A shrinking sawmill network can make some wildfire fuel treatments harder to finance and carry out: if there is no nearby buyer or processor for the wood removed during thinning, managers lose one way to offset treatment costs. That is an indirect economic constraint, not evidence that fewer mills directly cause wildfires. Mills do not prevent ignition, and logging’s effects on fuels vary by forest, method and time since treatment.
How mill closures can affect fuel treatment
Mechanical thinning removes trees and other woody material to change the amount or arrangement of fuels. Whether the removed wood can be processed or sold locally affects a project’s economics. When it has no market, managers may have to pay to handle or dispose of it, making a treatment more expensive. Difficult terrain can add to those costs.

The Congressional Budget Office reported that the number of U.S. sawmills fell by one-third between 2000 and 2019, leaving 1,500 fewer mills operating. Employment at sawmills fell at a similar rate. The CBO says closures can make it harder to process wood from mechanical thinning and wildfire salvage, reducing the opportunity to use its value to offset treatment costs. Why logging’s effect on wildfire fuels is not one-directional
“Fuel” can mean different sizes and types of vegetation and woody debris. A treatment may reduce some fuels while increasing others; measurements of fuel quantity also do not, by themselves, measure ignition, fire spread, intensity or ecological severity. Results depend on what is removed, what remains, the logging method, follow-up work and the time elapsed.
A 2015 study examined 255 stands across 68 high-severity fires in eastern Washington and Oregon. Post-fire logging initially increased some small- and medium-sized woody fuel loads compared with unlogged stands. In later periods it reduced some measured fuel loads. For large-diameter woody fuels, the study reported contrasts of up to 53 megagrams per hectare lower in logged stands during some periods six to 39 years after fire. That is a maximum observed contrast in the studied stands, not an expected result for every forest or logging project. Peterson, Dodson and Harrod, 2015

Post-fire salvage logging—the removal of trees after a fire—is not the same practice as routine commercial harvest or pre-fire thinning. Findings from salvage logging should not be transferred automatically to other treatments.
What studies found at different timescales
Two studies illustrate why the time horizon and measured outcome matter. One assessed regeneration and downed wood after a particular Oregon fire; another modeled later fires in dry conifer forests using fuel surveys from earlier fires. Their results address different settings, measures and periods, so they are not direct contradictions.

The 2026 study describes post-fire logging and prescribed fire as potentially complementary: logging reduced large-diameter woody fuels in its analysis, while prescribed fire primarily reduced fine fuels. Which approach fits a site depends on its post-fire conditions, expected fuel accumulation and management goals; the finding is not a recommendation to apply either treatment everywhere.
How managers can weigh treatment options
A local mill market can help with project economics, but it does not determine whether a treatment is ecologically suitable. A decision has to account for the target fuel, site conditions and trade-offs as well as whether removed material can be used.

- Identify the fuel and goal. Large woody material and fine fuels are not interchangeable targets. Decide which fuels need treatment and what outcome—such as changing fuel loads or fire behavior—is intended.
- Consider timing and follow-up. Short-term effects can differ from those measured years later. The treatment method, retained dead wood and any follow-up work can change the result.
- Check access and cost. Terrain, distance to a processor and the availability of a market can affect whether removed wood can offset costs or instead requires additional handling.
- Account for ecological trade-offs. Regeneration, habitat, erosion control and retained dead wood matter alongside fuel reduction. The right balance depends on the forest and local fire regime.
What the employment and global figures do—and do not—show
A 2025 study of Western U.S. counties found that mechanical hazardous-fuel treatments on national forests had statistically significant, positive but limited effects on forestry and logging and wood-products jobs. The study says those effects partly offset the sector’s long-run job decline. It establishes an employment relationship; it does not show that job declines cause wildfires. Global wildfire figures also need careful interpretation. A 2025 analysis estimated that stand-replacing wildfires affected 15.7 million hectares of natural production forests and 1.4 million hectares of plantations from 2015 through 2022. Results varied by region and type of production forest. These are estimates of wildfire-affected area in timber-producing systems, not evidence that logging downturns increased wildfire. What the evidence supports
Fewer sawmills can remove one economic support for some mechanical fuel treatments by limiting local processing options and the value recovered from removed wood. Whether that makes a project infeasible—or whether a particular logging treatment reduces, increases or redistributes fuels—depends on local markets, terrain, forest conditions, treatment choices and timing. The cited evidence does not provide a national estimate of wildfires caused by mill closures or reduced logging.
