A web of trust is a decentralized way to assess whether a public key belongs to the person named on it. In the PGP/OpenPGP model, people certify keys they have checked, and software evaluates those certifications according to each user’s trust choices. A certification is evidence of an identity-to-key assertion—not an automatic or universal guarantee that the identity is genuine.
How a web of trust works
-
A person publishes or shares a public key associated with an identity, such as a name or email address.

Someone who wants to rely on that key checks the identity-to-key link using a method they consider appropriate. If satisfied, they use their own signing key to certify the other key’s identity binding. OpenPGP defines the relevant key and signature formats in RFC 9580.

Users may choose to rely on particular people as introducers: people whose certifications they are willing to consider when evaluating other keys. OpenPGP has mechanisms for expressing delegated trust, described in the older RFC 4880; that specification has been superseded by RFC 9580.

Software evaluates the certifications it can find against the user’s configured trust rules. The GNU Privacy Handbook explains validation in terms of signatures from enough valid keys. The outcome depends on the implementation’s rules and the user’s trust decisions.
What a key certification does—and does not—mean
When someone says they “signed a key,” they usually mean they certified the association between a public key and an identity. The signature shows that the corresponding signing key made that certification. It does not, by itself, establish that the person behind the signing key correctly checked the identity, nor does it make that signer a universal authority.
For example, if Alice certifies a key as belonging to Bob, that statement may matter to Carol if Carol trusts Alice’s identity checks. It need not matter to Dana, who may not know Alice or may use a different trust policy. A web of trust therefore makes trust choices visible and personal rather than turning every participant’s certification into a rule for everyone.
Certifying a key is not the same as encrypting a message. Certification concerns the claimed identity associated with a key; encryption uses keys to protect message contents. The distinction matters because a valid certification path does not mean that every message signed or encrypted with a key is safe in every other respect.
How it differs from browser certificate trust
Both approaches use cryptography, but they organize trust differently. A browser’s public-key infrastructure (PKI) generally relies on certificate authorities (CAs) whose certificates are accepted as trust anchors in the browser’s trust store. A PGP web of trust instead makes participant certifications and each user’s decisions about introducers more explicit.
| Question | PGP/OpenPGP web of trust | Browser PKI |
|---|---|---|
| Who makes trust assertions? | Participants certify keys; some users may treat particular participants as introducers. | Certificate authorities issue certificates, and browsers act as relying parties. |
| Where does trust start? | With a user’s direct trust decisions and the certification paths that user accepts. | With certificate authorities configured as trust anchors in the browser. |
| Who shapes the trust policy? | Users can have different trust choices and validation outcomes. | Trust depends on browser trust stores and the operational governance of certificate authorities; RFC 9518 discusses how that governance can extend beyond protocol documents. |
Neither arrangement eliminates the need to decide what to trust. Decentralization changes who can make assertions and how users evaluate them; it does not make identity checks unnecessary.

What to consider before relying on a key
-
How was the identity checked? A certification is only as useful as the check behind it. The OpenPGP format records cryptographic assertions; it cannot guarantee that the signer verified the person’s identity well.

Whose certifications do you accept? Another person’s signature matters only if it fits your trust policy. A path through people you do not trust may not help you validate a key.
-
How does your software evaluate trust? Validation depends on the implementation and its configured rules, so a key’s status may differ between users or systems.
-
Is the key itself still appropriate to use? Identity validation addresses the link between a key and a claimed identity; it does not replace careful key handling or other security checks.
In short
A PGP web of trust lets users assess a public key through certifications made by people they trust, including trusted introducers. It can help answer whether a key is plausibly tied to a named identity, but it is not an automatic guarantee: the identity checks, trust choices, and software validation rules all matter.
