extension of its existing tokenization capabilities.

Here, “token” means a payment credential, not an LLM text token and not automatically a cryptocurrency token. The token’s format, lifetime, reuse rules, funding source and policy enforcement are provider-specific. A scoped token is therefore not a blank cheque: its authority is determined by the controls attached to it and by the payment systems that accept it.
4. The merchant requests authorization
Under Visa’s rules, an Agentic Payment Provider transfers a token to the merchant, and the merchant completes the transaction through its acquirer. The acquirer routes the request through the network to the issuer or its authorization system. The resulting authorization is a separate decision from the user’s instruction and from the agent’s cryptographic identity.
A valid signature or correctly formed token can make a request acceptable for processing, but it cannot guarantee approval. The issuer may decline because of account status, risk checks, limits or other authorization conditions. The agent does not normally become the merchant, acquirer, issuer or card network.
5. Clearing exchanges transaction data
After authorization and capture, transaction details move through clearing. Mastercard Switching Services defines clearing as the exchange and processing of transaction information so participant accounts can be posted and positions reconciled. Visa rules describe presentment into interchange and the issuer’s obligation to pay the acquirer for qualifying valid transactions.
Clearing is an accounting and data process, not the instant movement of money to a merchant’s bank account. The record may include the tokenized credential, merchant information, amount and other transaction data needed by the participants.

6. Settlement moves amounts between institutions
Settlement is the exchange or transfer of amounts due between financial institutions after clearing. In a card transaction, the network calculates positions between issuers and acquirers and facilitates the relevant funds movement. The merchant’s actual funding time also depends on its agreement with its acquirer or payment processor, so network settlement alone does not promise instant availability.

Keep the key terms separate
| Concept | What it answers | What it does not prove |
|---|---|---|
| Agent identity | Whether a request was signed by an approved agent and associated keys can be verified. | That the action matches user intent or that a payment will be approved. |
| User instruction or delegated authority | What the user or business allows the agent to do. | A universal permission format across providers. |
| Payment token | Which payment credential the merchant can submit without exposing the underlying credential in every interaction. | A broad spending mandate; scope and limits depend on implementation. |
| Payment authorization | Whether the issuer or network approves a particular transaction request. | That the user knowingly wanted every action the agent attempted. |
| Clearing | How transaction data is exchanged, posted and reconciled. | That funds have already reached the merchant. |
| Settlement | How amounts owed are transferred between issuers and acquirers. | A guaranteed merchant-funding time or an instant payment experience. |
How controls fit together
Agentic payment security is layered because each control covers a different failure mode:
- User authentication: passkeys or step-up checks establish that a person approved an instruction on the relevant device or account.
- Intent records: the instruction can bind identity, authorization and transaction details. Mastercard’s Verifiable Intent framework is an example of this design.
- Agent verification: signed messages, public-key validation and nonces help merchants recognize approved software and detect altered or replayed requests.
- Token scope: merchant, amount, purpose or other contextual limits reduce the damage from an overbroad or compromised credential.
- Network authorization: the issuer still evaluates each payment request through ordinary authorization controls.
- Outcome evidence: purchase results and user instructions can provide signals for later investigation or dispute handling. Visa says these signals may support dispute resolution; they do not guarantee a particular outcome.
None of these layers proves that an agent’s recommendation is correct. A signed instruction can authorize an unwanted purchase, and an authorized charge can still become the subject of fraud claims, refunds or chargebacks.
Card-based designs versus machine-payment protocols
There is no single agentic-payment architecture. The following comparison uses documented characteristics of the approaches described by Visa and Mastercard.

| Dimension | Card-network extension | Machine-payment protocol |
|---|---|---|
| Payment and settlement rail | Uses merchant, acquirer, issuer and card-network authorization, clearing and settlement. | Can negotiate payment inside a resource request; Visa describes support for card and onchain paths in its MPP materials. |
| Intent capture | Authenticated payment instructions; Visa’s overview includes step-up verification and Passkey setup. | The protocol interaction carries a payment requirement that the agent authorizes before delivery. |
| Agent recognition | Signed agent messages, public keys and token or identity controls. | Recognition and authorization are handled within the protocol and its chosen credential mechanism. |
| Policy enforcement | Provider controls can check merchant, amount and other token context. | Limits depend on the protocol implementation, wallet or token issuer. |
| Merchant integration | Can use existing card checkout and token processing; Visa says its initial Intelligent Commerce process uses guest checkout or key entry. | Often uses APIs or protocol messages that let a service state the price or payment requirement dynamically. |
| Evidence and disputes | Card transaction data, signed intent and outcome signals can be retained for review. | Evidence and remedies depend on the protocol, asset, service operator and settlement arrangement. |
Documented implementations and what they establish
Visa Intelligent Commerce
Visa’s Intelligent Commerce overview describes agent onboarding, agent-specific tokens, authenticated payment instructions, credential retrieval, merchant and amount controls, and purchase-outcome signals. It says the initial payment process uses guest checkout or key entry. These details show one provider’s implementation choices; they are not evidence that every merchant or agent follows the same sequence.
Visa Trusted Agent Protocol
The Trusted Agent Protocol is primarily an agent-recognition and message-integrity layer. Signed requests, consumer-recognition objects, payment objects, nonces and public-key checks help a merchant validate messages. The protocol does not itself perform issuer authorization, clearing or settlement.
Mastercard Agent Pay
Mastercard announced Agent Pay on April 29, 2025, describing Agentic Tokens and collaborations across technology, acquiring and checkout partners. Its building-blocks guide discusses Verifiable Intent, scoped tokens and authentication methods. Announcements and design guides describe the provider’s initiative and plans; they do not establish universal merchant availability.
MPP and x402
Visa’s March 18, 2026 announcement, Visa introduces card spec and SDK for MPP, describes adapting tokenized card credentials to the Machine Payments Protocol. In the MPP interaction, an agent requests a resource, the service states a payment requirement, and the agent authorizes payment before the resource is delivered.
Visa’s analysis, Agentic Payments: What Onchain Data Reveals Commerce, discusses MPP and x402 as open machine-payment protocols and reports roughly $15.0 million in adjusted volume across 109.6 million transactions since May 2025. That figure is Visa’s x402 measurement, not the size of the agentic-payments market, all card-agent transactions or a forecast. The same landscape can include fiat card settlement, onchain settlement or both, depending on the implementation.

Why authorization, clearing and settlement are easy to confuse
“Authorized” can describe two different events: a person authorizing an agent’s instruction and an issuer authorizing a payment request. They occur at different layers. The first is a permission and policy decision; the second is a financial-institution decision about a specific transaction.
Clearing follows with the exchange of transaction records. Settlement follows clearing by transferring amounts due between institutions. A merchant may see an approval quickly while receiving funds later under its acquirer agreement. Conversely, a machine protocol that settles onchain may have a different confirmation and reversibility model from a card transaction. Always identify which stage a product or announcement is describing.
Questions to ask when evaluating an agentic-payment system
- What exactly did the user authorize? Look for merchant, amount, purpose, time and recurrence limits rather than a general permission statement.
- Who provisions the credential? Determine whether it is a network token, stored credential or another mechanism, and which provider can revoke or restrict it.
- How is the agent recognized? Check whether messages are signed, how public keys are trusted and how replay is prevented.
- Which party authorizes the transaction? Confirm that the issuer or network, not merely an agent platform, makes the payment decision.
- What happens after approval? Identify the acquirer, clearing process, settlement route and the merchant’s expected funding arrangement.
- What evidence is retained? Ask whether the signed instruction, token context, merchant response and purchase outcome are available for refunds, fraud review or disputes.
- Which merchants and regions are supported? Program names and technical specifications do not prove broad production acceptance; rollout and rules can change.
The practical bottom line
Agentic payments add an AI decision-maker to an existing trust chain. User intent defines what the software may attempt; agent identity helps a merchant recognize the software; a scoped token limits the credential; issuer authorization approves or declines the transaction; clearing records it; and settlement moves amounts between financial institutions. Machine-payment protocols can rearrange the interaction and may use card or onchain settlement, but they do not erase the need to distinguish permission, identity, authorization and final funds movement.
